1 ENVIRONMENTAL MANAGEMENT PLAN JAGUAS HYDROELECTRIC POWER PLAN

2 JAGUAS HYDROELECTRIC POWER PLANT It is located in the department of Antioquia on the basins of the Nare and Guatapé rivers, within the jurisdiction of the municipalities of San Rafael, San Roque, Alejandría, Concepción and Santo Domingo. It began operation in SOCIAL DIMENSION PROGRAM 1. Community Participation and Information Program Inform communities, represented by their leaders, institutions and municipal authorities, regarding the company s activities, the criteria for environmental management, employment management, the payment and use of transfers and taxes, the impacts caused by the power plant s operation and the measures proposed for their management, in accordance with the environmental policy and applicable laws. Identify impacts not foreseen in the EMP. Create and strengthen opportunities for dialogue between the company and the communities, municipal administrations and institutions from the power plant s area of influence, in order to ensure clear, accurate and timely information. This Program includes the preparation and distribution of Encomunidad media, which consists of: radio programs, newsletters and bulletin boards. 2. Support Program for Municipal Management Capability Raise awareness among representatives of municipal administrations and the Regional Autonomous Corporations in order for them to guide the planned development of the region, through the appropriate utilization of resources from transfers, as provided in Article 45, Law 99 of 1993 and Decrees 1933/94, and 1729/02. Inform community leaders regarding Article 45, Law 99 of 1993, and Decrees 1933/94, and 1729/02, in relation to the programs that they can carry out with transfer resources, as well as the mechanisms through which they can participate.

Program for the Management of Local Employment Ensure that the people from the villages closest to the Jaguas power plant effectively benefit from the employment of unskilled labor, in activities for the maintenance and operation of the power plant. 4. Program for Prevention and Response to Property Damage Prevent damage to the property, land and infrastructure of the community or individuals, resulting from actions related to the operation or maintenance of the power plant or the carrying out of additional work. Establish clear and transparent rules to maintain harmonious relations with the community. Properly resolve complaints and claims from the community. 5. Risk Prevention Program for San Lorenzo Reservoir Discharges Minimize risk related to discharges from the San Lorenzo reservoir for communities downstream of the dam. 6. Program for the Maintenance, Signage and Improvement of Internal Roads Maintain the power plant s internal roads in good condition to ensure the ability to travel between the different sites required for operation and maintenance. ENVIRONMENTAL EDUCATION PROGRAM 1. Environmental Education Program for Employees, Contractors and Army Personnel Make the Environmental Policy known among contractors, employees and army personnel, and strive for an appropriate attitude towards

4 self-governance and environmental responsibility, to encourage proper performance of their functions and duties. Disseminate and provide training to personnel regarding the Environmental Management System. 2. Environmental Education Program for Communities Raise awareness among teachers and communities that neighbor ISAGEN s sites, located in the San Lorenzo reservoir, in order to start a training and adoption process in relation to ecological foundations, enabling them to identify environmental problems in their surroundings and possible solutions, as the basis for promoting changes in behavior and attitude towards natural resources. Reduce the threat posed by livestock and agriculture to biodiversity conservation for existing vegetation cover on ISAGEN s land. Encourage the adoption of agricultural and forest management practices that are aligned with the conservation of natural resources, on private land that borders ISAGEN s land. PHYSICAL DIMENSION PROGRAM 1. Program for the Comprehensive Management of Chemicals Protect people in ordinary handling, incidents or accidents involving chemicals and hazardous substances; and prevent and minimize the environmental impact caused by spills, fires, explosions or other incidents caused by the improper handling of chemicals. 2. Program for the Comprehensive Management of Ordinary Solid Waste Identify measures and actions that should be taken into account for the Comprehensive Management of Ordinary Solid Waste, in a manner that prevents and controls the effects and impacts that may be caused to the environment and people s health. 3. Program for the Comprehensive Management of Hazardous and Special Solid and Liquid Waste Objetivo: Identify measures and actions that should be taken into account for the Comprehensive Management of Hazardous and Special Solid and Liquid

5 Waste, generated in technical maintenance activities for the Jaguas Power Plant s machinery and equipment, in a manner that prevents and controls the effects that may be caused to the environment and people s health. 4. Program for the Comprehensive Management of Wastewater Carry out the operation and maintenance of systems that treat domestic wastewater in the power plant, in a manner that ensures the pollution removal efficiency required by current environmental regulations and minimizes the impact on the receiving sources, soil and groundwater. 5. Soil Instability Monitoring Program in the San Lorenzo Reservoir Area and Maintenance of Unstable Areas in Internal Roads Prevent and control erosion processes that have the potential to generate sediment due to lack of soil cover. Monitor and maintain the slopes of the Jaguas power plant s internal roads and land. 6. Program for the Comprehensive Management of Domestic Water Evaluate and implement the necessary measures for the saving and efficient use of domestic water, taking into account its various uses (garden watering, car washing, drinking, cleaning of floors, bathrooms and communal areas, bathing of dogs, correction for losses and leaks, etc.) and the production of drinking water under the quantity and quality established in the current regulations and concessions awarded. BIOTIC DIMENSION PROGRAM 1. Update Program on Vertebrate Fauna Species Diversity Take inventories of the main groups of wild vertebrate fauna, particularly amphibians, reptiles, birds and mammals on ISAGEN s land, in order to generate relevant information on the habitats, diversity and conservation status of the species, and thus establish specific management and conservation measures.

Program for the Study of Secondary Vegetation Succession Conduct a succession study on natural vegetation within ISAGEN s land in the Jaguas Power Plant, by establishing two permanent plots for monitoring forest dynamics and studying their potential for the sustainable management and use of non-timber forest products. 3. Monitoring and Control Program for Biodiversity Conservation Train people who inspect the land on specific issues that make it possible to collect technical information on impacts generated by the illegal extraction of timber and non-timber resources from forest and stubble on ISAGEN s land. Implement a system that makes it possible to monitor the effect of the pressure that local communities have over natural resources on ISAGEN s land. 4. Update Program for the Geographic Information System Perform cartographic updating of ISAGEN s land around the San Lorenzo reservoir. 5. Limnological Monitoring Program for the San Lorenzo Reservoir and Associated Rivers Understand the evolution of the San Lorenzo reservoir s limnological characteristics and its effluent, based on secondary data and field measurements. Obtain the main hydrobiological parameters such as productivity and analyze aquatic communities in the San Lorenzo reservoir (phytoplankton and zooplankton). Apply the CEPIS total phosphorus model for tropical lakes, in order to assess and predict the trophic status of the reservoir according to data obtained from the limnological monitoring referred to in this section. Understand the reservoir s water quality, as knowledge required for the power plant s generation and equipment maintenance (potential issues in terms of fouling, corrosion, vapors and odors in the underground powerhouse, etc.).

7 IN SHORT These are some of the terms used in the various programs and their meanings. Solid waste: solid object, material, substance or item resulting from the consumption or use of goods in domestic, industrial, commercial or institutional activities, or in services, which the generator abandons, rejects or delivers, and that can be utilized or processed into new goods with economic value or disposed of. Solid waste is divided into usable and unusable. Waste resulting from sweeping public areas is also deemed solid waste. Wastewater: any final discharge of an element, substance or compound that is contained in a waste liquid from any source, whether agricultural, mining, industrial, service, sewage or wastewater, into a body of water, channel, soil or subsoil. Domestic water: is from daily domestic activities such as washing clothes, bathing, food preparation and cleaning. Source: tratamientoresiduales.html Hazardous waste: is waste that due to its corrosive, reactive, explosive, toxic, flammable, radioactive or infectious characteristics, may cause risk to human health and the environment. Containers or packaging that have been in contact with them are also deemed hazardous waste. Source: Decree 4741/05 River channel: is the specific area over which the river runs. Source: Hydrobiological monitoring: is the monitoring of water-associated organisms such as algae, insects, fish, among others, in order to establish its quality and that of the ecosystem. Limnological characteristics: are the physical, chemical and biological characteristics of a water body, which enable us to study the interactions between aquatic organisms and their environment. Biotic communities: are the set of organism species, such as animals and plants, which live in a defined area.
