2 Introduction DuPage County Stormwater Management Planning Committee Dan Cronin, County Board Chairman Jim Zay, Committee Chairman County Board Members: Janice Anderson John Curran Paul Fichtner Amy Grant Sean Noonan Municipal Members: David Brummel Kevin Coyne Chester Pojack Nunzio Pulice Martin Tully Asif Yusuf DuPage County Stormwater Management accomplished a number of important initiatives in 2016, ranging from capital projects that protect homes and businesses from flooding to water quality studies that help preserve our natural resources to floodplain map updates that ensure property owners are informed of their flood risk. Notably, we completed construction of the final phase of the West Branch DuPage River Flood Mitigation and Restoration Project, which was conceptualized during the thorium removal project along the West Branch DuPage River. After several years of work, we now have a completely restored river corridor extending from Carol Stream through Naperville. We also entered into a monumental Watershed Protection Agreement with the Metropolitan Water Reclamation District, Forest Preserve District of DuPage County and DuPage River Salt Creek Workgroup to collaborate on water quality initiatives that span governmental boundaries. We invite you to learn more about these and other accomplishments in the following annual report. We believe all of the work in 2016 sets the stage for success in 2017 and beyond, and we look forward continuing to be a leader in stormwater management in the region. 3 Projects DuPage County Stormwater Management plans, designs and constructs regional flood control, wetland restoration and water quality projects countywide. In 2016, the County completed or partnered on seven projects. Constructed in tandem with DuPage County s Division of Transportation s Warrenville Road Bridge Replacement, Stormwater Management completed the West Branch DuPage River Flood Control and Re-meander Project in Warrenville. The project, which was the final of three phases, reduces flooding and improves the natural habitat of the river corridor. The Klein Creek Flood Mitigation Project a dual-reservoir system with a floodwater capacity of 37 million gallons in Carol Stream received an award from the American Council of Engineering Companies (ACEC). Stormwater Management completed two of the Graue Mill Flood Control Improvement Projects in Hinsdale, which is adjacent to Salt Creek. Several other projects in the area are underway. Other Completed Projects Springbrook Creek Culvert Replacement Project in Roselle. DuPage County & City of Elmhurst Flood Relief Project at the Elmhurst Quarry. Dunham Wetland Mitigation Project in Wayne. Partially funded the Oak Meadows Dam Removal and Stream Restoration Project in Addison and Wood Dale. 2

4 Planning To identify countywide projects, DuPage County Stormwater Management works with local agencies to develop watershed plans with both flood mitigation and water quality recommendations. Flood Control Plans DuPage County, Will County and the U.S. Army Corps of Engineers have been collaborating on a study of the entire DuPage River Corridor. This study, which began in 2015, has a three-year timeline, at which point the findings will be submitted to Congress for approval. Stormwater Management is also studying the Sugar Creek, Springbrook Creek and Winfield Creek watersheds to identify flood control opportunities. Water Quality Plans Using a $147,000 grant from the Illinois Environmental Protection Agency, Stormwater Management completed a water quality-based watershed plan for the St. Joseph Creek Watershed. This grant is also funding similar studies in Kress Creek, Klein Creek, Sawmill Creek and Winfield Creek watersheds. Stormwater Management partnered with Chicago Metropolitan Agency for Planning and the DuPage River Salt Creek Workgroup to create a water quality-based watershed plan for the Lower Salt Creek Watershed, which will be completed in Floodplain Mapping With more than 500 comments regarding the Preliminary Floodplain Maps submitted to the Illinois State Water Survey during the 30-day public comment period in August of 2015, revised Preliminary Floodplain Maps were created by staff in late

5 Flood Control Operations DuPage County Stormwater Management maintains and operates 16 flood control facilities countywide. In total, these facilities have the capacity to divert up to 4 billion gallons of floodwater during storm events. Flood Control Operations Stormwater Management staff operated the County s larger flood control facilities five times in 2016, one of which was in May 2016 where all facilities operated over a span of several days. The smaller, gravity-operated facilities operated as needed throughout the year. Flood Control Maintenance Stormwater Management replaced the east lobe pumps at the Elmhurst Quarry Flood Control Facility. To save costs and extend the life of the pumps, one of the replaced pumps was put into the west lobe and the other into storage until needed. In addition the motor control center on the east side was replaced, as well as updated on the west side. 4

6 Community Engagement DuPage County Stormwater Management fosters partnerships between local agencies, organizations and residents to help advance water quality goals throughout the region. DuPage County Stormwater Management, the Forest Preserve District of DuPage County, the Metropolitan Water Reclamation District and the DuPage River Salt Creek Workgroup entered into a Watershed Protection Agreement to work together on water quality goals in watersheds that span governmental boundaries. Participated in a two-day spill response drill in Downers Grove to contain contaminants in waterway. In partnership with The Conservation Foundation, grew the Adopt-a-Stream to 20 active participants. In partnership with SCARCE, hosted the largest Sustainable Design Challenge to date. 7 Stormwater Management By the Numbers Staff across all of DuPage County Stormwater Management s divisions accomplished a significant amount in Stormwater Permitting Performed 173 stormwater management permit reviews for development in the County. Issued 80 stormwater authorizations and certifications. Monitored 295 wetland mitigation and enhancement projects. Received regulatory sign-off on 32 sites. Performed vegetation monitoring on approximately 30 County-owned sites. Flood Mitigation Received a $631,139 grant from FEMA to purchase three flood-prone properties. Spent approximately $18.5 million of the nearly $34.3 million in grants awarded to DuPage County because of the April 2013 flood on flood mitigation projects. Purchased 12 flood-prone properties to return to open space. Water Quality Awarded $300,000 in funding under the Water Quality Improvement Program Grant to: Jay Stream Middle School (Carol Stream) Elmhurst Police Department Rathje Park (Wheaton) Jefferson Junior High (Woodridge) Stormwater Management inventoried and monitored 591 storm sewer outfalls for the Illicit Discharge Detection and Elimination (IDDE) program throughout DuPage County. 6
