The approval of mining plan and the mine closure plan is being enclosed. The stage-ii Forest Clearance letter for diversion of the forestland of Ha is enclosed. The compliance status of the conditions stipulated in the environmental clearance dated 8 th February, 2006 from the Regional Office, Ranchi vide letter no: /05/EPE/2800 Dated: 20/12/2018 is attached. Copy of latest Consent to operate from the State Pollution Control Board for the present mining operations issued vide no: JSPCB/HO/RNC/CTO /2018/1251Dated: 25/07/2018 is attached. A concise report of action taken by project to redress the issues raised during the last public hearing conducted by the SPCB on 8 th October, 2004, along with the R&R details is attached. (6) That, the occupier shall install and maintain Central Ground Water Board/ State Ground Water Directorate approved system of rain water harvesting-cum-ground water recharge and submit the photographic view of the structures within a month. (7) That, the occupier shall grow and maintain greenery of the project in the periphery and other available spaces and shall continue enhancing its plant density and biodiversity. (8) That, the occupier shall submit environmental statement with supporting stoichiometric calculations analyses reports, every year latest by 30th September of the next financial year. (9) That, the occupier shall submit report(s) duly monitored and issued by an NABL accredited / ISO 9001:2008 and OHSAS 18001:2007 certified laboratory in compliance sub-para (2), (3), (4) and (5) of paragraph 3 of this CTO yearly at required periodicity. (10) That, this CTO is valid subjected to the validity of mining Lease/Mining Plan/Ecofriendly/Environmental Clearance, if applicable. In case of no renewal of Mining Lease/Mining Plan, this consent shall be treated as revoked automatically.

25 (11) That, this CTO is issued from the environmental angle only and does not absolve the occupier from other statutory obligations prescribed under any other law or any other instrument in force. The sole and complete responsibility to comply with these conditions laid down in all other laws for the timebeing in force, rests with the industry/ unit/ occupier. (12) That, this CTO shall not in any way, adversely affect or jeopardize the legal proceeding, if any, instituted in the past or that could be, instituted against you by the State Board for violation of the provisions of the Act or the Rules made there under. (13) That, the occupier shall comply with all applicable provisions of the Water (Prevention & Control of Pollution) Act, 1974; the Water (Prevention & Control of Pollution) Cess Act, 1977; the Air (Prevention & Control of Pollution) Act, 1981; and the Environment (Protection) Act, 1986 and Rules made there under. (B) Specific Conditions: (1) That, the occupier shall construct toe wall and garland drain around the OB dump; (2) That, the occupier shall reclaim mined out areas with OB and shall plant trees on them. (3) That, the occupier shall construct catch drain, siltation pond retaining wall of appropriate size to arrest silt & sediment flows from soil, OB dump and mineral dump; (4) That, the occupier shall do Over Burden management properly as prescribed in environmental clearance; (5) That, the occupier shall operate crushers at CHP with high efficiency bag filters, water sprinkling system to check fugitive emission. (6) That, the occupier shall operate & maintain ETP with workshop of heavy vehicles. (7) That, the occupier shall inform to Regional Office-Cum- Lab, Hazaribagh and Head Office, JSPC Board, at Ranchi within 24 hrs from the time of closure or opening of the plant. (8) That, the occupier shall submit point wise compliance report of condition of this Consent to operate 120 days prior to the date of expiry of this consent on successive year i.e (9) That, the occupier shall if be found violating the Consent to Operate at any point of time during inspection of the plant by the competent authority, the Consent to Operate shall be revoked as per provision of the acts. (10) That, occupier shall comply EC conditions as per norms of EIA notification, 2006, to the MoEF&CC as well as SPCB and submit the compliance report of CTO and EC conditions to the Board on yearly basis. (11) that, the occupier shall maintain proper housekeeping within the premises. (12) That, the occupier shall not exceed the production as mentioned in EC & will confine their mining and allied operations in ha area only till further revision. (13) That, the occupier shall submit compliance of EC condition on six monthly basis every year to the

(14) That, the occupier shall submit application for renewal of consent under section 25/26 of the Water (prevention & Control of Pollution) Act, 1974 and under section 21 of the Air (prevention & Control of Pollution) Act, 1981 again 120 days prior to the date of expiry of this consent i.e , with required documents. 4. That, this CTO shall not absolve the occupier from making compliance of other statutory prescribed under any law or direction of courts or any other instrument for the time being in force. 5. That, this CTO is being issued on the basis of information/ documents/ certificate submitted by the unit. This CTO will be revoked if any of the information/documents/certificates/undertaking given by the occupier is found false/fictitious/forged in future. 6. The Order shall be valid subject to compliance of all other legal requirements applicable to the unit. 7. The State Board reserve the right to revoke, withdraw or make any reasonable variation / change / alteration in conditions of this consent. 30 Report on Public Consultation and Action Taken Report Summary of Public Hearing of North Urimari OCP: The notice for public hearing was advertised in Prabhat Khabar (Ranchi Edition) & Hindustan on 04/09/2004. Public Hearing was held on 08/10/2004, which was attended by around 200 persons. The public raised the following issues relating to starting of North Urimari OCP: 1. Impact due to Possible water and air pollution 2. Compensation to the affected PAPs The project proponent has taken the following mitigative measures to minimize impact due to possible water and air pollution: 1. Air and Water Pollution: Water Sprinkling is being done by mobile sprinklers on transportation road/ haul roads Static Sprinkler has been installed in the railway siding Plantation has been done over 9.9 Ha All drills are equipped with wet drilling arrangement. Collection of Mine water in sump. Monitoring of environmental parameters every fortnight Allocation of capital fund of Rs Lakhs in PR for anti-pollution measures in mines and township Covered transportation of coal by trucks 2. Land Compensation, Employment to PAFs & R&R Providing land compensation and Employment to PAFs is a continuous process. As per existing CIL R&R Policy, 2012 CCL has to provide one employment for every two acres of land along with some other benefits as defined under R&R policy. The project has given a boost to the economy of the area by providing primary and secondary employment to local people. The infra-structural facilities provided by the project are benefitting local villagers also. A total of eleven tolas are in vicinity of the projects. A detailed R&R plan for 545 PAFs from the 11 nos of tolas to be displaced from the project area has been prepared and implementation is in process. Out of 545 PAFs, 63 families have already been rehabilitated and the status is as given below.
