1 Bards & Cmmissins Summit Octber 29, 2018 frm 5:30 pm 8:00 pm Restaurant in the Budweiser Events Center 5290 Arena Circle, Lveland, CO After tw successful Cmmunity Chices public events, the planning team held a Cmprehensive Plan Bards & Cmmissins Summit t build upn what was heard frm residents. This event invited all Cunty bards and cmmissins tgether t gather diverse, infrmed, and vested feedback, further ideas and internal supprt fr the Cmprehensive Plan, and prvide an pprtunity fr knwledge sharing between departments and acrss tpics. The Summit began in an pen huse style rm where attendees culd review the public feedback received at the Cmmunity Chices events in Wellingtn and Lveland the week befre. The exercise at the Summit was structured as a wrkshp with small grups at rund tables t discuss ne framewrk tpic, and mirrred the discussin at the public chices wrkshps. At the sign-in and welcme table, each attendee self-selected a framewrk grup fr the exercise. Once attendees were seated, the Summit began with the attendees intrducing themselves and listing ne thing that they wuld lve t keep r change in Larimer Cunty in the future. A brief presentatin fllwed that prvided an verview f what a Cmprehensive Plan is, the rle and imprtance f the bards and cmmissins in the prcess, a summary f the Cmmunity Chices public events, and the key decisins that attendees will respnd t. After the presentatin, there were tw exercises: 1. Attendees brke int small grups t discuss plicy chices fr a single framewrk. As a grup, attendees reviewed the public feedback n ne framewrk s chices and reached infrmed cnsent n a directin with supprting strategies. The exercise was fllwed by a reprt back n ne plicy chice and supprting strategies fr the Cunty t cnsider that wuld help achieve the visin. 2. Attendees used a framewrk map t prvide feedback and ideas n an eventual Visin Map fr future land uses as apprpriate thrughut Larimer Cunty. Each grup defined uses and suitability criteria by drawing n the map using three basic clrs. As part f this exercise, grups als discussed trade-ffs and hw uses culd be planned better. D we plan fr farming/ag given the age f farmers in rural Larimer Cunty? Cmmercial grwth within the GMA near rural municipalities shuld be cncentrated and serve the area. Prmte clustering thrugh subarea plans. Investigate metr districts as a way t bring utilities and services t an area. Implement mixed-use develpments when cmmercial grwth ccurs within the GMA near rural municipalities. Encurage light industry primary emplyers. Difficulty with water/sewer capacity. Encurage reginal types f businesses i.e. the airprt. Opprtunity t bring airprt-related businesses that wuld be attracted by the Nrthern Clrad Reginal Airprt. Reginal shpping centers since the Cunty has the gds and services. Need fr additinal infrastructure t supprt large ppulatin f elderly/disabled wrkers. Require lwer-skill emplyment pprtunities, minimum wage is nt enugh, and infrastructure is insufficient t supprt this wrkfrce chrt. Address nt having enugh emplyers t prvide services and inability t huse/transprt wrkers. This issue will nly grw as ppulatin increases. Opprtunity fr accessry dwelling units? Fcus n wrkfrce retentin. Need t fill gaps in the need fr unskilled wrkers. Often, the talk is t attract mre skills wrkers. Slid, steady base f wrkers n lw-end f wage scales. Develp Cmmercial uses arund interstate and reginal airprt Prvide safe, accessible cnnectins t transit and bus. Imprve bike trail cnnectins t create a chesive reginal netwrk. Take well-designed areas and cnnect them i.e. trail cnnectins t Devils Backbne, Cyte Ridge and Hrsetth Muntain Park. Bulder Example: Cnnectivity fr bikes and peds frm within the City t activities such as Chautauqua r Bulder Canyn. Educate cmmunities abut hw they benefit frm multiple mdes f transprtatin, and the attractiveness f ther mdes t turists i.e. trail frm Frt Cllins t Lveland. Address the issue f a city/cunty discnnect at bundaries related t bus ridership. There is a lack f ridership n buses in the Thmpsn Schl District, leading t reductin in number f buses and students walking farther t bus stps. Aging-in-place accessibility. Weed cntrl alng radway shulders and at intersectins t increase safety where shulder used as primary bike/ped lane i.e. where there are n sidewalks. Utilize pen space tax dllars t supprt cmmunity cnnectins. Create mre cmmunity resurces i.e. an educatin/awareness plan. Crdinate mapping frmat and clrs between cmmunities fr ease f mving frm ne t the next i.e. Frt Cllins and Lveland have different clrs fr multi-use trail vs. bike rute, etc. Prtect and preserve mbile hme parks. 5 Develpment shuld nt be permitted where infrastructure is nt available. With water availability being an issue, investigate a reginal study shwing where and hw service can be prvided. D we want mre service in the rural areas f the Cunty? Cunty (specifically Health Department) shuld lk int whether smaller lt sizes are an ptin n septic. Create a larger entity that can create standards amng service prviders. Encurage cnslidatin f districts. Cnvene water/sewer districts withut telling them hw t run their agency and encurage cperatin and cllabratin. Base il and gas regulatin n what is real vs. what is perceived. Rads in rural areas are public rads with private maintenance. Quantify csts f maintaining rads and incrprate int develpment and HOA csts Prvide a plan t maintain rads. 6 There is a need fr cmmercial and services where platted subdivisins are clustered alng Highway 287 and in the Muntain Planning Area. Bellvue and LaPrte wuld be apprpriate fr develpment f a rural center, as well as light industrial and agriculturalsupprtive industries. The area between Wellingtn and Frt Cllins wuld be suitable fr light/ medium industrial, emplyment, health care, and mixed use cmmercial develpment, with residential uses arund Cbb Lake. Retail and industry develpment alng I-25 nrth f Wellingtn. Areas identified fr agriculture are nrth arund Buckeye, nrth f Waverly, and west f Bellvue int the muntain areas. 8 There is an existing Humane Sciety lcated in the unincrprated area between Frt Cllins and Lveland. Hwever, this area east f Hwy 287 wuld als be apprpriate fr additinal cmmercial uses. Alng the western edges f Lveland and Berthud, wildlife crridrs, pen space and trails, and recreatin cnnectins wuld be apprpriate. Agriculture is als an apprpriate use in these areas, with pprtunities t imprve trail cnnectivity. 9 Cmmercial uses shuld be allwed alng Hwy 287 in LaPrte and t the nrth arund the periphery f Wellingtn s nrthern GMA bundary and suth f Waverly, and alng I-25 nrth f Wellingtn and befre entering Weld Cunty. Cmmercial uses were als identified as apprpriate east f Wellingtn and I- 25, directly east f Cbb Lake, and in an unincrprated enclave between Windsr and Jhnstwn. The area between Wellingtn and Frt Cllins shuld remain an agriculture/pen space separatr. Agricultural uses are apprpriate arund the LaPrte and Waverly cmmunities, as well as thrughut the large unincrprated area nrth f Wellingtn. 10 Agricultural uses are identified as apprpriate in the large unincrprated area nrth and west f Wellingtn, and suth and west f Waverly in the Muntain Planning Area. Cmmercial areas, including cmmercial develpment f agriculturesupprtive industries, are apprpriate near LaPrte, alng I-25 nrth f Wellingtn near the Cunty bundary, and nrtheast f Buckeye.
