1 Report of the experimentation action of the Energy / Emissions balance in Municipality of Dolni chiflik ERDF3, BSREC 1. National Legislation on energy balance The Bulgarian Government has not accepted a law for obliging the municipalities to have an energy balance. The local authorities' obligation is to prepare an Energy strategy for their territory. This strategy should be based on an energy balance of the Municipality for defining a proper aims, but often it is not prepared with an appropriate study. The balance of this territory is done for the public and residential buildings. For the private sector has been done an estimation of the consumption according to the standards in the national regulation. The transport is not evaluated, because of the lack of data. The main energy sources that have been examined are electricity, liquid fuel and wood. The data has been provided by the municipal administration. It was discussed unofficially to update the balance every 3 years. The study will be used for Covenant of Mayors Baseline Emissions Inventory. It is planned also to implement the recommended Energy Saving Measures. 2. Description of the involved territory The territory of Bulgaria is around sq. Km ( sq. km ground surface and 333 sq. km water surface). Administration office Е-mail: obst_dchiflik@mbox.contact.bg Dolni chiflik is located in northeastern Bulgaria and is one of the municipalities of Varna District. It has 17 settlements with total population of inhabitants (data from ). The municipality of Dolni chiflik covers nearly 487 square kilometres, which includes Kamchia valley, Longoza, northern slopes of the Kamchia Balkan and Black Seacoast line with its shelf, which is 13% from the territory of Varna District. Tucked far away from large sources of pollution Dolni chiflik is an ecological oasis: clean air, soil, water and comfort, protected from mechanical and technological noises. Dolni chiflik has very rich unspent resources for tourism development from the traditional seaside holiday tourism to the alternative forms of rural, cognitive, hunting and eco tourism. Dolni chiflik is of medium type, with exceptionally rich biodiversity and climate, combined with good geographical location, but it has always remained in the shadow of the large administrative and industrial centers nearby like Varna, Burgas, Devnya etc. All settlements have access to the municipal center and the city of Varna. The municipality operates the railway network provided by the Railway Division Division III of the main railway line in the area of Nova Shipka 3,5 km - double, electrified. The municipal infrastructure creates limitations on local businesses, and farmers. The main problems are associated with the transportation of the production and dissemination to the municipal markets and beyond. On the territory of the municipality there are two agricultural cooperatives and 16 private lessees, who together with the High School of Agriculture manage 68,955 ha of agricultural land allocated as follows: permanent crops 9255 acres, including vineyards 6080 acres; cereals acres; oilseeds 6180 acres; vegetables 5600 acres. According to Department of Labor Bureau to years the unemployment rate compared to the economically active population of Dolni chiflik is 10.77% (30 th of Sept. 2009). It is a clear positive trend of reducing the unemployment. Most of it is consisted of one or two level houses, which are mostly heated by wood. In the buildings with armored concrete often is used also electricity for heating. Useful building surface/ capita -m Varna District Dolni chiflik Source: NSI (National Statistic Institute) The useful building surface is m 2, the population is 19354, so the building surface is (19354 citizens) x (23.02 useful building surface) = m 2. The energy, used for heating of one and two level houses can be estimated with the following calculation: Width of walls 38 cm (Version 1) and 25 cm (Version 2) and we assume that they are separated half by half. The reason for making this rude estimation is the lack of statistic about the construction of buildings and especially for the width of the walls. Therefore we separate the two options of wall width constructions by even, because of the lack of more accurate data. On that base of that estimation is the following calculation of annual energy consumption for heating: Version 1: Annual energy consumption = MWh or Specific annual energy consumption = 173,89 kwh/m 2 Version 2: Annual energy consumption = MWh or Specific annual energy consumption = 195,02 kwh/m 2

4 Using that costs, we receive: Annual energy consumption = 0,5х( m 2 )x(173,89 kwh/m 2 ) + + 0,5х( m 2 )x(195,02 kwh/m 2 ) = kwh = MWh. It can be accepted that the electricity, used for heating, is not more than 15-20%. Main finding and conclusions In the framework of project ENER-SUPPLY were elaborated one energy audit of the municipal building, a map of geothermal potential for the territory of the municipality of Dolni chiflik and a feasibility study including the results from the both above activities. The data collected for energy consumption of the municipal building gave a good perspective of the state of the art also of the other municipal buildings. For more information on the energy saving potential, please refer to ESM table in the annexes. The feasibility study explore the possibility for using a geothermal water near to the settlement of Dolni chiflik (2,25km) with temperature of 42 degrees Celsuim, which can generate heat with power of 414,5 kw. The study is performed on the base that the ESM, recommended by the energy audit, are implemented in the municipal building. As it can be seen above, the main source of CO2 emissions in public sector is the consumption of diesel. The best way the reduce the impact on the environment is to change the fuel type. Most of the buildings can easily perform this measure. On the territory of the Municipality of Dolni chiflik there is a potential for utilization of biomass, solar energy and geothermal energy (the last energy source has not been well explored yet). Most of the buildings in the residential sector are heated by wood. Often the efficiency of the stoves does not exceed 50%. This gives a good base for implementation of EMS such as changing the fuel type and heating system with wood pellets or wood chips. The change will guarantee improvement of heating comfort in the buildings. The same measures can be done for the public sector. Another good opportunity for saving energy resources is the use of solar collector for hot water. No matter the type of fuel used for heating the isolation of the building will always improve the comfort and will decrease the energy consumption. This energy balance does not explore the public lighting in the municipality, since there is not enough data for this sector (there are no separate meters for measuring the consumption), but a measure for improvement is the change of light bulbs with energy saving lamps. In conclusion this balance has some missing parts, but is a base for upgrading and it gives a good overview of the consumption on the territory of Municipality of Dolni chiflik. It is an open document, which represent the energy consumption from 2008 to 2010 and can be used as a base for good energy planning and financial management within energy field. 5.
