1 METROPOLITAN PLANNING ORGANIZATION MEMORANDUM ITEM: 5D DATE: 26 January 2017 TO: Policy Committee FROM: Craig Lyon, AMATS Coordinator SUBJECT: Citizens Advisory Committee Appointments: Assembly Districts 2 & 4 The Citizens Advisory Committee (CAC) consists of 11 members, with 6 of those members being appointed to fill a seat representing each of the Assembly districts within the Municipality of Anchorage. Committee members serve a term of three (3) years beginning on February 15 of the year of appointment and shall expire on February14 the year their term expires. They may be reappointed one time. The other five (5) members of the committee consist of one member each representing the Federation of Community Councils, the Anchorage Chamber of Commerce, the Chugiak-Eagle River Chamber of Commerce, the Municipal Planning and Zoning Commission and Joint Base Elmendorf Richardson (JBER). Eight applicants applied for the two vacant Assembly District seats (Eagle River/Chugiak and Midtown). Completed applications and resumes were considered by a three (3) member review board consisting of the AMATS Coordinator, the AMATS Area Planner with the Alaska Department of Transportation and Public Facilities and an AMATS Planner and the following names are recommended for approval: Name Seat Predecessor Term Expiration Myranda Walso District 2: Eagle River/Chugiak 2017 Jeff Raun District 4: Midtown 2018 Both CAC appointments fill vacant seats. CAC Bylaws state, 2.2 Membership Terms Each membership term shall be for a period of three years, or for the unexpired portion of the predecessor s term. The terms of initial appointments to the committee shall be staggered so that as nearly as possible a pro rata number of members shall be appointed for each year during the regular term of office established for the members of the committee. The regular term of a member of the committee shall, unless otherwise specified, commence on February 15 th the year of appointment and shall expire on February 14 th of the year his/her term expires No member may serve more than two consecutive terms, unless approved by the AMATS Policy Committee. STAFF RECOMMENDATION Staff requests the PC review and recommend approval of the appointment of Myranda Walso and Jeff Raun to the CAC.

Background in politics, finance, business development, healthcare, marketing, entrepreneurship, and customer service honed strong technical talents, business acumen, and poised public speaking. Candidate ~ Friends of Myranda Walso (May 2015-Aug. 2016) o As a candidate, I oversaw all aspects of a political campaign, including day to day operations, the hiring and management of staff, the coordination of fundraising and operations, media relations, fundraising and financial reporting, and constituent relations. Business Process Analyst ~ Anchorage School District (Oct Dec. 2014) o Facilitated the optimization of business unit performance by enhancing alignment between business processes and information technology. Identified processes for improvement, documented existing processes, performed extensive fit gap analysis, designed new processes, developed performance measures, and helped plan and implement transitions across the district.
