BIOGAS IN TRANSPORT BEST PRACTICE FROM BIOGAS2020 Phuong Ninh & Krzysztof Janko NTU ApS Fredrikstad, 25th April 2018

About BioGas2020 BioGas2020 is a partnership project within the EU-program Interreg Öresund-Kattegat-Skagerrak. The goal is to build strong networks throughout the biogas value chain. The project encompasses three countries and three regions taking together a major step forward, despite being in different situations and different stages in developing their biogas industry. The project 34 partners work on expanding biogas production, improving processes and creating infrastructure, and opening a market and stimulating the use in heavy transport.

Work Package 5 Infrastructure and Transport Within the project, NTU ApS is the lead partner of Work Package 5, the aim of which is to stimulate the use of biogas for heavy transport. The activities within this WP include, among others, examining national and international funding opportunities, mobilizing the stakeholder network, setting up a biogas station map, presenting best practices, analysing business models, disseminating knowledge on biogas use through articles.

Work Package 5 Activities 5.1 National and international funding opportunities 5.2 Demand and fleet analysis tool 5.3 Political agenda, tools and instruments 5.4 Overview of gas-driven vehicles available in Denmark 5.5 Best Practice Collection 5.6 Guide to establishing a biogas filling station 5.7 Mapping of available gas filling stations 5.8 Development of sustainable and profitable business models and markets 5.9 Application possibilities for compressed (CBG) and liquefied biogas (LNG) 5.10 Research into derivative effects of gas use 5.11 Gas to maritime transport

Work Package 5 Results The main results include: Documenting the lifecycle benefits and the use of biogas in transportation, available incentives, the political framework and gathering best practices Promoting biogas use in transportation, with over 230 participants from 114 organisations through a number of Roadshows Mapping filling stations in Scandinavia Creating a practical guideline for establishing a biogas filling station For more on main products of the following website:

What is BioGas2020 and NTU s role in it? 35 PARTNERS 3 COUNTRIES NTU APS COORDINATOR OF WP5 - TRANSPORT 11 ACTIVITIES SHOWCASING BIOGAS BENEFITS IN TRANSPORT IDENTIFYING MAIN BARRIERS AND OPPORTUNITIES

Why biogas in heavy transport? COST-EFFECTIVNESS 60-80% REDUCTION OF GHG EMISSIONS LOCAL ECONOMY

What is the report about? 30 CASES PUBLIC PRIVATE FLEET MANAGERS CSR/ ENVIRONMENT SPECIALISTS DECISION-MAKERS

What we wanted to find out? WHY? WHAT? HOW?

Sweden s leading the peloton Biogas market potential Denmark Norway Sweden Natural and biogas stations Natural gas vehicles Source: NGVA Europe, 2017; Biogass Oslofjord, 2018; gasbiler.info, 2018)

Denmark the incentive desert

Denmark the incentive desert Vil være first movers.

A support system to secure a lower, stable and more a more competitive price on biogas fuel is appreciated. We want to be a part of the green change

Sweden signs of stagnation

Who is driving the change? Non-public tasks Private Public Public tasks

Where is the incentive? Instrument Denmark Norway Sweden Fuel tax exemptions Vehicle tax exemptions Other tax exemptions (congestion/parking fee) Vehicle purchase grants RD&D grants Investment grants/loans (production and distribution) Subsidising supply of feedstock Subsidising fuel sales Caveat: This table does NOT represent the current state of legislation in the respective countries. The table presents an overview of financial instruments that have been used by the three countries in the recent years.

A bumpy ride for biogas Environmental and waste regulations Eco-branding Total cost of ownership Lacking infrastructure Drivers Challenges Public procurement Suitability for longrange transport Lack of clear political vision and incentives Lacking awareness

Light at the end of the tunnel Growing awareness Circular economy central to future economies Opportunities Costs should drop over time The infrastructure the same as for natural gas Increasing pressure to move away from diesel and towards more sustainable fuels

What are the takeaways? the change is still mostly driven by the public sector strong commitment from the leadership predictable political environment a way to brand the company appropriate cooperation between private actors and public authorities need to harmonise the legislation across borders
