Distinguished experts, ladies and gentlemen, This next sessin is n muntain systems and their rle in glbal sustainability as it relates t SDG 15 It is a pleasure t mderate this sessin n behalf f the muntain cmmunity. Muntain stakehlders include indigenus peple, species and ecsystems in the wrld s highlands as well as much f humanity in vast muntain dependent lwland areas. Fr this sessin, d keep in mind the tag line fr 2002 Internatinal Year f the Muntains: We Are All Muntain Peple I will start this sessin by briefly reviewing key facts abut muntains in the cntext f SDG 15; then we will have tw presentatins ne frm a representative f a gvernment agency and anther frm civil sciety; and then pen the flr fr discussin f key muntain issues f relevance t meeting targets f SDG 15 and ther SDGS, as well as ther Multi-lateral Envirnmental Agreement. Muntains cver abut 22% f the earth s land including a quarter f the wrld s frests. They are a surce f fresh water; energy; bidiversity; a range plant, animal and mineral prducts; and ther gds and services vital t much f the wrld s ppulatin as well as natinal ecnmies. Their ecsystems are highly vulnerable t climate change and natural disasters. Degradatin f steep slpes is increasing the impacts f flds and landslides, with severe cnsequences fr farmers, agrpastralists, and dwnstream ppulatins and ecsystems. Muntain species, frm charismatic Pandas, Vicuñas and Snw lepards, t pllinatrs like bees and bats face a range f threats, including frm invasive species and pathgens. The majrity f muntain peple in develping cuntries live belw the pverty line with ver 300 millin highlanders vulnerable t fd insecurity. Out-migratin is devastating high altitude cmmunities althugh ptentially creating cnservatin pprtunities while in-flw f climate refuges at lwer elevatins is stressing natural systems. Muntain cmmunities are strehuse fr traditinal knwledge fr dealing with tugh envirnmental circumstances but much f this experience is being lst. Aggravating these threats, muntain areas are ften frgtten n the fringes f natinal and internatinal pririties, plicies and investment. But, there is sme gd news: Prtected Area cverage f key bidiversity areas in muntains has increased frm 18% t 20% frm 2000 t 2016 but is uneven. Fr instance, cvering nly 3.5% f sites in Western Asia. In any case, relying slely n 1

2 prtected areas t secure muntain ecsystem services is likely inadequate. Hlistic landscape and watershed level appraches are required alng with Other Ecsystem Cnservatin Mechanisms, PES schemes, priritizatin f muntains in EbA, muntain inclusin in ther SDGs (e.g., SDG 6), etc. Frtunately, at lcal levels, examples are ppping up arund the wrld demnstrating that a range f high-value muntain prducts and services including medicinal plants, animal fibers and ecturism shw prspects fr building prsperity in remte cmmunities in ways that als incentivize ecsystem prtectin (sme Nepali farmers earning $30k a year). At natinal levels, cuntries are establishing multi-stakehlder muntain cmmittees t prmte cnservatin f natural resurces and scial and ecnmic inclusin in muntains. And thrugh the internatinal cmmunity where the key cnvener is the UN s Muntain Partnership. This was funded in 2002, and has a secretariat hsted by FAO, and a membership (320 entities) including 59 gvernments; 14 internatinal rganizatins; five subnatinal authrities; and 222 NGOs, civil sciety rganizatins and private sectr cmpanies. Its effrts t advance the muntain agenda have included: Influencing the 2030 Agenda t explicitly recgnize the vulnerability f muntains in three targets under SDGS fr water and life n land, with target 15.4 dedicated t muntain ecsystems. 6.6 By 2020, prtect and restre water-related ecsystems, including muntains, frests, wetlands, rivers, aquifers and lakes 15.1 By 2020, ensure the cnservatin, restratin and sustainable use f terrestrial and inland freshwater ecsystems and their services, in particular frests, wetlands, muntains and drylands, in line with bligatins under internatinal agreements 15.4 By 2030, ensure the cnservatin f muntain ecsystems, including their bidiversity, in rder t enhance their capacity t prvide benefits that are essential fr sustainable develpment Advcating fr muntain at numerus reginal and glbal fra under varius multi-lateral envirnmental agreements. Encuraging Members States and NGOs (e.g., IUCN!) t cllect disaggregated scientific data n muntain areas, and t integrate the Green Cver Index, develped by the Muntain Partnership Secretariat, in the SDG indicatr framewrk. It already has established a baseline f 76% f wrld s muntains cvered by green vegetatin At the 5th glbal meeting f the Muntain Partnership last December, its members endrsed a Framewrk fr Actin cmmitting t integrate strategies fr sustainable muntain develpment and ecsystem cnservatin in plicies and prgrammes by 2030; and t advcate fr muntain inclusin in the: Annual prgress reprt n the SDGs by the Secretary General, Glbal Sustainable Develpment reprt (every 4 years), and Vluntary Natinal Reviews 2
