128 RES. #23/13 Re-evaluation of "Issues Designation" for Orangeville Wells CTC staff has undertaken a re-evaluation of the Issue designation at the Town of Orangeville s municipal wells which is included in the Assessment Report: Credit Valley Source Protection Area (CVSPA) which was approved by the Ministry of the Environment in January This new analysis is intended to bring more consistency to Issue identification within the CTC by using the same approach which was used for the re-evaluation of Issues at the Region of Halton's wells and by including the most recent monitoring data collected since the completion of the original Assessment Report as part of the historical dataset. With CTC Source Protection Committee (SPC) approval this work will be included as part of the update to the CVSPA Assessment Report to be submitted for approval to the Ministry of the Environment later in Moved by: Seconded by: Michael Garrett Doug Brown THAT the CTC Source Protection Committee (SPC) accepts the recommendations of the staff as follows; THAT the Sodium and Chloride Issue Designation for the Orangeville Wells 2A and 5/5A be removed; THAT the Sodium Designation be removed but the Chloride Issue Designation be retained for the Orangeville Wells 10 and 11; THAT the Issue Designation remain unchanged at Orangeville Wells 6, 7, 8B, 8C, 9A, 9B and 12; AND FURTHER THAT staff be directed to ensure that the necessary changes reflecting the foregoing are made to the text as part of the new Proposed Updated Assessment Report and take the actions necessary to the update for approval to the Ministry of the Environment later in CARRIED BACKGROUND The Issues analyses for various municipalities within the Credit Valley Source Protection Areas (CVSPA) were undertaken by different consultants, each utilizing a methodology which in part, involved professional interpretation of the content of the Clean Water Act, 2006 (CWA), and of the MOE s Technical Rules (2009). At the CTC SPC Meeting #2/13 held on June 4, 2013 the SPC approved by RES #16/13 the technical findings of a new Issues determination study undertaken for municipal water systems of the Regional Municipality of Halton (CTC, 2013). This work resulted in the revision of some Issues previously identified at several of the Region s well and the reduction in the extent of one the Issue Contributing Areas. 241

129 The Technical Rules (Part XI.1, Rules ) allow for the identification of an Issue where there is an existing water quality problem associated with a drinking water source, or evidence of a trend that suggests a deterioration of water quality in the future. The Technical Rules further state that Issues must result from the deterioration of the quality of water for use as drinking water, and must be amply documented. If the contamination is from naturally occurring sources then it is not an Issue under the Technical Rules. The Technical Rules are not explicit on the mechanisms or guidelines used to define an Issue, and leave a fair amount to professional interpretation and to the local Source Protection Committee s determination. In the interest of standardizing the methodology used within the CTC, the staff has undertaken a re-evaluation of the Issues previously identified for Orangeville s municipal wells, using the most recently available water quality data and applying the same assumptions / criteria utilized for the new study at the Halton Region s wells. Staff are seeking the approval of the SPC to revise the Issue designation to reflect this re-analysis as part of the update currently underway of the Approved Assessment Report: CVSPA. The report "Issue Determination Town of Orangeville Wells" prepared by Don Ford (TRCA) and Kerry Mulchansingh (CVC) dated September 11, 2013 is being provided to CTC SPC members under separate cover. The above report and findings have been provided to Doug Jones, Director of Public Works, Town of Orangeville, along with a draft copy of this report to the CTC SPC. On September 19, CTC staff discussed the findings and proposed actions and received Doug Jones' concurrence for the recommendations contained in this report. Summary of the Re-analysis It is widely accepted that statistical analysis of the properties of historic water quality data is a powerful tool in the assessment of trends and the prediction of how such trends might extend into the future, and also considering the changes in land use from past to current to planned. It is also understood that future projection of trends based on past data can be impacted by many factors and as such, has limitations. The CTC SPC has previously determined that an Issue is deemed to exist if in the future the level of contamination may exceed the Ontario Drinking Water Standard (ODWS). The time frame used to determine if a trend may result in exceeding the ODWS is generally long in order to provide sufficient time to take corrective actions in advance.. Remediation of groundwater contamination can be a lengthy process and the system may take several years or decades to respond depending upon travel time for contaminants from the surface into the aquifer and then to the well. The original identification of Issues at the Orangeville wells in the approved Assessment Report: Credit Valley Source Protection Area (CVSPA) was carried out by R. J. Burnside and Associates under contract to the Town of Orangeville. That assessment was based on review of the historical monitoring raw water for sodium, chloride and nitrate concentrations at each of the town s municipal wells, and analysis of trends projected 50 years into the future. The analysis used all the data available at the time for each well. The longest period of record was from , but some wells had been put into service more recently than 1984 so a shorter period of data was available. Microsoft Office Excel software was originally used to perform the analyses and to carry out linear regression analyses on the data. The current re-analysis by TRCA and CVC staff was completed to develop a better 242

130 understanding of the statistical properties of all the data available using all the previous and most recent data (up to the end of 2012), by applying a more advanced statistical package (XLSTAT ). This study also undertook a review of the historic land uses around municipal wells, to see whether correlations could be made between activities on the landscape and trends in the data. Future land use plans for the Town of Orangeville were also reviewed in an attempt to understand whether potential changes on the landscape may impact water quality in the future. Further, staff recommended assigning a fixed time period to project when the Ontario Drinking Water Standards (ODWS) might be exceeded and/or also consideration of when and how frequently the half concentration of the ODWS was reached or exceeded in determining if an Issue exists. A 30-year future projection limit was proposed by CVC staff, since this is generally the planning horizon under the Growth Management Plan for the Greater Golden Horseshoe which applies to most municipalities in the CVSPA. This same time period and approach was used in the re-analysis of the Issue determination at Halton Region's wells in the CTC. The data were assessed against prescribed concentration limits (ODWS) set for each parameter. The ODWS for nitrate of 10 milligrams per litre (mg/l) is based on acute human health concerns. The ODWS for sodium of 200 mg/l and chloride of 250 mg/l are based on aesthetic objectives. There is also a mandatory requirement for municipal water providers to notify the local Medical Officer of Health when sodium levels exceed 20 mg/l. The Medical Officer of Health is expected to provide information on elevated sodium levels in drinking water to local physicians to assist in their treatment of patients where sodium intake is a concern (e.g. management of high blood pressure). This sodium notification level was not used as a benchmark in the identification of an Issue in the original analysis nor in the re-analysis. 243

131 Based on the re-assessment of the groundwater chemistry data for Orangeville, CVC and TRCA technical staff concluded that some of the previously identified Issues should be reconsidered, while others should be retained, as outlined in the table below. 134 threats for a number of wells serving York Region, Durham Region and the Town of Bradford West Gwillimbury is substantially completed. This study includes the municipal wells for Whitchurch-Stouffville, and the Uxville system in Durham Region within CTC. Independent peer reviewers (Chris Neville, Kevin MacKenzie, Igor Iskra and Rick Gerber) and Ministry of Natural Resources (MNR) staff have been reviewing the work as it is completed. Don Goodyear, P.Geo., Risk Management Official for York Region has been invited to make a presentation to the CTC Source Protection Committee describing the preliminary analysis and findings from this study. Summary of the Work The Technical Rules (2009) require that a Tier 3 Water Budget Assessment be undertaken for the Whitchurch-Stouffville area and the Uxville industrial park, since the municipal water supplies are drawn from within subwatersheds identified in the Toronto and Region Conservation Authority (TRCA s) Tier 2 Water Budget Report as having moderate groundwater quantity stress. Municipal drinking water supplies for Whitchurch-Stouffville are, in part, drawn from within the Little Rouge River, Stouffville, and Reesor Creek subwatersheds of the Toronto Region Source Protection Area (TRSPA), and are located in the vicinity of Whitchurch-Stouffville. Recently, supplementation by surface water from Lake Ontario has been provided to this community via a pipeline from the City of Toronto. The Uxville groundwater supply system is located in the Stouffville and Reesor Creeks subwatershed, and serves an industrial subdivision. Although not a municipal residential supply, this system was included in the TRSPA Terms of Reference based upon a resolution passed by Durham Region. The Tier 3 Water Budget Study for York Region and Uxville began in 2010, and is being completed under the direction of a Steering Committee with membership from the CTC and South Georgian Bay Lake Simcoe Source Protection Regions (SPRs), the MNR and the Regional Municipalities of York and Durham. Collaboration between the CTC and South Georgian Bay SPRs was required because the local area for the Stouffville and Uxville wells overlapped the local area for the northern York Region water supplies within stressed Lake Simcoe subwatersheds. Funding for the study was provided by the province to York Region, Lake Simcoe Region Conservation Authority (LSRCA) and TRCA as the lead within the CTC Source Protection Region. The Region of York was responsible for hiring and managing the consultants, providing information on the municipal wells, current and future municipal water demands and proposed development per the current municipal official plans. CTC and LSRCA provided technical review and helped manage the external peer review. MNR and the Ministry of the Environment (MOE) staff provided technical direction on work required to meet the Technical Rules and approved budget requests. Overview Purpose and Requirements of Tier 3 Water Budgets The overall objective of the Tier 3 Water Budget Assessment is to determine whether a municipality is able to meet its planned water quantity requirements, considering increased municipal water demand, future land development, drought conditions, and other water uses. The Tier 3 Water Budget Assessment is required to: 247

135 Estimate the likelihood that a municipal drinking water source is able to sustain its allocated (existing plus committed or planned) pumping rates, while maintaining the requirements of other water uses (e.g., ecological requirements and other water takings), and Identify water quantity threats on the drinking water sources that may influence the municipality s ability to meet their allocated pumping rates. A drinking water quantity threat is defined (Technical Rules (2009) as any consumptive water demand or any activity that reduces recharge to an aquifer. These include detailed characterization of municipal and non-municipal demands, available drawdown, consumptive uses as well as changes in land use. The two major components of the Tier 3 Water Budget Assessment are: The Tier 3 Water Budget Model - Developed using numerical groundwater and surface water models, which are used to evaluate localized hydrologic or hydrogeologic conditions at a water supply well or surface water intake. The Tier 3 Water Budget represents improvements to the Tier 2 Water Budget, in terms of the model simulation and representation of groundwater movement between and across subwatershed boundaries. This is made possible by refinements in the geological conceptualization and subsurface characterization of the Study Area, particularly in the vicinity of municipal wellheads and surface water intakes. The refinements in the conceptual model are then incorporated into the Tier 3 numerical models. The Local Area Risk Assessment - The evaluation of a series of risk scenarios within the Local Areas. Local Areas are the vulnerable areas that are delineated to protect the quantity of water required by a municipality to meet their current or future water needs. The Tier 3 Water Budget Model was used to delineate the Local Area for municipal groundwater wells in the Study Area. Once the Tier 3 models have been calibrated and validated, and the Local Areas delineated, the Local Areas Risk Assessment is undertaken within them. The Local Area Risk Assessment involves evaluation of risk scenarios within the Local Areas. A series of risk scenarios were derived to represent existing and allocated pumping rates; and current and planned land uses. The scenarios were used to simulate the response of groundwater and surface water fluxes and levels, to variations in pump rates (demand) and in land use; and in so doing, allow for an assessment of the future sustainability of the municipal water source. The risk assessment scenarios also consider the water demands of other uses, particularly those that must be maintained by provincial or federal law such as wastewater assimilation flows and the ecological flow requirements of coldwater fish habitats and wetlands. The risk scenarios used the calibrated surface water and groundwater flow models to estimate changes in water levels in the municipal supply aquifer, and to estimate the impacts to groundwater discharge and baseflow under average and drought climate conditions. The drinking water threats within the Local Area are classified as low, moderate or significant depending on the risk level assigned to the Local Area. If the risk level is significant, then all consumptive water uses and reductions in recharge are classified as significant drinking water threats. Part IX.1 to Part IX.4 of the Technical Rules (2009) and MOE and MNR Bulletin (MOE 248

136 and MNR, 2010) set the requirements and deliverables for the Local Area Assessment and Risk Level. Where the risk scenarios identify the potential that a well will not be able to supply their allocated rates, the Local Area is assigned a moderate or significant water quantity risk level. Once the risk level is assigned to the Local Area, activities within the Local Area, that reduce recharge to the aquifer, or that remove water from an aquifer without returning it to the same aquifer (consumptive) are identified as drinking water threats. Tier 3 Methodology The major steps completed for Tier 3 Water Budget and Local Area Risk Assessments, were: Develop and calibrate Tier 3 Water Budget Model Numerical surface water and groundwater models created to simulate the movement of surface water and groundwater in the Study Area. Characterization of Municipal Wells and Intakes - detailed characterization of wells and intakes, specifically identifying the low water operating constraints of those wells and intakes. Estimation of Allocated Quantity of Water assessment of existing, committed, plus planned demand (pumping rates) for municipal wells. Characterization of Other Water Uses identification of other uses that might be influenced by municipal pumping and identify water quantity constraints according to those other uses. Characterization of Future Land Use - this typically involves a comparison of Official Plans with current land use and incorporates assumptions relating to additional imperviousness from future developments. Characterization of Drinking Water Quantity Threats consumptive demand, land use change. Delineation of Water Quantity Vulnerable Areas (WHPA-Q1 and WHPA-Q2), and the Local Area these areas are delineated using the Tier 3 Water Budget Model. Evaluation of the Risk Scenarios within the Local Area - assessed in terms of the municipalities ability to pump water at each well along with the impact to other water uses. Assignment of Risk Level - a risk ranking (low, moderate, and significant) is assigned to each of the vulnerable areas based on the results of the scenarios. Identification of Drinking Water Quantity Threats and Areas Where They Are Significant and Moderate. Tier 3 Water Budget Assessment for Whitchurch-Stouffville and Uxville in CTC SPR A Local Area was delineated within the Study Area based on assessing the potential interactions amongst clusters of wells within the stressed subwatersheds, and drinking water threats were assessed within the local area (see Attachment 1). Based upon the preliminary modeling results of the Risk Assessment Scenarios, a Significant risk level would be assigned to the Local Area. 1. Stouffville The model predicts that the available drawdown would be exceeded for well 5 in a simulated 10 year drought (Scenarios D and H). 2. Queensville (outside of CTC) - The model predicts that the available drawdown 249

137 would be exceeded for wells 3 and 4 in a simulated 10 year drought (Scenarios D and H). 3. Yonge Street Corridor (within and outside of CTC) The model predicts cumulative baseflow is reduced by more than 20% to a number of warm and some cold water reaches under average climate and planned pumping rates (Scenario G); York Region s water servicing strategy relies upon both surface water and groundwater to meet water demand. Given the redundancy in York Region s water supply systems and ability to supplement with Lake Ontario water, optimizing water demand will likely mitigate the impact predicted in the preliminary assessment. The water taking limits in York Region are system based as opposed to permit limits for individual wells, enabling operators to adjust taking from one well to another. This fact, along with the presence of lake based supplies that can be called upon in times of drought to further supplement groundwater supplies, presents considerable flexibility to adjust future water taking that was not considered in the preliminary modeling efforts. York Region intends to evaluate operational strategies to mitigate the predicted impacts and re-assess the drought scenarios prior to finalizing the Water Quantity Risk Assessment for peer review. 250

139 RATIONALE At the CTC SPC Meeting #1/13 held on February 12, 2013, the SPC authorized the Water Budget Working Group (WG) by RES #6/13 to reconvene to review and make recommendations to the CTC SPC regarding the Tier 3 Water Budgets for Halton and York respectively. Since the technical work was not completed as scheduled and since the next meeting of the CTC SPC is not scheduled until January 14, 2014, it is recommended that the Water Budget Working Group (WG) be authorized to consider the recommendations of staff regarding acceptance of the technical findings and the policies required; and subsequently to direct staff to take the necessary actions. Such actions would include updating the TRSPA Assessment Report and to engage in pre-consult on the draft policies with the affected implementing bodies and any newly impacted public. Approval will be sought from the CTC SPC at Meeting #1/14 to be held January 14, 2014 prior to any formal submission to the MOE for approval. This approach will ensure the timely completion of the steps required to seek the necessary approval from the MOE on the update to the TRSPA Assessment Report and to provide the CTC SPC with the information required for their consideration in any amendments to the Proposed Source Protection Plans. NEXT STEPS Staff will undertake a review of the York Tier 3 Water Budget and the findings of the peer review to make recommendations to the Water Budget Working Group (WG) on acceptance of the technical findings. Staff will also make recommendations on which policies should apply to the vulnerable areas in York Region and additional policies that should be proposed to address significant drinking water quantity threats unique to York Region, if Significant Water Quantity Threats are confirmed. The Water Budget Working Group (WG) will convene to receive a presentation on the technical work from the Region of York staff (and consultants, if required). The external peer reviewers and CTC staff will attend the meeting and make recommendations for the approval of the Working Group on: the changes to be made to update the TRSPA Assessment Report; the results of their policy review and any new draft policies; the proposed pre-consultation. The Working Group will report back to the CTC SPC at Meeting #1/14 to be held on January 14, 2014 to seek approval for any further actions required to ensure the approval of the Proposed Updated Assessment Report: TRSPA. Staff will report back on recommendations for water quantity policies to apply in vulnerable areas in York Region and any comments received from pre-consultation for the CTC SPC to consider as part of their review and any amendment to the Proposed Source Protection Plans. Comments are due October 30, 2013 and a public open house will be held on October 19, 2013 in Georgetown. Also at this meeting, the CTC SPC approved revisions to some of the Issues determination and revision to one of the Issue Contributing Areas at the Region of Halton's wells serving Acton and Georgetown by RES.#13/13. This report provides information on the current status of work being undertaken by staff which is necessary to update the Assessment Report: Credit Valley Source Protection Area (CVSPA) and the consultation with municipalities, implementing bodies and persons whose properties have not been previously located within any significant threat area. 278

144 Current Status Letters have been sent to clerks of the affected municipalities (Region of Halton, Town of Halton Hills, County of Wellington, and Town of Erin) to meet the regulatory notice requirements and requesting any comments be received on or before October 30, 2013 (see Items ). The information sent dealt with both the new technical work from the Tier 3 Water Budget study and the revisions to the Issue determination, as well as the draft water quantity policies. The Niagara Escarpment Commission and the Ministry of Natural Resources have been sent notices as implementing bodies for some of the draft water quantity policies. They have not been sent the revised Issue determination information as this is not relevant to them (see Items ). Comment deadline is October 30, A letter is being mailed to each property (approximately 3100 properties) in the Significant Water Quantity Threat Area who have not previously received any notifications based on being in a vulnerable area for water quality threats, requesting comments by October 30, (see Attachment 1). Included with the letter is a brochure describing water quantity threats and a copy of the draft water quantity policies (see Attachments 2 and 3). In addition, persons whose properties (approximately 1400 properties) which no longer fall within any vulnerable area are being sent a post card advising them of this change (see Attachment 4). Although not required under the legislation, a public open house is being held on Saturday October 19, 2013 from 8 AM to 12 noon at the Downtown Georgetown Farmers' Market to provide the interested public with an opportunity to get information. Given the number of changes to the mapping and policies which are proposed in vulnerable areas around Georgetown and Acton and extending into the Town of Erin, we are trying to ensure persons who have questions have a chance to meet with staff and ask questions in person. CTC staff consulted with municipal staff during the preparation of these notices to help them in briefing their Councils. CVC technical staff are currently completing the preparation of maps and text and updating the desk-top threats enumeration based on the revised vulnerable areas. A summary of the relevant technical findings and maps are being posted on the website to aid those who wish more information during the consultation phase. Staff are also making editorial changes to the relevant sections of the Assessment Report (AR) to address comments from the Ministry of the Environment (MOE) made on the Approved Assessment Report to be dealt with at the next update to AR. Staff will be submitting a revised Proposed Update to the Approved Assessment Report: CVSPA which captures the changes previously submitted in October 2012 as well as all the current revisions so that a single Updated Assessment Report will be approved which should help to reduce confusion in the future. See related the "Next Steps" in Agenda Item 6.1 for a list of the current revisions to be included in this update. NEXT STEPS Comments received on the technical work will be considered by CVC technical staff in finalizing the update to the Assessment Report: CVSPA. Staff will advise the CTC SPC of any concerns or matters raised and how these were dealt with in finalizing the update. If there are any major concerns or comments raised, staff will seek direction from the SPC before submitting the update for approval. Comments on the draft water quantity policies will be tracked by planning staff who will include the comments and any recommended revisions. 163 RES. #27/13 Update on Activities to Support Municipal Implementation Readiness An update to the CTC SPC on the CTC staff activities ongoing to support municipal implementation readiness. Moved by: Seconded by: Michael Garrett Heather Laidlaw THAT CTC Source Protection Committee receives this report for information CARRIED BACKGROUND CTC Municipal Implementation Preparedness Strategy and Activity Status The CTC SPR continues to keep in contact with, and update the affected municipalities on implementation support that is being offered throughout the CTC SPR. The CTC SPR began its Municipal Implementation Preparedness discussions with its municipalities in January of 2013 with one-on-one meetings and discussions with key municipal staff to begin to assess their level of readiness and need for support from the CTC. Chair Self has written to the clerk of the Council of each CTC municipality who will have implementation responsibilities. The update provides municipal-specific information on our programs and projects to support implementation, as well as the status of any technical work underway. The update was tailored to each municipality and addressed local issues and initiatives (see Items ). Drafts of the update letters were shared with key municipal staff and discussions were held concerning the content and aligning the timing of these updates with municipal staff reports to their respective Councils. In order to be able to assess in more detail the preparedness of CTC s implementing municipalities, Chair Self has also requested that municipal staff fill in a municipal preparedness questionnaire, which will allow staff to both quantify the readiness level at all municipalities as well as target further implementation activities (see Attachment 1). CTC staff consulted with our MOE Liaison Officer in preparing this survey to ensure that the information which the Ministry will need has been requested. This will allow the CTC to report back to the MOE any potential issues in implementation readiness prior to plan approval. At the date of this report CTC staff had received completed surveys from York and Peel Region (including Caledon) and the Town of Erin. 298

164 Implementation Preparedness by Municipality City of Toronto The City of Toronto will not be required to implement any policies as the regulator. However, they will have to comply with policies where they are engaged in significant threat activities, e.g. sewage treatment plant discharging to Lake Ontario. York Region York Region is well on its way to achieving implementation readiness. A Risk Management Officer (RMO) was appointed by Council in 2012 and the first RMO report was received in May 2013 and forwarded to the Ministry of the Environment (MOE). Business processes have been developed and the Regional Official Plan is being amended to proactively address source protection plan policies utilizing vulnerable area mapping. CTC staff has been participating in York Region s implementation activities through the Region s Local Municipal Implementation Working Group. The region has completed threats verification in their vulnerable areas. At this time the Region has sent CTC staff a completed survey and has not requested any further assistance from CTC staff. Peel Region Peel Region is well on its way to achieving implementation readiness. An RMO was appointed by Council in 2012 and the first RMO report was received in May 2013 and forwarded to the MOE. Business processes have been developed. Peel Region will be managing implementation activities on behalf of their lower tier municipalities. CTC staff has met recently with Peel RMO and staff. The region has completed threats verification in their vulnerable areas. At this time the Region has sent CTC staff a completed survey and they have indicated that they may request CTC staff to host a municipal training workshop with their staff later this fall. Durham Region Durham Region is making progress towards source protection implementation readiness. An RMO was appointed by Council in CTC staff has met recently with Durham RMO and staff. The region has threats verification in their vulnerable areas underway. They have indicated that they want CTC staff to host a municipal training workshop with their staff later this fall. Halton Region, County of Wellington/Town of Erin, County of Dufferin/Towns of Orangeville and Mono and Townships of Amaranth and East Garafraxa To date most of the CTC support activities have been directed to the lower tier municipalities who are responsible for water and the Region of Halton. None of these municipalities has yet appointed an RMO. Halton is currently recruiting for a RMO, and formal Council appointment of the RMO is not being sought until the Source Protection Plans are approved. County of Wellington is coordinating the hiring and sharing of an RMO amongst its affected lower tier municipalities. Staff hiring will be late fall It is not yet clear if the Risk Management Inspector (RMI) will be hired at the Town of Erin. At this time CTC staff have received a completed survey from the Town of Erin and they have indicated that they want CTC staff to host a municipal training workshop with their staff later this fall. 299

165 Dufferin County lower tier municipalities have not yet determined how the RMO office and services will be established. One possibility being considered by the Town of Mono is to delegate the responsibilities to the Nottawasaga Conservation Authority. Dufferin County is not participating in facilitating a shared solution as the County of Wellington. CTC staff has met with lower tier municipal staff to discuss options and to encourage them to proceed as quickly as possible. Support activities from the CTC to these municipalities to date has been the provision of the mapping tools on our website; hands-on training on using the tools; provision of guidance material developed through Conservation Ontario and undertaking the preliminary threats verification as described below. Work has begun to develop training workshops to be delivered later this year. Threat verification in Wellington, Dufferin and Halton A tiered approach is being used to confirm and document numbers and types of significant drinking water threats. The first step was a desktop review of the most current available information. This was followed up with a refinement of area and targeted requests for information by mail (e.g. fuel suppliers, questionnaires to landowners) to further improve accuracy of information. Municipal staffs have been involved at all stages in the process. They have been involved in reviewing and approving all communication materials and surveys. It is anticipated that the surveys will arrive on or about September 27, 2013 (approximately 9000 property or business owners), with follow up on these surveys with phone calls occurring through the fall. CTC staff will continue to work closely with our municipal partners. The final stage is limited site visits where required (agricultural, commercial or industrial properties, not single family residences). NEXT STEPS Later in 2013, CTC Source Protection Region staff will begin offering workshops to municipal staff to support the development of business processes and roles for the implementation of the plan. The CTC SPR strategy will be to deliver these workshops on a customized basis to each municipality by designing the workshops to address local challenges to implementation based on the target audience. There is a tremendous variation in the municipal responsibilities to implement policies; the financial and staff expertise capacity; and the number and variety of significant threat policies to be implemented within each municipality. Workshops will be held at a municipality once an RMO decision has been made and the staff hired.
