18 MESSAGE TO DECISION MAKERS 1) Cold water corals are valuable and should be protected 2) Use of temporary closures has little support due to economic consequence to fishers - Closures would require awareness rising - Dilemma since the precautionary principle is a mechanism to justify policies that could prevent irreversible changes/losses 3) Including public perceptions may give higher legitimacy of policies
