1 Issue Date: December 6, 2018 File: To: From: Client: Project Name Dan Bings, Ministry of Environment and Climate Strategy, Operations Manager Fawn Ross, R.P.Bio Anmore Estates Ltd./LMS3080 Anmore Green Estates Hydrogeological Investigation Project No TECHNICAL MEMORANDUM 1 INTRODUCTION Subject: Results of September 2017 Soil Testing Anmore Green Estates (AGE) is a 51-home community in Anmore, BC (Figure 1). AGE has a private community wastewater treatment system that consists of a treatment plant and two septic disposal fields. The wastewater system is authorized under Ministry of Environment Permit PE Portions of AGE s property boundary form the jurisdictional boundary between the Village of Anmore (Anmore) and the City of Port Moody (Port Moody). After the construction of the AGE community, the properties directly downslope of the AGE septic fields were developed into two schools and a recreation area. The development of these lands resulted in significant cuts in the slope directly below the septic fields. Since then, there have been reports of septic effluent daylighting on school grounds during the wet season. 2 Daylighting effluent is directed into stormwater swales and catch basins that were installed below the septic fields during construction of the schools. The outfalls for those pipe networks are into two nearby creeks (Turners Creek West and Wilkes Creek). There is a Minister s Order dated August 16, 2018 that requires the Village of Anmore to take action to connect AGE s septic to a nearby municipal sewer line owned by Port Moody. However, this permission to connect has not yet been granted as it is not supported by Anmore Council. 3 In the meantime, ENV has requested that AGE design and implement a nutrient testing program to characterize the impacts of sewage breakouts from the disposal fields. The purpose of this memo is to summarize the results of the first sampling event (November 22, 2018), which included water sampling from seven locations. 2 METHODS On November 22, 2018 Associated visited the site and collected water samples from areas south and west of the wastewater treatment system (See Photographs 1-3). Sampling included water testing for key nutrient and septic parameters. As per the direction of the Order, samples were collected following provincial guidelines from areas where the majority of effluent is believed to be directed, and in any areas where ponding was observed. A total of seven samples (Figure 2) were collected and shipped to CARO Analytical Services (CARO) (an accredited laboratory) for analysis of ammonia-n, nitrate-n, nitrite-n, total Kjeldahl nitrogen, organic nitrogen, total nitrogen, total phosphorus, total dissolved phosphorus, orthophosphate, chloride, and E. coli. 3 RESULTS A summary of the sample locations and water quality results are presented in Table 1, and Figure 1 (attached) shows the sample locations. Results will be compared with the results from future sampling events once that data is available.
