Descrpton of Work Subject to the Jursdcton ofthe US Army Corps ofengneers: To relocate 151 lnear feet of stream channel approxmately 50 feet east and fll n the exstng channel after relocaton s complete. The new channel wll be constructed wth log wers to slow water velocty and create rffle and pool complexes to promote habtat creaton. The new channel bottom wll be four feet wde and the banks wll be graded at to 2:1 slope. Two log wer structures wll be nstalled n the channel to provde grade control and reduce stream velocty. Each wer wll have a v-notch cut n the center to pass low flows. The channel bottom wll be protected wth rp rap on the upstream nflow and the downstream outflow openngs n the wer. The new channel banks wll be protected wth eroson control blankets and lve stakes of black wllow and slky dogwood along the entre length ofthe new channel banks. The new channel wll be excavated at the locaton that wll cause the least mpact to exstng trees. Storm water runoff wll dscharge through a new culvert nto an off-stream pool before enterng the orgnal channel do wnstream.

2 A vodance and Mnmzaton: The proposed project conssts ofa relocatng 151 lnear feet of stream 50 feet east to mnmze eroson. The applcant wll use ncorporate boengneerng practces and work from uplands when feasble, mnmzng mpacts to aquatc features. A vodance wll be maxmzed to the greatest extent feasble to allow constructon. Compensatory Mtgaton: The applcant proposes to mpact 151 lnear feet of perennal stream by relocatng the stream 50 feet to the east. Ths wll reduce the length of the stream from 151 lnear feet long to be 100 lnear feet long. The applcant wll be requred to provde mtgaton for mpacts to 51 lnear feet ofstream. The applcant proposes to purchase 243 stream mtgaton credts from Lttle Sandy Creek Stream Mtgaton Bank. The applcant's proposed work may also requre local governmental approval. Endangered Speces: Pursuant to Secton 7(c) ofthe Endangered Speces Act of 1973, as amended (16 U.S.C et seq.), we request nformaton from the US Department ofthe nteror, Fsh and Wldlfe Servce, the US Department ofcommerce, the Natonal Oceanc and Atmospherc Admnstraton, and the Natonal Marne Fsheres Servce; or, any other nterested party, on whether any speces lsted or proposed for lstng may be present n the area. Publc nterest Revew: The decson whether to ssue a permt wll be based on an evaluaton of the probable mpact ncludng cumulatve mpacts ofthe proposed actvty on the publc nterest. That decson wll reflect the natonal concern for both protecton and utlzaton of mportant resources. The beneft, whch reasonably may be expected to accrue from the proposal, must be balanced aganst ts reasonably foreseeable detrments. All factors, whch may be relevant to the proposal wll be consdered ncludng the cumulatve effects thereof; among those are conservaton, economcs, aesthetcs, general envronmental concerns, wetlands, hstorc propertes, fsh and wldlfe values, flood hazards, flood plan values, land use, navgaton, shorelne eroson and accreton, recreaton, water supply and conservaton, water qualty, energy needs, safety, food and fber producton, mneral needs, consderatons ofproperty ownershp and n general, the needs and welfare ofthe people. Consderaton of Publc Comments: The US Army Corps ofengneers s solctng comments from the publc; federal, state, and local agences and offcals; Natve Amercan Trbes; and other nterested partes n order to consder and evaluate the mpacts ofths proposed actvty. Any comments receved wll be consdered by the US Army Corps ofengneers to determne whether to ssue, modfy, condton or deny a permt for ths proposal. To make ths decson, comments are used to assess mpacts on endangered speces, hstorc propertes, water qualty, general envronmental effects, and the other publc nterest factors lsted above. Comments are used n the preparaton ofan Envronmental Assessment andor an Envronmental mpact Statement pursuant to the Natonal Envronmental Polcy Act. Comments are also used to determne the need for a publc hearng and to determne the overall publc nterest ofthe proposed actvty. Applcaton ofsecton 404(b)(l) Gudelnes: The proposed actvty nvolves the dscharge of dredged or fll materal nto the waters ofthe Unted States. The Savannah Dstrct's evaluaton ofthe mpact ofthe actvty on the publc nterest wll nclude applcaton ofthe gudelnes promulgated by the Admnstrator, Envronmental Protecton Agency, under the authorty of Secton 404(b) ofthe Clean Water Act. Publc Hearng: Any person may request, n wrtng, wthn the comment perod specfed n ths notce, that a publc hearng be held to consder ths applcaton for a Department ofthe Army Permt. Requests for publc hearngs shall state, wth partcularty, the reasons for requestng a publc hearng. The decson whether to hold a publc hearng s at the dscreton of the Dstrct Engneer, or hs desgnated appontee, based on the need for addtonal substantal nformaton necessary n evaluatng the proposed project. 3
