2 City of Ferndale CITY COUNCIL STAFF REPORT MEETING DATE: September 6, 2011 AGENDA BILL # SUBJECT: Water Treatment Plant Water Softening Project Project WA# DATE: April 14, 2014 FROM: Janice Marlega, Public Works Director PRESENTATION BY: Janice Marlega, Public Works Director RECOMMENDATIONS: That City Council award the construction bid, including Alternative Bid Item B1, for the Water Treatment Plant Water Softening Project to Tiger Construction, Ltd. in the amount of $1,889, with a contingency allowance of $188,927.12, for a total amount of $2,078, BACKGROUND: Council gave staff approval to advertise for construction bids for the Water Treatment Plant Water Softening Project after the Washington State Department of Health reviewed and approved the construction drawings and specifications prepared by Wilson Engineering for this project. The call for bids was March 19, ANALYSIS: Construction bids for this project were received on April 10, 2014, from five contractors. The low bid was received from Tiger Construction in the amount of $1,541, (base bid) and $347, (Alternative Bid Item B1- Additional Reverse Osmosis Package) for a total of $1,889, The engineer s estimate for this project is $1,776, (base bid) and $456, (Alternative Bid Item B1) for a total of $2,233, Attached is a copy of the Bid Tabulation Sheet. Staff is recommending that Alternative Bid Item B1 Additional Reverse Osmosis (RO) Package be accepted for the following reasons: The installation of the third RO Package will increase treatment capacity from a minimum of 1,700 GPD to 2,550 GPD. Additional capacity will be needed nominally by about However, this projection is based on the moderate growth forecast of 2.8%. A higher growth rate could move this need forward several years. The third unit would not be used until the additional capacity is needed, at which time the RO membranes would be purchased. 54

3 The proposed bid price for the third unit is a very good price. The manufacturer s cost is low and the contractor is charging a low price for the installation, including all piping and electrical connections. If rebidding this item in the future, it could be expected that the cost would be considerably higher. ALTERNATIVES CONSIDERED: The Council has the following alternatives: 1. Award the contract as recommended. 2. Do nothing at this time. 3. Direct staff to proceed in another way. FISCAL REVIEW: This project will be paid for using available funds from the Water Utility. LEGAL REVIEW: N/A CONCLUSION: Staff recommends that the construction bid, including Alternative Bid Item B1, for the Water Treatment Plant Water Softening Project, be awarded to the apparent low bidder, Tiger Construction Ltd., in the amount of $1,889, In addition, staff is requesting Council approve a construction contingency allowance of $188,
