See "Who to Contact" Below Interim Remedial Measure (IRM) Proposed The New York State Department of Environmental Conservation (NYSDEC) is proposing an expedited cleanup for the 1201 East Dominick Street site ( site ) located at 1201 East Dominick Street, Rome, Oneida County. Please see the map for the site location. Documents related to the cleanup of this site can be found at the location(s) identified below under "Where to Find Information." The proposed IRM Work plan was submitted to NYSDEC and was reviewed in consultation with New York State Department of Health (NYSDOH). The work plan is approved and is available for review at the location(s) identified below under "Where to Find Information." The scope of IRM is described below. Interim Remedial Measure Work Plan An IRM is a cleanup activity that may be performed when a source of contamination or exposure pathway (the way in which a person may contact contamination) can be effectively addressed without extensive investigation and evaluation. The IRM work plan describes the proposed cleanup activities that include: The purpose of the IRM is to place a two foot thick clean soil cover over the entire limits of the roughly 21,000 square foot site (refer to attached figure). Prior to the placement of the aforementioned soil cover, existing layer of asphalt that presently covers a portion of the site will be removed and disposed off-site. Previously excavated surfaces soils and soil cuttings from the subsurface investigation will be placed underneath the soil cover. Also, prior to placement of the soil cover, the five (5) existing on-site monitoring wells be properly abandoned. Summary of the Investigation Previous IRM was implemented to remove bulk of the source of the contamination by removing the waste, two tanks and two hydraulic lifts. Confirmatory soil samples revealed single exceedance of mercury from the sidewalls (6-8 ) of the western hydraulic lift system excavation, where a concentration of 2.45 mg/kg was reported, compared to the NYSDEC Part Page 1

2 375 Restricted-Residential SCO value of 0.81 mg/kg. The sub-surface soil and ground water sampling performed in the vicinity of the hydraulic lift excavation has not shown mercury exceedance. The Remedial Investigation (RI) revealed that arsenic, cadmium, copper, lead and some poly aromatic hydrocarbon (PAHs) has exceeded Part 375 restricted residential SCOs in surface soil samples. Surface soil contamination is limited to small area towards north of the site. Additionally, chloroform was detected in one of the ground water sample taken from up-gradient wells at a concentration of 7.1 ug/l, compared to the standard of 7 ug/l. However, there were no exceedanace in the down gradient ground water samples. Additionally, the groundwater samples exhibited exceedances of ground water standards for iron, manganese, and sodium in both up gradient and down gradient monitoring wells. Next Steps The IRM work plan was reviewed by NYSDEC in consultation with New York State Department of Health (NYSDOH) and approved. The approved work plan is made available to the public (see Where to Find Information below). The activities detailed in the work plan will be implemented. Upon completion of the work, a Construction Completion Report will be prepared that documents the activities that were performed. NYSDEC will keep the public informed throughout the investigation and cleanup of the site. Background Location: The site is located at the intersection of East Dominick Street and Locomotive Avenue in the City of Rome, Oneida County. East Dominick Street and Locomotive Avenue form the southern and western boundaries respectively. Single family residences border north and east boundaries. Situated further north is the East Rome Business Park, an industrial area. On the west side of Locomotive Avenue is Tort s Food Mart and to the south side of East Dominick Street is a vacant field. The property is designated on the City of Rome tax map as parcel number Site Features: The site is an approximately 0.45 acre parcel currently unoccupied with no structures. The northern portion of the site is vegetated with grass. The single story block building of roughly 1880 square feet was demolished by the City of Rome in June The remaining foot print consists of a mixture of gravel and sparsely vegetated grass and weeds. The remainder of the site is surfaced with asphalt pavement and concrete from the former gas filling station. The site is generally level, gently sloping south and southwest. Current Zoning/Use: The site is currently zoned C-2 (mixed commercial and residential uses that combine commercial, office, entertainment, public and residential uses). The surrounding parcels are mixed commercial, residential and industrial. Historical Uses: On or about 1971, a gasoline station was constructed on the site and operated on continuous basis until the late 1980s. In 1986, Mr. Ronald Barber purchased the property. At the time of the purchase, there were three (3) 4,000 gallon capacity gasoline and one (1) 1,000 gallon fuel oil underground storage tanks (USTs) on the property. Following the removal of these tanks Page 2

3 in 1989, the gasoline station was converted into a used automobile sales and service business. The removal of tanks seems to be the result of the notification by the resident of 106 Locomotive Avenue that gasoline odors were evident in the basement of their home. Subsurface contamination was encountered upon removal of the USTs, resulting in excavation and removal of approximately 10 to 15 cubic yard of soil. Operable Units: There is one operable unit for this site (OU 01). The remedial investigation work plan (RIWP) was approved on June The Remedial Investigation report was submitted in February 2012 and was approved in June The City of Rome demolished the former concrete block building and concrete slab to grade in June The work consisted of: 1) asbestos removal; 2) removal of waste, above ground oil storage tank (275 gallon), drums, tires, miscellaneous containers and cleaning of stained floor; and 3) excavation and removal of two (2) hydraulic lifts and one (1) UST (500 gallon). The completion report and certification was submitted in July 2011 and was approved in October Site Geology and Hydrology: The soils of the site consist of mixed fill and native material consisting of cobble, gravel, and sand. An overall finer-grained lacustrine sand unit with some silt was encountered a depth of 22 ft below ground surface at one of the monitoring wells. Bedrock was not encountered during the subsurface investigation. Ground water flows from the east to west and from there; groundwater apparently flows to the south towards the Erie Canal and the Mohawk River as well as to the west and northwest. The ground water is approximately ft below grade. Environmental Restoration Program: New York's Environmental Restoration Program (ERP) reimburses municipalities for their costs to investigate and clean up municipality owned contaminated properties. Once cleaned up, the properties may be redeveloped for commercial, industrial, residential or public use. A brownfield is any real property that is difficult to reuse or redevelop because of the presence or potential presence of contamination.
