4 Introduction to SOA The main functions of State Oceanic Administration (SOA) is to take the implementation of maritime legislation, planning and management, is responsible for overall coordination of ocean affairs. In 2008,the State Council mandated the responsibilities Research, Application and Management of Marine Energy to SOA. The Main tasks of SOA: Survey of marine energy resources Formulation of the policies and standards for marine energy Organization of technology Research, Development and Demonstration for marine energy.

5 Introduction to NOTC NOTC is under the leadership of SOA. The main duties of NOTC are to take management for ocean technology (including ocean energy), and provide technical support for national ocean operational system. NOTC is the earliest institute in China which engages in marine energy research and development. NOTC has established a professional marine energy laboratory and a branch of the Commission of China Ocean Standard for making marine energy standards.

6 Introduction to NOTC Since 1985, NOTC has completed Xiaoheishan wind desalination project, Xiaomai island "8 kw Pendulum-type Wave Test Power Plant project and Daguan Island "30 kw Pendulum-type Wave Power Plant Demonstration projects. 7 Introduction to NOTC The main tasks of NOTC for ocean energy Undertake the survey and assessment of marine energy resources of China Draft the policies and strategies for marine energy Draft the standards of marine energy Take charge of building and operating of ocean energy sea test site Engage in technology research and development of marine energy, especially focusing on wave energy conversion.

9 Law and special plan The Renewable Energy Law, revised amendment in Dec. 2009, has raised a special grant for renewable energy, including marine energy. SOA will draw up the ocean energy development special plan, and incentive policy for promoting the utilization of marine energy.

10 Relative Plans A lot of national plans and strategies including the tasks in development and utilization of marine energy: Mid-Long term Development Plan for Renewable Energy National Program for Mid-Long Term S&T Development ( ) National marine development plan ( ) National program to boost marine industry through S&T advances ( )

11 Supportive programs Key Technologies R&D Program, MOST - 60M for OES High-tech R&D Program (863 Program), MOST - 10M.. Ocean Public Benefit Research Project, SOA - 10M.. Ocean survey and evaluation project, SOA - 24M.. Knowledge Innovation Program, CAS - 5M 5M.. In addition,soa is actively working to establish a special fund for the development of marine energy.

21 Challenges Chinese marine energy resource has the features shown as below: low density of energy much more storms and typhoons tough environment for survivability, etc. So, we need to develop special technologies to fit the features of Chinese marine energy harnessing. We are willing to cooperate with the developed countries to improve the technical level of China.

23 Ongoing Demonstrations 2 isolated hybrid power demonstration systems are under construction; 1 tidal current demonstration project cooperating with Irish Company (OpenHydro Group Ltd.) has been initiated by China Energy Conservation Investment Corporation; Sea test site project for marine energy technology demonstration has been proposed.

27 Future priorities More and more national plans and programs will support marine energy research, development and demonstration in China. China has come into a new stage of development and utilization of marine energy on a large scale. NOTC would like to introduce advanced international marine energy technologies and promote China's technological progress through the localization.
