3 Overview: The Dundalk Wastewater Treatment Plant (WWTP) provided treatment in 2017 with all effluent concentrations limits being met on an annual average. The annual average influent daily flow was 1168 m³/day. Project Description: The Dundalk WWTP is a four cell waste stabilization pond facility flowing into an aeration cell pond with a chemical feed system and a flocculation tank with tertiary treatment consisting of sand filters. On site testing is performed twice a week on final effluent for Total Ammonia to determine Unionized Ammonia through lab testing, ph, temperature and Dissolved Oxygen. Raw Sewage: A grab sample is taken monthly and tested for BOD, Suspended Solids, Total Kjeldahl Nitrogen and Total Phosphorus. Effluent Flows: The total effluent flow treated in 2017 was 420,598 m³. The annual average daily flow was 1230 m³/day, which results in a 25.67% increase of total effluent over Raw Sewage Quality: Annual average raw sewage BOD concentration to the lagoon system was mg/l. Annual average raw sewage suspended solids (TSS) concentration to the lagoon system was mg/l. 1

4 Annual average raw total phosphorus was 2.98 mg/l concentration to the lagoon system. Annual average Total Kjeldahl Nitrogen (TKN) concentration was 28.1 mg/l. Plant Performance and Effluent Quality: The Influent annual flow in 2017 has increased 17.94% over 2016 flows. Annual average effluent CBOD concentration was 5.3 mg/l. Annual average effluent total suspended solids (TSS) concentration was 3.4 mg/l day with a removal efficiency of 97.57% with an annual monthly average loading of 5.0 kg/day. Annual average effluent total phosphorus concentration was 0.07 mg/l day with a removal efficiency of 97.13% with an annual monthly average loading of 0.1 kg/day. Annual average effluent concentration for Ammonia-nitrogen was 1.72 mg/l. Annual average Unionized Ammonia was mg/l. Annual average ph was Annual monthly average Ecoli was 34 with the low being 2 and the high being 260. The summary for 2017 of the data for the systems plant operation performance is enclosed in this report. Maintenance and Calibration Activities: Regular monthly preventative maintenance and calibration of test equipment and flow meters are performed by municipal staff and outside certified suppliers. In January m3 effluent discharge flow was added to reflect the average from January 21 to 24, 2017 due to a breaker needing reset. Third party annual calibrations were performed on November 23, There were no by-pass events to report. There were 5 operator shutdowns in 2017: Filter building for effluent shut down on March 20, 2017 due to Un-Ionized ammonia > 0.1 mg/l. Started back up March 21, 2017, Un-Ionized ammonia < 0.1 mg/l. Filter building for effluent shut down on March 30, 2017 due to Un-Ionized ammonia >0.1mg/L. Started back up on March 31, 2017, Un-Ionized ammonia <0.1mg/L. 5 Discussion: An environmental assessment was initiated for the Dundalk Sewage Works, to determine methods and expansion to meet future development needs. The Bishop Water Technologies Bio Cord pilot project continued in At the request of Bishop, the reactors were moved from Cell #4 to Cell #2 in August 2017 to identify if Cell #2 provides better analysis and results compared to Cell #4 the winter before. Through the Wastewater Optimization program involving Grand River Conservation Authority and funding from the Ministry of Environment and Climate Change, the Draw the Graph Funding Opportunity was submitted by Southgate to conduct a flow meter verification study for a 4 month period and was accepted. An area-velocity flowmeter (Raven-eye) was installed by ACG Technologies upstream of the Parshall flume on June 7, 2017 to help verify and validate the existing Parshall flume influent flowmeter at the Dundalk lagoons. Some of the conclusions are, both flowrates follow similar trends, the Raven-eye generally shows slightly higher flowrates, for both flowrates peaks occur with precipitation events. The daily average of the Raven-eye flowrates in the analysis period measured 5% higher flows than the Southgate flowrate. A special study was conducted in the summer of 2017 to verify the flow reported by both the Raven-eye flow meter and the Parshall Flume by filling the raw influent wet well in a known period of time. The draw & fill method produced flow rates consistently higher than the Parshall flume. The draw & fill method produces higher flows than the Raven-eye in June and July (based on 10 minute interval data), however those flows are in line with each other when the Raven-eye flows are based on 1 minute interval data. The Parshall flume flows are in line the with the 10 minute interval Raven-eye data in June and July and the Raven-eye flows based on the one minute interval data in August are higher than the reported Parshall flume flows for that period. The Raven-eye flow meter was able to capture peak instantaneous flows to the plant (e.g. captured a high flow event due to rainfall on June 23, 2017, whereas the Parshall flume totalizer did not). The results of these studies would appear that the flume and the Raven-eye are close for average day flow so they may each be over or under estimating in the high and low flow ranges but come out to the same average day flow over the test period. The data collected during this short study, while limited, will be shared with the consultant undertaking the EA. The more frequent flow monitoring may provide some useful information on peak instantaneous and peak hourly flows to the plant, which are important for sizing future infrastructure such as pumps. A continuous influent flow meter can provide useful data such as peak day, peak hourly and instantaneous flows and better technology may be implemented in the future. 3
