16 Project Narrative Generator Step-up Unit (GSU) Yard Hadley Mills Road, Holyoke, Massachusetts Request for Determination To improve the distribution of electricity generated by the hydroelectric units located at the Holyoke Dam and other locations in the city, HG&E is proposing to construct a Generator Stepup Unit (GSU) Yard on a portion of its property located on Hadley Mills Road (Site) in Holyoke, Massachusetts (Figure 1). The property is listed in the City of Holyoke Assessor s On-Line Property Viewer data base as Parcels (3.59 acres) and (2.74 acres). As show on the plan attached to the RDA, the proposed substation has a total foot print of approximately 0.1 acres (4,356 square feet). Two utility poles designated as HF-5 and HF-6 are proposed to be installed within the 100 Resource Area (Figure 2). Additionally, pole HF-6 is to be installed within 50 feet of the resource area. Both proposed construction areas are previously developed, paved parking areas. The new structures will be located within these existing paved areas. No other construction activities are anticipated to be located within wetland resource areas. Description of the Project Location The portion of Parcels and where HG&E proposes to construct the Hadley Mills GSU Yard is currently cleared open area (Figure 3). Massachusetts Wetland Protection Act Issues As previously indicated, the project anticipates some activities being performed within the 100 Wetland Resource Area. Based upon historic conversations with the Conservation Commission, HG&E s understanding that the project location may meet the requirements of the historic mill complex exemption as provided in 310 CMR 10.58(6)(k) since the proposed location correlates to the former location of the Parson's Paper Mill Complex (Figure 4). This mill complex was constructed prior to Portions of the mill complex were demolished beginning in the late 1960s and early 1970s with the final portion of the structure demolished in the early 2000s. HG&E requests that the Conservation Commission offer a determination on this issue and any other pertinent, jurisdictional matter. Other Regulatory Filings/Submittals In addition to the RDA regarding Massachusetts Wetland Protection Act issues, HG&E anticipates that the following additional regulatory filings/submittals will be required to complete this project: Preparation of a Soil Management Plan and Site Health and Safety Plan to accommodate work in an impacted area; and City of Holyoke Building Permit Application. Due to the determination that portions of this construction project will occur within a known priority habitat area, Apex will also submit a copy of the RDA to the Massachusetts Division of Fisheries and Wildlife Natural Heritage & Endangered Species Program (NHESP) for their concurrence that the proposed work appears to be exempt from the NHESP review process pursuant to 321 CMR P:\CLIENTS\ HG&E North Canal Substation\Hadley Falls GSU Yard\Request for Determination GSU Yard\Project Narrative.doc Apex Companies, LLC 220 Linden Street Holyoke, MA T F apexcos.com
