2 SECTION 1.0 EXECUTIVE SUMMARY 1.1 PROJECT LOCATION The City of Buena Park is comprised of square miles located in the northwestern portion of Orange County, southeast of the Los Angeles County line. Surrounding cities include La Mirada to the north, Anaheim to the south and east, Fullerton to the east, La Palma and Cerritos to the west, and Cypress to the west and south. Regional access to the City is provided by the Artesia Freeway (SR-91) and the Santa Ana Freeway (I-5). 1.2 PROJECT SUMMARY The is a comprehensive update of the 1994 General Plan. The update includes an update and reorganization of existing elements, resulting in the following State mandated and optional elements: Land Use and Community Design Element; Mobility Element; Community Facilities Element; Conservation and Sustainability Element; Open Space and Recreation Element; Safety Element; Noise Element; Economic Development Element; and Housing Element. Major components of the include: 1. Update of existing conditions, with year 2008/2009 serving as the baseline year. 2. Update of General Plan development projections for buildout. Projections for population, residential, and non-residential development have been updated for the projected buildout under the General Plan. 3. Update of the Land Use Element, including the establishment of several new mixed-use districts. 4. Update of the Land Use and Community Design Element, in order to guide the future physical development of the City and provide for a high-quality visual image for the City. 5. Establish planning principles upon which to develop new goals, policies, and implementing programs. 6. Additions, deletions, or modifications to the 1994 General Plan goals, policies, and implementation program. 7. Amendment of the remaining General Plan Elements to reflect items 1, 2, 5, and 6, above. Projected Land Use Growth The proposed anticipates that most of the growth would occur within the focus areas. Table 1-1, Focus Area Land Use Projections, identifies the assumed change over existing conditions that would occur within each Focus Area of the Update. Draft EIR Page 1-1 Buena Park September 2010

The update to the General Plan contains goals, policies, and other components similar to the previous plan; however, this version has been tailored to meet the issues and needs of the City at the present time and foreseeable future. The General Plan Land Use Map illustrates the general location and distribution of various land uses in Buena Park; refer to Exhibit 3-3, General Plan Land Use Map. Change and growth associated with the proposed is anticipated to occur over an assumed 25-year period within the identified Focus Areas. Land Use Summary The City of Buena Park is approximately 98 percent built-out, and as such, the proposed General Plan Update focuses on preserving residential neighborhoods, guiding the remaining development and redevelopment opportunities, and encouraging the revitalization of selected areas. The City has identified 10 key areas for policy focus; refer to Exhibit 3-4, Focus Areas. These are areas that the City anticipates will have the highest likelihood of change through redevelopment and new development over the life of the General Plan. The Focus Areas have unique characteristics or opportunities that are addressed in the General Plan s policies. New and Page 1-2 September 2010 Draft EIR Buena Park

4 revised Land Use Designations included in the proposed occur only within the Focus Areas. Table 1-2, General Plan Buildout, provides a summary of the projected total land use in 2035 based upon an assumed buildout of the land use policies with the proposed. 5 Identify key areas of the City with the highest likelihood of change through redevelopment and new development and establish new land use designations and policy direction for these areas; Establish planning principles upon which to develop new goals, policies, and implementing programs; and Provide a basis for informing decisions when considering the development associated with implementation of the General Plan in the City of Buena Park. 1.4 PROJECT IMPACT The City of Buena Park determined that a Program EIR should be prepared pursuant to the California Environmental Quality Act (CEQA) and the CEQA Guidelines. The environmental issues identified by the City for assessment in the Program EIR include: Land Use; Population, Employment, and Housing; Aesthetics, Light, and Glare; Traffic and Circulation; Air Quality/Climate Change; Noise; Geology and Seismic Hazards; Hydrology, Drainage, and Water Quality; Hazards and Hazardous Materials; Cultural Resources; Water Supply; Wastewater; Fire Protection; Police Protection; School Facilities; Parks and Recreation Facilities; and Solid Waste. Section 5.0, Environmental Analysis, of this Program EIR provides a description of potential environmental impacts of the and recommends mitigation measures to reduce impacts to a less than significant level, where feasible. After implementation of the recommended mitigation measures most of the significant or potentially significant impacts associated with the would be reduced to a less than significant level. However, the impacts listed below could not be feasibly mitigated and would result in a significant and unavoidable impact with implementation of the. Potential environmental impacts associated with the alternatives are compared to the impacts from the proposed project. The alternatives include: No Project/No Development, No Project/Existing General Plan, and the Preferred Project with Reduced Growth Alternative. The No Project/No Development Alternative assumes that no additional development would occur during the horizon of the General Plan. As a result, the City would maintain existing land use conditions and levels of development with little to no physical changes. Any development that would occur as part of buildout of the proposed would not occur under this Alternative. By definition, this Alternative prohibits the issuance of any further building permits. This situation would void the implementation of any current or future General Plan for the City of Buena Park. This would be in direct conflict with California statutes requiring General Plans, the Subdivision Map Act, and the rights of land owners to develop their property. The No Project/Existing General Plan Alternative describes buildout of the City of Buena Park in accordance with existing Zoning and General Plan land use designations of the current 2020 General Plan (adopted in 1994). This Alternative assumes that the existing General Plan would continue to provide outdated information regarding several issues, such as land uses, traffic conditions, community noise levels, air quality data, public services and utilities levels of service, and population, employment and housing. This Alternative assumes that ultimate buildout of the existing General Plan would occur. The No Project/Existing General Plan Alternative encompasses the same geographic area as identified in the proposed. The Preferred Project with Reduced Growth Alternative assumes that the Update would be adopted; however, the anticipated growth would be reduced when compared to the proposed. Specifically, the potential growth associated with the Preferred Project with Reduced Growth Alternative would be based on the growth identified by SCAG s 2008 Regional Transportation Plan (RTP), which anticipates less growth compared to Draft EIR Page 1-5 Buena Park September 2010

7 the proposed. The growth anticipated with the Preferred Project with Reduced Growth Alternative would occur at lower densities when compared to the proposed.
