Prevent development that may have an adverse effect on the health, safety, or general welfare of the Dane County population or specific groups within the population. Water Quality Plan b. Promote planning and design that preserves environmental functions and protects important environmental, cultural and historic resources. 3 a. Guide the location and design of urban development in order to minimize potential adverse impacts on the quality of ground and surface waters. b. Encourage land use patterns and practices which preserve the integrity of the natural hydrologic system, including the balance between ground and surface waters. c. Incorporate in the design of urban development utilization of natural drainage patterns and measures to minimize or entrap pollutants before they enter surface waters. d. Preserve the role of wetlands and woodlands as essential components of the hydrologic system as well as valuable wildlife habitat. and to restore degraded wetland resources where possible. e. Protect shoreland and floodplain areas throughout the County, in both incorporated and unincorporated areas. and to emphasize their value to the community as potential focal points of natural beauty and recreation. f. Guide the location of urban development to areas where soil characteristics are compatible with such development. g. Require that short-term uses of the land for resource extraction or waste disposal are conducted in such a manner that public benefits are maximized, while detrimental effects of the environment are minimized. h. Recognize the inter-relationship of adjacent landscape types. and to avoid breaking valuable ecological linkages. i. Use all practicable methods for increasing vegetative cover within urban areas, including amendments to existing ordinances and regulations. j. Explore innovative methods of improving water quality and waste disposal by coordinating land use patterns with applications of new technology. k. All land use and siting decisions in Dane County should include evaluation of potential groundwater and hydrologic impacts. l. Wastewater facilities planning and improvements should be conducted in the context of comprehensive areawide and watershed plans for pollution control and resource protection. m. Recommend groundwater protection strategies to improve existing management and prevent groundwater pollution. n. Public sewer service will be limited to those areas designated as urban service or limited service areas

4 2. Land Use & Transportation Plan a. Guide urban and rural development to those locations where adverse impacts on ground and surface water quality are minimized. b. Incorporate in the design of urban development natural drainage patterns and measures to minimize or entrap pollutants before they enter surface waters. c. Incorporate stormwater management practices, such as detention and infiltration, in urban development to maintain groundwater recharge and avoid increases in runoff. d. Preserve the role of wetlands and woodlands as essential components of the hydrologic system as well as valuable wildlife habitat, and restore or improve degraded wetland and woodland resources where possible. e. Protect the scenic values of the Dane County landscape by preserving and enhancing vegetative cover, particularly on steep, wooded slopes and stream and lake shorelands. f. Protect and maximize public enjoyment of the scenic qualities of Dane County by preserving views of landmarks, including high promontories or viewpoints, assessing the visual impact of proposed developments and facilities, and improving public access to scenic areas and views, particularly urban lake and stream shorelines Design Dane a. Implement all applicable stormwater programs along with the existing Erosion Control and Stormwater Management Ordinance (Ch.14 Dane County Code of Ordinances) consistently throughout Dane County b. Manage crop nutrients in an economic and environmentally sound manner. c. Partner with and involve citizens on soil and water conservation initiatives in rural and urban areas. d. Protect Outstanding (ORW )and Exceptional (ERW) Resource Waters. e. Continue conservation efforts on impaired [303 (d)] water bodies

5 f. Implement streambank buffers and wetland restoration g. Coordinate water quality monitoring. h. Support educational initiatives relating to land and water conservation. i. Mitigate urban stormwater runoff Parks & Open Space Plan a. Continue preservation of the physical and biological resources within the countywide open space corridor system as adopted in the 1997 Dane County Land Use and Transportation Guide, (Vision 2020), which includes planning for open space corridors. b. Protect natural resources and linkages outside the open space corridors such as scientific areas, glacial features, and other isolated, environmentally sensitive areas. c. Acquire and preserve wetlands and the adjacent uplands and shoreline along lakes, streams, creeks, their headwaters and springs, as well as woodland areas and areas of significant topography. d. Provide access to lakes and streams and water-based recreation trails. These water-based trails would be designed for use by canoes, kayaks, and similar watercraft. e. Where consistent with the natural resource preservation goals of this plan, assist in the protection of drainageways, wetlands and other resources by promoting prior treatment of and protection from stormwater runoff. 6. Flood Mitigation Plan a. Minimize the impact of flooding on existing structures on public and private land. b. Improve Dane County s ability to respond to flooding and minimize the impact when flooding does occur. c. Minimize the potential for increasing flooding and flood-related problems within Dane County and in areas affected by Dane County drainage. Address flooding as a significant component of the County s comprehensive plan. d. Develop comprehensive water management policies for Dane County, considering the connections between land-use, urban growth, and surface water, and ground water issues. e. Discuss formation of a policy that guides or further restricts development around flood prone areas and areas of high flood mitigation value; support policy consistencies between the comprehensive plan and the flood mitigation plan

6 f. Improve regional stormwater management practices to minimize localized flooding. g. Identify, conserve, and restore land of potential flood mitigation value. Lands of potential flood mitigation value are wetlands, floodplain corridors, upland storage, closed depressional basins, and areas of high infiltration potential. h. Manage the Yahara River and Chain of Lakes as an integrated system to minimize flood risk. i. The County should facilitate programs to clear and maintain drainage channels to decrease flooding
