6 A.1 Introduction This application for a Waste Water Discharge Licence is made by Kilkenny County Council and for the agglomeration of Castlecomer. The application is made pursuant to the Waste Water Discharge (Authorisation) Regulations, 2007, (S.I. No. 684 of 2007). The Castlecomer Agglomeration includes the town of Castlecomer and more recently the addition of an Industrial Estate on the Kilkenny Road. Castlecomer has a population of 2406 according to the 2006 census. A.2 Location Castlecomer is located in the Northern area of County Kilkenny on the banks of the River Deen (253309E, N). It is located 19 Km North of Kilkenny City. The N78 Dublin to Kilkenny National Secondary route passes through the town. Drawing KK-WWDL-200-A.2.1 details the geographical location of Castlecomer, highlights some of the main routes and identifies the location of the Waste Water Treatment Plant which serves the agglomeration. A.3 Plant & Agglomeration Operation The Waste Water Treatment Plant (253556E, N) is located on the Southern side of the town 200m in off the N78 and approximately 100m from the Deen River. The WWTP was originally constructed as a traditional design Percolating Filter plant, with stone as the filter media. This WWTP in its original stone media filter form had a design capacity of c PE. In 2000 the plant was upgraded to a design capacity of 2500 PE, the upgrade including the provision of: Automatic inlet screen with bagging unit Upgrade of Imhoff tank, baffles etc. Provision of new dosing and distributor system to 2 no Percolating Filters Replacement of stone filter-media with plastic media system Provision of new 10m dia x 2.5m deep Clarifier\Settling Tank Provision of recirculation system and associated pumping Provision of new sludge pumps Page 6

7 The plant operates using Imoff and Trickiling Filters. The layout of the WWTP is: Inlet Works Screenings Imoff Tank Trickling Filters Humas tank Final clarifier Sludge Holding Tanks From the final clarifier the final effluent then flows to the Deen River by gravity. This is the only discharge pipe from the works. The final clarifier and the Imoff tank are desludged on a regular basis to a sludge holding tank. The final sludge is thickened on site and is then disposed using a specialist sub-contractor. The influent from the agglomeration enters the treatment plant via one main pumping station located at the square and a small area of the town which is via gravity flow. There is also a small pumping station on the Kilkenny Road now due to the addition of the new industrial estate. On the sewerage network there are 3 Combined Storm Water Overflows. This includes a storm water overflow in the WWTP located before the Imoff tank. There is also an overflow from the main pumping station. There are two composite samplers permanently in place at the treatment works, one on the inlet and one on the outlet. These samplers are used to take samples for operational and monitoring purposes. Castlecomer is also monitored as part of our County Monitoring Programme; this ensures that adequate sampling is done as per the Urban Waste Water Regulations. This monitoring is done by our Water Services and Environmental technical staff. A.4 Plant & Agglomeration Supervision The WWTP & agglomeration has a part-time caretaker. The caretaker visits the site daily seven days a week. Approximately there is an average of 4 man hours per working day are spent by the caretaker at the WWTP and the network. His supervisor ensures the site is manned during the caretakers annual leave/ sick leave etc.. Page 7

8 In addition to this the scheme is served by a Waste Water Engineer and the Water Services Technical staff. A.5 Waste Water Treatment Plant Discharge Details The area where the WWTP discharges to the Deen River is a non-sensitive area. Therefore the standards for the final effluent are: BOD: 25 mg/l (70-90% reduction) COD: 125 mg/l (90% reduction) TSS: 35 mg/l (90 % reduction) TN: 15 mg/l N (70-80% Reduction) TP: 2 mg/l P (80% Reduction) Our results average all well within specification with the exception of Total Phosphorous and Total Nitrogen. Details of these results will be produced in Section E of this document. A.6 Future Upgrade Castlecomer WWTP is at the early stages of planning for a future upgrade. The development will include: A 15:25 BOD:SS Treatment Plant to cater for a population equivalent of 6,000 with facilities for further upgrading and incorporating: Automatic Inlet Screen Ferric Dosing Automated Pumping Equipment Balancing and Mixing Tanks Sequencing Batch Reactors Sludge Holding Tanks New Control Building New Access A.7 Reference to 2004 Urban Waste Water Report There was no Urban Waste Water report done for the Castlecomer Agglomeration.
