Launch Event - Braunton

40 Households Project Used launch events to help recruit 40 households locally to provide energy saving advice over 1 year Collection of meter readings from households each month Opportunity for advice on behavioural change and retrofit improvements Planned to offer Domestic Energy and Green Deal Assessments to any interested household

Trained as Energy Assessors

40 Households and Assessor Training Advantages Energy Performance Certificates are useful for households Required by households for sales, renting and solar PV Provide an indication of the energy performance of the house Understand the technical details for Green Deal and ECO Potential self funding service survey and referral fees Disadvantages Assessor training was time consuming and expensive Delays with launch of Green Deal caused problems Each assessment requires several hours work May be better to use a less intrusive and time consuming survey/engagement method Thermal imaging Householder filling in online survey

40 Households - Results Successes Group of local households to engage with on energy saving issues Some carried out major upgrades over the project such as solar PV Built a reputation for offering energy saving advice locally Qualified energy assessors for further projects Challenges Some households showed limited interest in the project Qualified as Energy Assessors late in the project Limited numbers of households wanted a free assessment EPCs may be too time consuming to be an effective advice tool

361 Empower Project Reason for project To reduce the fuel bills and carbon emissions of those struggling with fuel poverty in Ilfracombe, improving the household s health and well being Why Ilfracombe? Victorian seaside resort with many older buildings Inefficient solid walls, high ceilings and large single glazed windows High levels of deprivation and low life expectancy in central ward

361 Empower Project Engagement methods Promotional postcards Working with: Local estate agents Private landlords Local agencies Talks to community groups

361 Empower Project Aims To offer energy saving advice To offer free EPCs / Green Deal Assessments to access funding for home improvements via ECO (Energy Company Obligation) and the Green Deal To help householders upgrade gas boilers, loft insulation, cavity wall and solid wall insulation Challenges Reaching those in most need Late introduction of Green Deal and constant policy changes Complexities of accessing funding for improvements Accessing ECO funding should now be more straightforward from Summer 2014 with the launch of the Cosy Devon programme

Energy Switching Advice Background High fuel bills became controversial in Autumn 2013 DECC solution - offer consumers advice on changing energy tariffs or fuel suppliers Big Energy Saving Network funding to train community energy champions and offer switching advice Organisations involved included CSE, Citizens Advice Bureau and community groups

Energy Switching Advice Aims Advice on understanding bills Guidance on finding cheapest tariffs price comparison sites Potential to offer assistance in switching process Opportunity to offer other energy saving advice Eligibility for ECO and Warm Home Discount Scheme Behavioural change Challenges Organising advice clinics where significant numbers attend Local community groups / clubs have monthly meetings but book speakers months in advance Last minute organisation from DECC and moving of goal posts

Thermal Imaging Aims Purchased thermal imaging camera in Spring 2014 Tool for engaging households over energy saving Quicker than an EPC; more interesting to households Found to be an effective engagement tool by Plymouth University Challenges Need cold weather Interpreting images can be complex Camera may not resolve enough detail

Thermal Imaging

LED Buyers Club Deal with manufacturer LEDs at trade price Offer quality LEDs at good price with small margin Worked well for companies and schools Less good in smaller amounts due to postage Stopped manufacturing domestic LEDs Deal with specialist lighting retailer Will offer 361 members a 10% discount in shop Avoids us placing the order
