4 WASTEWATER CAPITAL SPENDING OVERVIEW Several capital improvement projects were undertaken for 214. Projects that ran across most CGS Wastewater facilities included: Various plant energy optimization studies; $11,, Various pump replacements; $2,, SCADA plus Instrumentation and Control Design Standards and Upgrades; $247,, Various miscellaneous plant repairs; $55,, Various Sanitary Sewer Re-lining projects; $142,, Completion of various Condition Based infrastructure replacements; $1,867,6, Project started in December 213 was completed in 214 to replace the force main in the north cell of the Capreol lagoon; $265,, Sudbury WWTP headhouse upgrades for 214; $7,455,, Various Lift Station upgrades; $8,, Sludge Transfer Station Forcemain upgrades; $37,. WASTEWATER NORTH AZILDA WWTP Process was fair all year. Various cleaning of equipment and rag removal kept process going. Primary bypassing in April and May due to high flows from rain and spring runoff, and in August, October and November due to heavy rains. Projects: Preliminary meetings were held with city engineers and consultants to install separating wall in aeration tank so plant can be taken down for maintenance. New grating was ordered for raw channels and channels were cleaned by Vactor. CHELMSFORD WPCP Good process all year. Primary by-passing in October and November due to heavy rains. Projects: Removed separating walls from C plant Aeration tanks Installation of fine bubble diffusers in A and B plants. Switched over from B plant to A plant. PLC upgrades ongoing C plant clarifier gearing/chain replacement ongoing UV system inspection conducted by system vendor DOWLING WWTP Good process all year. Projects: General maintenance around plant. LEVACK WWTP Good process all year. Projects: Page 1 of 32

5 General maintenance around plant. VALLEY EAST WWTP Good process all year. Projects: Continue concrete repairs. Drive replaced on primary clarifier. Replaced raw sewage pump #3. Received approval to formally test paracetic acid as a disinfectant. Study will begin in New Year. CAPREOL LAGOON Good process all year. Exceedances reported for phosphorus and TKN due in large part to short circuiting resulting from breached force main prior to final discharge point. Lab results since force main was replaced are favorable and we expect compliance for 215 once we have a full year of results. The force main from the splitter chamber to Vermillion Lift Station was visually inspected by camera. CHELMSFORD LAGOON The Chelmsford Lagoon is used for storm retention of excess flows to limit the influent to the Chelmsford plant during high rain events and prevent primary bypasses of the plant. Flow was diverted to the lagoon during a storm event in April that was impacted by late-spring runoff. No other problems in operation were noted for these lagoons, and no major projects were undertaken. WASTEWATER SOUTH CONISTON WPCP Process good most of the year. There were plant bypasses in April due to rain and spring runoff, and in October, November and December due to heavy rains. Projects: Total overhaul of grit air lift system. FALCONBRIDGE WWTP The Falconbridge plant had a good process all year. LIVELY WWTP The Lively plant process was good all year. There were flow bypasses at various times throughout the year due to spring runoff and a record setting rainfall for the year. Projects: General maintenance around plant. Bypassed entire flow of plant to Walden plant in early fall for approximately a month in order to take down clarifier and aeration tank for cleaning and inspection. SUDBURY WWTP Head house upgrade project and Biosolids construction on going, New system-wide approval document received in the spring, necessitating some changes in thinking and definitions with regard to wastewater releases, and a resultant increase in reports due to Page 2 of 32

6 releases resulting from lowered treatment capacity at the Sudbury Plant. All Sudbury systems and plants are now operating under the same parameters. Projects: Head house grit vortex construction/upgrade, Biosolids/septic/sludge receiving station construction Routine maintenance to 6 Final Clarifiers and mixed liquor valves to clarifiers for maximize flows. Replaced diffuser membranes in #1 aeration cell Continued process optimization strategies, to include; raw sewage pumping, gate control. Problems One head house train shut down IOT accommodate south grit vortex construction resulting in max day flow of 8, M 3 treatment One supernatant tank and sludge tank holding level reduced IOT accommodate new Biosolids/septic/sludge project caused problems with sludge thickening and sludge retention in aeration/clarifiers resulting in higher than normal consumption of ferric sulphate for phosphorous removal. High solids also demanded high amounts of air IOT keep DO at required level therefore we were required to run 55 hp blowers vice 25 hp for most of the summer and early fall. Wastewater releases were reported in all but one month from April to December, 214 many resulted from reductions in treatment capacity due to maintenance and construction. One odor concern for the Plant and two concerns for the Tailings Ponds were received during the summer months. WALDEN WWTP Process was fairly good all year. Due to suspected oil/petroleum liquids in the influent, maintaining good process was challenging. There were plant bypasses in April and May due to rain and spring runoff, and in October and November due to heavy rains. Projects Removed one log from bypass channel to ease flow going through plant and prevent flooding clarifiers and aeration system. GARSON LAGOON Drained lagoon back to SWWTP as required No odor complaints Projects Cleaned up lagoon road through brush cutting and tree removal. Problems New valve chamber has been problematic since construction, contractors to rectify. WAHNAPITAE LAGOON Good process all year No odour complaints received from this facility this year. Problems Growth of cattails and reeds in Cells 1 & 2 is causing some concern about ongoing capacity: Cell #1 is badly overgrown. The growth caused a problem with spring discharge of Cell #1: dead growth blocked the discharge works, requiring repair work on the valve to allow discharge of enough effluent to continue the cell s use. 7 Last year s cold weather/ long winter caused spring discharge to start abnormally late; and the problems with Cell #1 extended the full process even further. LIFT STATIONS Projects Jacob Lift Station completed upgrades consisting of a new emergency generator, upgraded electrical service, new PLC, controls and new pumps. Replaced piece of force main at Loach s Road Lift Station. Completed installation of emergency generator and new pumps at Laurier Lift Station that came from Coniston Plant. Problems Many pumps were in need of repair or had to be replaced due to annual record rainfall. Pumps repaired for Laurier, Main, Walford East, Sludge Transfer and Countryside Lift Stations. Pumps replaced for Kincora and Ester. SLUDGE HAULAGE All Biosolids generated at the City of Greater Sudbury Wastewater facilities are disposed of at the Vale Tailing Ponds in Walden, Ontario. Projects Replaced force main from valve chamber to tailings pond. Hired contractor to lift force main off bottom of tailings pond as the raft had smashed in the winter ice. Contractor replaced barge and replaced raft. Page 4 of 32
