4 1.1 PREAMBLE CHAPTER 1 : EXECUTIVE SUMMARY Hindustan Petroleum Corporation Limited (HPCL), Bhatinda Punjab is a public sector undertaking company of government of India, deals in refining petroleum crude oil, distribution and marketing of the same in domestic and international market. HPCL is one of the Navratna status companies of India. It has about 25% market-share in India among public-sector companies (PSUs) and a strong marketing infrastructure. The Government of India owns 51.11% shares in HPCL and others are distributed amongst financial institutes, public and other investors. HPCL is ranked 367th on the Fortune Global 500 list of the world's biggest corporations as of On 19th of July 2017, the Government of India announced the acquisition of Hindustan Petroleum Corporation by Oil and Natural Gas Corporation. On 1st November 2017, the Union Cabinet approved ONGC for acquiring majority % stake in HPCL (Hindustan Petroleum Corporation Limited). M/s HPCL has an existing installation at Bulk POL Depot, in the city of Bhatinda for the purpose of receipt, storage and dispatch of petroleum products (POL) such as MS, SKO, HSD, Ethanol. The Depot is receiving the petroleum products through pipeline laid from HMEL Refinery to the Depot premises. The Depot is an intermediate stock point for feeding HPCL s retail outlets (RO) in Bulk POL Depot, Mansa Road, Phoos Mandi, Bhatinda and surrounding area to ensure there is no disruption in the feed from the Depot to the ROs. 1.2 PROJECT IDENTIFICATION HPCL proposes to increase storage capacity of Class A flammable Liquid by converting existing product storage tanks TK-16(HSD-6000 KL) to MS and TK-6(MS-1000 KL) to Ethanol within Existing Depot Premises. Also Conversion of FR tank to IFR and associated Facilities will be carried out as per proposal requirement at Bhatinda Depot, Punjab. 1.3 EXISTING PROJECT PROFILE The existing HPCL Plant is located at Mansa Road, Phoos Mandi, Bhatinda Latitude:- 30 9'35.70"N & Longitude: '2.51"E Toposheet No.:- H43I15, H43I16, H43J3 & H43J4 Khasra number of the project are:- VARDAN ENVIRONET Page 1

The existing water requirement is 25 KLDs (for domestic use 5 KLD & other Process Water & Other uses 20 KLD). Plant has installed 22 KLD ETP. Treated water will be recycled and reused for greenbelt development and environment maintenance. 6 1.4.2 Power Requirement There is no additional requirement of power. HPCL Bhatinda Depot already has 490 KVA power agreement from Punjab State Power Corporation Limited. 7 CHAPTER 2 : INTRODUCTION OF THE PROJECT/BACKGROUND INFORMATION 2.1 IDENTIFICATION OF PROJECT AND PROJECTPROPONENT Project Proponent: Mr. Kuldeep Singh Takhi DGM Installation, HPCL Bhatinda Depot, Mansa Road, Phoos Mandi, Bhatinda, Punjab Mobile: kstakhi@hpcl.in 2.2 NEED FOR THE PROJECT AND ITS IMPORTANCE TO COUNTRY AND OR REGION Demand of petroleum products has increased with urbanization of the places around Punjab. In order to meet the demand and to comply with blending requirement of 10 % ethanol laid in National Biofuel Policy of 2009 and 2018, HPCL proposes to increase the storage capacity of ethanol & MS at Bhatinda. The proposed project is for improving supply POL Product distribution network in the villages and towns in and around Punjab. 2.3 BRIEF DESCRIPTION OF NATURE OF THE PROJECT The Terminal has existing storage facility of capacity KL for storage of MS, HSD, SKO, and Ethanol. HPCL has experience in handling Ethanol, which is mixed in a proportion of 10% by volume with MS for dispatches. Therefore, in order to fulfill the local market demands & for safety reasons the additional storage capacity for MS & Ethanol is proposed to be built at the project site. This will enhance the storage capacity & also for unloading product from the tank trucks (in case of any safety issue) at Bhatinda Depot and meet the demands of various districts in and around Bhatinda, Punjab. 9 CHAPTER 3 : PROJECT DESCRIPTION 3.1 TYPE OF PROJECT As per EIA Notification, published in Gazette of India, Extraordinary Part-II, Section-3, subsection (ii) of Ministry of Environment & Forest dated & subsequent amendments, the proposed project falls in Activity 6(b), category B i.e. for isolated storage & handling of hazardous chemicals as per threshold planning quantity indicated in column 3 of schedule 2 & 3 of MSIHC Rules 1989 amended As per the above notification, proposed project will have to obtain environmental clearance from SEIAA-Punjab. 3.2 LOCATION The site for proposed activities is within the HPCL s existing plant. The existing Plant is located at Mansa Road, Phoos Mandi, Bhatinda, Punjab. The latitude and longitude of the site is 30 9'35.70"N & 74 59'2.51"E. Topographical Map is shown in Figure 3.1. 13 CHAPTER 4 : SITE ANALYSIS 4.1 CONNECTIVITY The site is well connected with adjacent towns, cities and states for effective movement of POL Products. It is located on State Highway-17. Also, it is ~7 Km away from Bhatinda Junction Railway Station and roughly 24.5 km from nearest domestic airport is at Bhatinda. The site is easily approachable through State Highway-17 connect NH-64 to Chandigarh via Patiala, and Haryana state in India. The land is earmarked on the existing Plant site of HPCL. Proposed project is only for conversion of existing tanks. Hence, no additional Land is be required. VARDAN ENVIRONET Page 11
15 CHAPTER 5 : PROPOSED INFRASTRUCTURE 5.1 GREEN BELT As per the Regulations Green belt has been developed in approx acre (46600 m 2 ) of area i.e 32% of the total land area. This would not only prevent the fugitive dust emissions but also improve the peripheral appearance of the plant from aesthetics point of view. Unpaved areas, if any, within the plant boundary would be provided with grass cover. 5.2 SOCIALINFRASTRUCTURE Development of roads and extension of the existing networks to aid connection It will develop the area economically and employment opportunities to the local people 5.3 DRINKING WATER MANAGEMENT The source of water supply will be from existing bore well. 5.4 SEWERAGE SYSTEM Domestic Waste water generated of approx. 5KLD from domestic use shall pass through septic tank flowed by Soak pit disposal. 5.5 INDUSTRIAL WASTE MANAGEMENT Industrial Waste Water generated due to Mock drill, tank cleaning etc. is treated Existing in Effluent Treatment Plant of capacity 22 KLD. Treated effluent will be reused in factory premises for greenbelt development of lawns and plantation and washing. 5.6 SOLID WASTEMANAGEMENT There will be no solid waste generated on site. 5.7 HAZARDOUS WASTE MANAGEMENT The authorization is granted to operate a facility for generation, collection and storage of hazardous wastes within factory premises for following category of wastes: VARDAN ENVIRONET Page 12

17 CHAPTER 6 : REHABILIATION AND RESETTLEMENT (R&R) PLAN The proposed Project of conversion of storage tankage shall be carried out in the existing premises. Hence, any planning with respect to Rehabilitation & Resettlement is not applicable and envisaged. VARDAN ENVIRONET Page 14
18 CHAPTER 7 : PROJECT SCHEDULE & COST ESTIMATES The construction work for the project will be initiated after obtaining the Environmental clearance. The total cost of the project will be approximately Rs. 2.5 crores and the proposed project is estimated to be completed within 12 months from obtaining all the regulatory clearances. 19 CHAPTER 8 : ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS) 8.1 FINANCIAL AND SOCIAL BENEFITS OF THE PROJECT Proposed Conversion of tankage will emphasis on financial and social benefits will be given to the local people in the area. Uninterrupted product availability will be better for this area and if required can cater the demand of neighboring areas also. 8.2 ENVIRONMENT FRIENDLY PROJECT The proposed additional tankage for storage of petroleum products in existing HPCL, Bhatinda Depot without acquiring additional land and enhancing filling capacity. There will not be any green-house emission arising due to enhancing the storage capacity. Proposed Conversion will meet the requirement of blending 10% in MS as per GOI directives from time to time. Blending bio-fuels in convention fuels will help in reduction of GHGs emissions and will reduce our dependence on convention petroleum products. VARDAN ENVIRONET Page 16
20 CHAPTER 9 : ENVIRONMENTAL CONTROL MEASURES Periodic LDAR survey shall be carried out to detect & control such measures. Sewage generation is envisaged during operation phase and Sewage from the administration building will be routed to the septic tanks followed by soak pits and the sludge generated from the septic tank will be dried and used as manure for green belt area. Storm water drains and Rain Water Harvesting System are provided at Depot. These drains carry storm water from Tank dykes/other areas outside the Depot premises in a controlled manner. The DG sets (500 KVA (2 nos.), 200 KVA (2 nos.), 160 KVA & 15 KVA) shall be acoustically insulated resulting in reduction of noise as per limits prescribed by State Pollution Control Board. The exhaust pipe from DG sets shall be taken above the building as per State Pollution Control norms. No process / manufacturing involved. All conditions & pre-requisites of water and air consents together with certificate to handle hazardous products issued by State Pollution Control Board shall be strictly adhered to. 21 CHAPTER 10 : FIRE AND SAFETY MEASURES 10.1 FIRE PREVENTION SYSTEM The following systems are provided at FIRE HYDRANT NETWORK FIRE WATER STORAGE: Total three numbers of fire water tanks with Total capacity of 6200 KL. 2 no: 3400 KL Each 1 no: 2800 KL FIRE WATER PUMPS CAPACITY: There are 3 fire water pumps of 680 KL per hour capacity. There are 2 jockey pumps with a capacity of 45 KL per hour which start and stop automatically to maintain the water pressure. VARDAN ENVIRONET Page 18
