Solid Waste Management Strategy for City / Borough of Juneau (CBJ) Executive Summary Presentation November 27 29, 2007 Richard Hertzberg & Chris Bell 1 / Consultant s Perspective & Role Objective Technical Practical Realistic Comprehensive
2 / Our Approach: Solid Waste System Functions 3 / Our Approach con t. Work closely with Solid Waste Working Group, staff, Assembly, operators, other stakeholders Step 1: Understand Current Situation Step 2: Analyze & Evaluate Existing Practices Step 3: Define & Select Options Step 4: Combine Options, Formulate Strategy / Scenario Step 5: Make Recommendation
4 / Basic Information Disposal 24,000 tons / year of regular garbage (municipal solid waste / MSW) + 7,000 tons / year of construction & demolition (C & D) debris C & D varies, MSW predictable 30 year capacity at Waste Management Landfill Geographically isolated; shortage of land Recyclables must be shipped out Small, stable population Not a lot of trash or recyclables 5 / Basic Information con t. Not an attractive market for private sector investment Limited competition for solid waste services CBJ has no solid waste operating experience, expertise Growing participation in programs for junked vehicles & household hazardous waste Strong interest in waste reduction / recycling Current documented annual diversion = 1,300 tons of scrap metals, 1,300 tons of various materials through Recycling Center, 920 tons of junked vehicles = 3,520 tons / year
6 / Guidelines for Strategy Determine weakest parts of existing system Build on strongest parts of system Determine how serious community is about waste reduction / recycling Determine what initiatives resources should be allocated to Take definitive actions forward but preserve flexibility for future developments 7 / Main Observations Basic inconsistency: CBJ has hardly any direct role in system vs. high public policy expectations, objectives Attention focused on disposal & waste reduction / recycling (WR / R) However, commitment to significant WR / R uncertain The landfill & associated property is a resource, not a problem Arrow Refuse, Waste Management, other service providers are your partners use them CBJ lacks a foundation in solid waste, needs to build one to have leverage, influence
8 / What Does More Recycling Require? An investment in a centralized facility with potentially multiple functions Land Building(s) Equipment Operator 9 / Materials Recovery Facility (MRF) Processing / storage of recyclables Reuse Exchange Mulching, composting of green waste Co-composting with sludge Wood, lumber Construction / demolition debris Scrap metals, white goods Electronics Disaster debris Drop off center Other---?
10 / Disposal Options Continue using Waste Management Landfill why not? New incinerator New landfill Barge / rail haul to landfill in WA or OR Waste Management Landfill as interim regional disposal site for SE Conference entities Other SE Conference initiative 11 / Disposal Options Considerations Apply to 24,000 tons / year of regular refuse C & D debris still landfilled locally How effective will waste reduction / recycling be? Consistency with CBJ objectives & priorities Infrastructure needs Costs
12 / Disposal Options: Planning Level / Order-of-Magnitude Cost Estimates Disposal Alternative Cost per Ton New Incinerator $ 190 New Landfill $ 200 Barge / Rail Haul $ 150 Waste Management Landfill $ 120 For additional details see Appendix B / New Incinerator, page 15; Appendix C / New Landfill, pages 15 to 17; Appendix D / Barge & Rail Haul, page 4 13 / Primary Conclusions To accomplish its policy objectives & priorities, CBJ needs to play a more prominent role in solid waste management system Larger role involves coordination & cooperation with private sector partners CBJ cannot realistically pursue aggressive waste reduction / recycling programs / policies & a new disposal method simultaneously There are no compelling technical reasons that justify seeking another disposal method, especially in the short term Instead, resources should be devoted to significantly expanding waste reduction / recycling activities
14 / Elements of Recommended Strategy (1) Continue to use Waste Management Landfill (2) Hire Solid Waste Coordinator (3) Adopt universal trash & recycling service standards (4) Transfer Regulatory Commission of Alaska certificate from Arrow Refuse to CBJ (5) Establish contracts between CBJ, Arrow Refuse, Waste Management (6) Secure site for multi purpose materials recovery facility (MRF) (7) Design, implement semi automated or fully automated residential refuse collection system with different cart sizes & variable rates 15 / Residential Refuse Cart Sizes
16 / Semi Automated Collection Truck 17 / Fully Automated Collection Truck
18 / Recommended Strategy Elements con t. (8) Design, construct MRF recyclables handling, Reuse Exchange (9) Design, implement multi faceted, multi media program for ongoing, regular promotion, education, & outreach (10) Design, implement curbside residential recycling collection program with materials commingled together (11) Design, implement commercial recycling collection program with materials commingled together (12) Adopt minimum materials reuse / recycling requirements for specified construction / demolition projects 19 / Estimated Monthly Rates for Residential Services: Refuse Collection Weekly, Recyclables Collection Every Other Week 35 Gallon Refuse Cart with 65 Gallon Recycling Cart Manual $ Semi Automated $ Fully Automated $ Gallon Refuse Cart with 65 Gallon Recycling Cart Manual $ Semi Automated $ Fully Automated $ Gallon Refuse Cart with 65 Gallon Recycling Cart Manual $ Semi Automated $ Fully Automated $ For additional details see Appendix E, pages 3, 5,6, 7, 8
20 / Estimated Costs for Processing Residential Recyclables Diversion Rate Total Processing $ / Ton 5 % $ % $ % $ % $ % $ % $ % $ % $ 85 For additional details see Appendix E, page 10 SOLID WASTE MANAGEMENT STRATEGY FOR JUNEAU, ALASKA (CBJ) (page 21) Major Objectives North & to Priorities the Future Assure Reliable Basic Services Control Impacts of Disposal Increase Waste Reduction, Reuse, & Recycling Fairness, Equity in Sharing of Costs Consistency with Sustainability Principles Strengthen Role of CBJ Negotiate Disposal Contract Negotiate Collection Contract Secure Land for Facility Promotion, Education, Outreach Regular Tonnage Reports Residential Automation Curbside Recycling Variable Residential Rates Commercial Recycling Process, Store Recyclables Construction / Demo Waste Disaster Debris Materials Exchange Mulching, Composting Drop off Center Leadership by CBJ Regular & Ongoing Coordination / Cooperation w / Partners
