3 1.0 INTRODUCTION Muswellbrook Coal Company (MCC) is a wholly owned subsidiary of the Idemitsu Kosan Company Ltd. Group. MCC has a long association with coal mining at Muswellbrook, with underground coal mining commencing in 1907 and open cut operations in The mine is located on Muscle Creek Road, approximately 3 kilometres to the north east of Muswellbrook. On September 1, 2003, Development Consent for DA 205/2002 was granted by Muswellbrook Shire Council (MSC) to extend the former MCC No.1 Open Cut. The No.1 Open Cut Extension commenced operations in March 2005 and has a capacity to produce up to 2,000,000 tonnes coal per annum. This approval has subsequently been modified to allow the relocation of the Mine Infrastructure Area (MIA) and to extend the mine life to Scope The Development Consent requires the preparation, approval and implementation of an Environmental Management Strategy (EMS) and subordinate Environmental Management Plans (EMP). One of these EMPs is the (WMP). Whilst this plan specifically addresses issues related to waste management, it should be read in conjunction with other EMP s. This WMP also aims to address other licence conditions that relate to MCC s waste management. This WMP has been prepared to the satisfaction of MSC. 1.2 Objectives The objectives of the WMP are as follows: Outline existing processes and procedures for the management of waste at MCC; Demonstrate compliance with the Protection of the Environment Operations Act (1997); Identify the waste material produced at the mine site; Outline programs to minimise the generation of waste on site; Outline the potential reuse and recycling avenues for waste produced at site; and Detail the disposal methods where reuse or recycling is not applicable. 4 2.0 STATUTORY REQUIREMENTS The WMP has been prepared to fulfil the requirements of Project Approval and Environmental Protection Licence conditions listed in Table 1, and relevant standards and guidelines. MCC hold an Environment Protection Licence issued by the Environment Protection Authority (EPA) under the Protection of the Environment Operations Act 1997 (POEO). The Licence contains conditions that specifically relate to waste management. Table 1: Statutory Requirements Approval/ Licence Condition Section Condition No. Development Consent Requirement 5.1 (a) The Applicant shall construct and manage the overburden emplacements to the approval of the DMR. Refer Mining Operations Plan 5.1 (b) The Applicant shall undertake measures, as far as practical, to prevent spontaneous combustion from occurring on the site, in accordance with the Spontaneous Combustion Management Plan required under Condition (c) The Applicant must not cause, permit or allow any waste generated outside the premises to be received at the premises for storage, treatment, processing, reprocessing or disposal or any waste generated at the premises to be disposed of at the premises, except as expressly permitted by a licence under the Protection of the Environment Operations Act This condition only applies to the storage, treatment, processing, reprocessing or disposal of waste at the premises if it requires an environment protection licence under the Protection of the Environment Operations Act (d) (i) The Applicant shall reuse, recycle or dispose of all waste (including but not limited to solid waste, liquid waste and putrescible matter) from the site to the satisfaction of MSC or EPA, as relevant. 5.1 (d) (ii) The Applicant shall dispose of all solid waste and putrescible matter from the sites to the satisfaction of MSC or EPA, as relevant. 5.1 (d) (iii) The Applicant shall dispose of all treated sewage to the satisfaction of MSC and in accordance with the EPA Licence. 5.1 (e) Prior to the commencement of operations the Applicant shall prepare a for the DA area to the satisfaction of the MSC. 5 Approval/ Licence Condition Section Condition No. 5.1 (e) (i) details of measures to facilitate waste management on site; (e) (ii) details of compliance with the Applicant s obligations under the Protection of the Environment Operations Act (1997); (e) (iii) identification of all types and quantities of waste materials produced at the mine site during construction, commissioning and operation of the Project; (e) (iv) programs aimed at minimising production of waste at the mine site through the implementation of operational and management measures; (e) (v) details of the potential reuse and recycling avenues for waste materials produced at the mine site, including collection and handling procedure; (e) (vi) details of appropriate disposal routes in the event that reuse and recycling avenues are not available or are not practicable; and (e) (vii) programs for involving and encouraging employees and contractors to minimise waste production at the mine site and reuse/ recycling where appropriate. 3.3, 3.4 Environmental Protection Licence Requirement O1.1 Licensed activities must be carried out in a competent manner. This includes: a) the processing, handling, movement and storage of materials and substances used to carry out the activity; 3.0, 4.0 and b) the treatment, storage, processing, reprocessing, transport and disposal of waste generated by the activity. Government Department Name Changes: DMR is now known as Division of Resources and Energy (DRE). The acronym DRE will be used throughout this management plan. Version 3 December 2015 Page 3
6 3.0 WASTE MANAGEMENT STRATEGIES 3.1 Classification of Waste According to the EPA's Environmental Guidelines for the Assessment, Classification of Liquid and Non liquid Wastes, wastes can be classified into three distinct categories: Non liquid; Liquid; and Gaseous. 3.2 Identification and Management of Waste Materials The types of waste streams, the disposal of these waste streams and the average amount of waste material generated annually for operations conducted at MCC is shown in Table 2. The quantities are based on values for 2014/2015. Table 2: Identification and Classification of Waste Streams Waste Stream Disposal Estimated Quantity/Year Batteries Will be removed from site for appropriate 6 tonnes disposal or recycling. Scrap Metal Scrap metals is removed from site for 50 tonnes recycling. Waste Oil Waste oils are removed from site for recycling. 100 tonnes Oily Rags Oily rags are placed into a dedicated 0.5 tonnes receptacle and removed off site for disposal. Oily Water Oily water is removed from site for treatment. 50 tonnes Hydraulic Hoses Hydraulic hoses are removed from site for 1.5 tonnes recycling. Oil Filters Oil filters are removed from site for recycling. 7 tonnes Tyres Where practicable, tyres will be used as road boundary markers, base supports for mounted towers, and other for other purposes. Otherwise, tyres will be buried in the overburden dumps. Comingled Comingled recyclables are removed from site 5 tonnes Recycled for recycling Sewerage Effluent is collected in a septic tank and taken 1300 tonnes off site for treatment. Putrescible and Collected in general waste bins for disposal to 45 tonnes other solid waste appropriate off site landfill. Timber Timber is removed from site for reuse and recycling. 9 tonnes 3.3 Site Waste Management The following actions or strategies will be implemented to minimise the generation of waste on site: All personnel working at the mine site are to be inducted. The induction program is to include waste management practices to be used on the site; and Version 3 December 2015 Page 4
7 All waste areas are to be identified as waste storage areas. 3.4 Waste Minimisation The following methods are adopted to minimise waste production: Specifications of construction material quantities are as accurate as possible to avoid the over ordering of materials and potential wastage; The ordering of stock during the operation of the mine is regularly reviewed for efficient stock control and to avoid wastage; and Ongoing education with the workforce on waste management. 4.0 WASTE MANAGEMENT PRACTICES The practices currently employed by MCC for the treatment of sewage, the management and storage of oils and greases and the disposal of solid waste are discussed below. 4.1 Sewage Treatment/Disposal Wastewater from the bathhouse, office and workshop is collected by the on site sewage holding tank system. The collected wastewater is pumped out at regular intervals into tanker trucks for transport to an approved sewage treatment works for treatment and disposal. 4.2 Waste Putrescible waste is collected by a licenced contractor and disposed off site at an approved waste management facility. 4.3 Oil and Grease Containment and Disposal A silt trap and oil/water separator is located at the hardstand washdown bay. A licenced waste contractor removes the waste oil and oily water, as required, for reprocessing and disposal off site. 4.4 Recycling Material that is suitable for recycling is collected and segregated. Waste materials such as batteries, oil containers and oily rags are stored in the appropriate locations prior to transportation. Recycling of suitable materials includes office paper, metal and oil. Paper is placed into an appropriate collection bin and is collected by a recycling contractor on a regular basis. Oil is stored in an appropriate receptacle, and is removed from site by a licensed tanker for recycling. Scrap metal is placed into large skip bins, which is collected by a metal recycler as required. Version 3 December 2015 Page 5
8 4.5 Reuse and Waste Materials Opportunities for the re use of materials on site will be evaluated on a continuing basis. 4.6 Disposal Disposal is viewed as the last option in the management of waste, if avoidance, re use or recycling is not practical. The following systems have been implemented in regard to waste disposal; Batteries are removed from site; Only transporters that are licensed are contracted to remove waste from the site; In accordance with standard industry practice, waste vehicle tyres used in the mining process are buried on site within the overburden dumps if they cannot be reused or recycled; and Waste materials, which cannot be either re used or recycled, are sent to a licensed landfill that accepts that category of waste. 4.7 Transportation, Disposal and Record Keeping Inevitably not all waste produced on the mine site can be re used or recycled. Therefore, waste that is not re used or recycled is transported by a licenced contractor for disposal at an approved waste facility. Recyclable material such as hydrocarbons and scrap metal are stored in retrieval areas at MCC until they are collected. Information relating to the tracking of waste for disposal or recycling is recorded. 5.0 COMPLAINT MANAGEMENT Complaints by the community regarding waste management can be directed to the 24 hour toll free telephone Environmental Contact Line Complaints shall be recorded and responded to in accordance with the MSC Complaints Mechanism. 6.0 EXTERNAL REPORTING Within 2 weeks of approval of this WMP, a copy will be made available to the Community Consultative Committee (CCC), relevant agencies and for public viewing via the MCC website. The performance of MCC s WMP will be reported through the Annual Environmental Management Report (AEMR). 7.0 ENVIRONMENTAL AUDITS In accordance with the Project Approval, every three years MCC will fund an Independent Environmental Audit that will be performed by an independent third party that has been endorsed by MSC. The audit will include consultation with relevant agencies. Version 3 December 2015 Page 6
9 These Environmental Audits will assess the environmental performance of MCC and compliance against the predictions in the EIS, conditions of the Project Approval, mining leases and EPL, and review the adequacy of strategies, plans and/or programs and recommend measures or actions to improve the environmental performance of MCC. 8.0 REVIEW OF MANAGEMENT PLAN The will be reviewed; Within 3 months of changes to Development Consent or licence conditions relating to waste management; Following an independent environmental audit which recommends changes to the ; and Every five years, or as directed by MSC, in accordance with Condition 3.2(f) of the Development Consent Conditions. 9.0 RESPONSIBILITES Table 3 outlines the responsibilities relating to the WMP.
