Community Development (Janet Hyde, Manager) Planning and Zoning: Interviewing of applicants for Licensing and Permitting position. 5 Financial Administration (Sarah Hefty, Chief Financial Officer) Administration: Attended the kick-off meeting with Raftelis for the utility rate study. Attended the GDOT discussion about utility relocations for the North Loop project. Attended two meetings regarding insurance renewals for the upcoming year. Completed June bank reconciliations. Verified and processed payroll. Accounts Receivable: Three invoices were issued for a total of $2,474. Two payments were received for a total of $6,347. As of July 14 th, the total of outstanding invoices due to the City was $8,797. Continued class for Internal Controls through the Carl Vinson Institute. Purchasing: For the week ending July 14 th, staff processed 95 purchase orders. Worked with Best Buy to reorder a computer after the initial order was cancelled. Accounts Payable: For the week ending July 14 th, staff processed 109 checks for a total of $152,999. Customer Service: For the week ending July 14 th, the customer service staff receipted a total of $191,021. Of that total, $143,541 was for utility payments and $16,402 was for alcoholic beverage excise tax. The remainder was for reconnects, inspections, licenses and other miscellaneous receipts. 7 Air release valves and pressure gauges were installed on the Cowan pump station discharge line. Wastewater Treatment Plants: The West and North Plants were in compliance with the National Pollutant Discharge Elimination System (NPDES) requirements. Serviced the West Plant effluent pumps and McCurdy Road, Florence Circle, Brandywine, Ashley Place, Turano Bakery, Weatherstone, Bivins, Reid Plantation, River Trace, Waterford, Three West, Luther s Mill, Edge Road, Ashbury and Old Town Village lift stations. The new aerator motor will be installed this week. The #1 effluent pump has been pulled and sent for evaluation. Also obtaining costs on purchasing and installing a #3 effluent pump. Distribution: Installed five water pressure gauges at Lake Cowen. Completed a sewer line inspection at Summergate Subdivision. Repaired a service leak at 330 Walker Street. Restocked all the new inventory in bins. Completed two sewer line inspections at Summergate and Brookhaven Subdivision. Applied gravel on the easement going to Lake Cowen. Dug up a six-inch (6 ) line and inspected for an obstruction at Lake Cowen. Removed brush from the sewer line on Cannon Street to locate a manhole. Repaired a six-inch (6 ) water main on Overlook Drive. Checked a water leak at 271 Berkley Drive. Searched for a sewer line at 420 North Dogwood Street. Cleaned and organized all the service trucks. Completed a sewer blow out at Newport Drive in River Trace Subdivision. The Locate crew member processed 53 locates. Meter Reader: o Connected Water Service 48 o Disconnected Water Service 13 o Customer Courtesy Calls 1 o Installed New Meters 1 o Leak Checks 3 o Delinquent Reconnects 2 Streets and Solid Waste: Completed all vehicle morning daily maintenance inspections. Attended the weekly update meeting. The junk chipping crews completed all daily routes. Completed the greasing and daily maintenance of the equipment. Cleaned equipment and some of the vehicles that are used daily. Removed dead animals from the streets and hauled them to the dump. Used the spray truck along guardrails, sign poles, and other obstacles that we have to mow around. Used the weed trimmers on grass where the mowers couldn t get to. Called the Georgia Department of Transportation about signs that were down. Removed material from dump sites along the city streets. Flagged traffic. Removed dead fallen limbs that were hanging over the streets and that had blown into the roads. Villa Rica City Manager s Weekly Report Page 7

8 Came in to repair a knocked down stop sign. Reinstalled and straightened several city regulatory signs and poles that had been damaged at different locations. Filled in along the shoulder of roads where traffic is running off the road causing ruts. Used the grapple truck for debris removal. Continued with the sign reflectivity program. Took down the American flags that were put up along Highway 78 for the 4 th of July holiday. Continued working on the yearly inventory of subdivisions within the city limits and updating files. Coordinated with the Recreation Department on a couple of projects. Coordinated with the Stormwater Department on a couple of drainage projects. Repaired a cut out area within the road with asphalt patch, and patched a couple of small potholes. Repaired a section of sidewalk that had expanded / risen from the heat. Striped the newly installed speed hump. Used the sidearm mower on numerous sections of roads where overgrowth was causing poor line of sight and visibility for the traveling public. Removed several limbs that were broken and hanging in trees above roads. Removed built up debris along the shoulder at the end of road where it was not letting stormwater runoff out of the road. Also cleared overgrowth. Met with a homeowner about an upcoming project. The manager is scheduling interviews for four open positions. Vehicle and Building Maintenance and Inmate Work Detail Crews: Serviced or repaired 13 vehicles. The Douglas County inmate crew emptied all trash cans every other morning and will continue to do so from now on. The gate at the waste water treatment plant has been repaired. Repaired the backdoor to City Hall and also mounted a dry erase board for an employee. The Carroll County inmate crew picked up trash and cut grass on the Carroll County side of Villa Rica. The Douglas County inmate crew picked up trash and mowed on the Douglas County side of Villa Rica. Stormwater/Watershed Management: The Best Management Practices continue to be implemented as outlined in the Watershed Protection Plan (WPP) and Stormwater Management Plan (SWMP) to meet the Federal and State guidelines of both permits. Continuing to coordinate and work with the Street Department on drainage issues and right-of-way problems. Met and coordinated with a concrete contractor on removing and re-pouring several busted drainage manhole lids on top of catch basins. There are four manhole lids that were re-poured: The Villa Rica Elementary school sidewalk drain, the double- winged manhole lid across from 1038 Overlook Drive, the double-winged manhole lid on Leggett Drive and the double-winged manhole lid on Firethorn Augusta Woods Drive. Handled several complaints from residents about drainage concerns because of the above average rain events during this month thus far. Most of the issues are located on private property outside of the city right-of-ways. Continuing to inspect all the outfalls in sector four of the city as outlined in the stormwater management plan. There are twenty outfalls that have to be inspected for illicit discharges. In addition, the outfall screening forms developed by the State Environmental Protection Division has to be filled out and properly filed for submittal in the annual report at the end of the year. 9 Continuing to inspect storm water structures inside sector four of the city that are identified as the city s responsibility for maintenance and upkeep. As outlined in the stormwater management plan, the city was divided up into five sectors where as all structures in the entire city would be inspected and inventoried in a five-year span. Continuing to complete general maintenance to various drainage structures that are located inside of the city right-of-ways. Trash and other noted items are removed from the structures as needed. Parks, Recreation & Leisure Services (Vicki Coleman, Director) Administration: Staff conducted a meeting with GDOT to discuss Fullerville Trail segment and potential pedestrian crossing alternatives, as well as, utility relocation along at the North Loop Bypass. The staff will coordinate an application for utility aid for assistance with the utility relocate costs. Facility Rentals: o Powell Park 3 rentals o V-Plex 1 rental o Senior Dining room Soccer Referee Class 1 rental o The Mill Friday, Reel@ The Mill / Saturday, Car Show A total of 103 participants have registered this week for various activities Athletics Division: Football/ fall baseball and softball/ soccer registration is underway and will end July 28 th Football coaches meeting is Sunday July 23 rd at 5:00 pm Football camp starts July 24 th at 6:30 pm Fall baseball/ softball skill evaluations start the week of July 24 th Library: Weekly Patrons: 1,944 Monday, July 10 o Computer Class at 4:30 pm with (6) in attendance o Family Lego Game day 12:00 pm-2:00 pm o Staff & Volunteer Customer Service Training with Justin Nobles from West Georgia Regional Library System 2pm 4pm in conference room Tuesday, July 11 o Mirror Lake Academy class special program Lego and Game Day 11:00 am 2:00 pm o STEAM program for Teen with Annie from West Georgia Regional Library System at 4pm o American Business Women s Association meeting and training on Mail Chimp, marketing and social media in the conference room 11:00 am-1:00 pm. Wednesday, July 12 o STEAM Engine in Kids Spot at 11am Kids program based on technology and science helping kids to incorporate technology in science in a creative environment. o Tanner Health & Wellness class held in the Tanner Room from 10am 12pm o Homeschool Group training and teaching math & reading, a six week program. This class allows you to discover your family history and start your family tree accessing billions of genealogy records including Census, SSDI & Military records using online resources GCI delivered shelving for Kids Spot from the temporary storage in Villa Rica. o Interview student under University of West Georgia Students Work Study Program to fill in as a Library Assistant during the semester. o Carroll County Library Board meeting at Neva Lomason in Carrollton at 5:15 pm. Parents were given the opportunity to reserve their child s spot by pre-paying a $25 non-refundable deposit for each week they attend. 11 theme was Wild Things. On Thursday, campers ages 6 through 8 attended Flowers Baking. We also attend Jessie Davis Pool in Douglasville.
