Wastewater Flow Projections SUBJECT: Wastewater Flow Projections 2012 FILE: /1.2 Introduction The City of Hollywood (City) Department of Public Utilities has requested Hazen and Sawyer, P.C. to update the wastewater flow projections presented in the City s 2007 Wastewater Master Plan. Wastewater flow projections were based on the updated water demand projections summarized in the Technical Memorandum City of Hollywood Population and Water Demand Projections for LEC Plan Update Revised October, 2012, prepared by ARCADIS/Malcolm Pirnie (Malcolm Pirnie). Service Area The City owns and operates the Southern Regional Wastewater Treatment Plant (SRWWTP). Additionally, the City owns and maintains an extensive network of wastewater pipelines, pump stations and force mains that collect and transport wastewater from various sources to the SRWWTP for treatment and disposal. Wastewater transported to the plant for treatment and disposal includes flows from retail customers within the City limits and from six Large Users, including: Broward County City of Dania Beach City of Hallandale Beach City of Miramar Town of Pembroke Park City of Pembroke Pines In addition to these large users, the Town of Davie and the City of Cooper City both transport secondary treated effluent from their respective treatment facilities directly to the SRWWTP effluent pump station for disposal. 2 Memorandum December 12, 2012 The City s retail customers include businesses and households from which wastewater is collected and transported through the wastewater sub-basins to the SRWWTP. Almost all of these customers are located within the Hollywood city limits. In 2004, it was determined that about 54 percent of the City s water customers receive wastewater services from the City. The rest rely on septic systems for wastewater treatment and disposal. Wastewater Flow Projections Updated SRWWTP wastewater flow projections from retail customers located within the City s service area for 2015, 2020, 2025 and 2030 are provided. Wastewater flow projections for each of the Large User were provided by their respective Planning Departments. Similar to the 2007 Wastewater Master Plan, flow data from the year 2004 was considered the baseline to represent typical flow conditions. The year 2004 was chosen because the City had audited the 2004 individual customer water use data and each customer was geo-coded to enable Traffic Analysis Zone (TAZ) and sewer sub-basin overlays, thus providing the best available information for wastewater flow evaluation. Based on available 2004 total retail water use and the water used by the City s retail wastewater customers, it was determined that approximately 75 percent of the City s total water use (16.13 mgd) can be attributed to retail (residential and commercial) wastewater customers (12.12 mgd). Using this percentage and the projected retail finished water demand projections provided by Malcolm Pirnie, the water use consumption for the retail wastewater customers was calculated, as presented in Table 1. The description of the methods used to obtain finished water demand projections are provided in the attached Technical Memorandum prepared by Malcolm Pirnie (see Appendix). This factor converts the amount of water used into the amount of wastewater that enters the City s wastewater system. Based on 2004 wastewater flows and total 2004 water use a generation Page 2 of Wastewater Flow Projections 2012

It should be noted that development of this ratio includes identified wastewater customers who are not water customers, missing wastewater customers located through visual inspection of land use and GIS maps, and private lift stations located outside of wastewater sub-basins. Table 2 presents a summary of the projected wastewater flows from the City s retail wastewater customers. The total wastewater flow from the City s retail customers is projected to be mgd in 2015 and is projected to grow to mgd in Table 2 City of Hollywood Average Daily Wastewater Flows Retail Wastewater Customers 2015 through 2030 Year Wastewater Flows (mgd) Based on flow projections submitted by the Large Users, wastewater flows for the years 2015, 2020, 2025 and 2030 were interpolated, as presented in Table 3. Wastewater flows of the Large User were added to the flows estimated in Table 2 to determine SRWWTP flows for each respective year. It should be noted that City of Hollywood retail wastewater flows in 2011 and 2012 have varied widely from 15.5 mgd in fiscal year 2011 to 19.5 mgd for fiscal year The corresponding SRWWTP flows were 35.2 mgd and 40.3 mgd in fiscal year 2011 and 2012, respectively. It is noted that fiscal year 2012 Hollywood retail wastewater flows are comparable to those projected for 2015 through 2020 based on the approach presented herein. Various economic factors, resulting from changes in land use and/or populations, occurring county-wide are likely responsible for the reduced flows. In the future, any significant changes in these factors could likely result in greater or less wastewater flows to the SRWWTP. It is recommended that SRWWTP wastewater flows be monitored over time and that if significant Page 3 of Wastewater Flow Projections 2012

As part of this effort, SFWMD has estimated preliminary population and finished water demand estimates for the City of Hollywood (City) water service area based on the 2010 U.S. Census (2010 Census) and the University of Florida s Bureau of Economic and Business Research (BEBR) population projections. The SFWMD requested the City to review the projections estimated by the SFWMD for use in the 2012 LEC Plan. In order to review and validate the SFWMD s preliminary estimates of the City s population and finished water demand projections, the City s Department of Public Utilities (DPU) has requested ARCADIS/Malcolm Pirnie (Malcolm Pirnie) to update the City s 2006 Water Master Plan population and water demand projections based on the recent 2010 U.S. Census and BEBR population projections. Malcolm Pirnie prepared this technical memorandum to respond to the identified need of updating the projections within the timeline provided by the SFWMD. Introduction The City of Hollywood, located in southeast Florida, covers approximately 29 square miles bound by the Atlantic Ocean to the east and surrounded by seven cities, one town, a Seminole reservation, and unincorporated areas. 8 Except for Port Everglades, the City of Hollywood jurisdiction is supplied with finished water produced at the City of Hollywood Water Treatment Plant (WTP). Port Everglades is supplied by the City of Fort Lauderdale Public Works Department. City s Water Service Area The City s WTP supplies a retail service area, extending over most of the City of Hollywood jurisdiction, and a wholesale service area, covering Broward County Water and Wastewater Services (BCWWS) Districts 3A, 3B, and 3C. In 2010, the WTP produced approximately 21 million gallons per day (mgd) of potable water, of which approximately 15 mgd served the retail service area, and approximately 6 mgd was sold to the wholesale service area. All three BCWWS districts are served under an interlocal resale water agreement by which Broward County purchases potable water from City s DPU for resale to its customers. BCWWS District 3A covers approximately eight square miles containing portions of the Dania Beach, Davie, and Fort Lauderdale, Fort Lauderdale-Hollywood International Airport, and unincorporated Broward County. BCWWS District 3B covers approximately four square miles containing West Park and Pembroke Park. BCWWS District 3C covers approximately two square miles containing portions of the Cities of Hollywood, Miramar, and Pembroke Pines. All three BCWWS districts fall mainly outside the City of Hollywood jurisdiction except for the 400 acre southwest corner of the City of Hollywood located south of Hollywood Boulevard and west of State Road 7, which is served by BCWWS District 3C (See Figure 1). Small areas in the City of Hollywood jurisdiction are served by BCWWS District 3A. Beyond the City of Hollywood jurisdiction, the City s DPU water retail area serves approximately 300 acres in the Town of Davie, 50 acres in the City of Dania Beach, and 100 acres in the Seminole reservation. These areas are billed as retail customers. It should be noted that the Seminole Hard Rock Hotel and Casino, located within the City of Hollywood Jurisdiction is served by the Town of Davie. Population Projections The 2010 Census data was used to estimate the current population of the City s water service area. The 2010 Census data for Broward County were released in April 2011 by the Broward County Environmental Protection and Growth Management Department (BCEPGMD). Block level Census data, which shows the 2010 population distribution for the entire county was obtained in GIS format. Because the City s water service area and Census block boundaries do not coincide with one another, several Census blocks fall partially within the City s water service area boundary. An area weighted methodology was used to estimate the population of the blocks that are totally or partially within the City s water service area boundary. Page: 3/9
9 Using GIS analysis techniques, a subset of the county-wide Census blocks data was created that contained all the blocks that are totally or partially within the City s water service area. Each block in the subset data was then visually analyzed against the City s water service area to determine the percentage of the block (by area) that falls within the City s water service area boundary. The Census block population was then multiplied by this percentage to determine the approximate population of the Census block that falls within the City s water service area boundary. Individual block population was then summed to determine City s total water service area population. Table 1 presents the 2010 population estimates of the City s retail and wholesale/large user (LU) service area based on the 2010 Census blocks data. The percentage of population growth for Broward County as estimated by the BEBR medium growth population projections was applied to the City s 2010 water service area population to estimate the City s water service area future population projections through the year Table 2 presents the BEBR medium growth projections for the entire county and the estimated percentage growth for every 5 years. Table 3 presents the City s water service area population projections that were estimated based on 2010 Census and BEBR medium growth population projections. Page: 4/9

11 Current Per-Capita Water Demand The per-capita water demand for the City s water service area was estimated according to the guidelines given by the SFWMD, which is the average per-capita daily use rate calculated for the last five years of record. The per-capita daily use rate is calculated by dividing the average daily water production by the permanent population served by the utility for the same period of time. Table 4 presents the summary of the finished water production and population of the City s water system over the past five years (2006 through 2010). The historical finished water production for the City s WTP was obtained from the WTP Monthly Operating Reports (MORs). Table 4 also includes the historical large user bulk sales to Broward County, which are subtracted from the total finished water production to obtain the City s retail water demands. The historical large user bulk sales were provided by City s staff. Table 4 presents separate as well as the composite per-capita water demands of the City s retail and the large user service area. Malcolm Pirnie allocated the historical population for 2006 using the estimates from the City s Water Master Plan (which are based on the 2000 Census numbers). The retail service area population numbers for 2007 through 2009 are an interpolation of the 2006 population (from the City s Water Master Plan) and the 2010 population that was estimated and presented in previous sections of this report. The wholesale service area population numbers for 2007 through 2009 are an interpolation of the 2005 population (from the City s Water Master Plan) and the 2010 population that was estimated in this report. As indicated in Table 4, the City s retail average per-capita daily demand is 113 gallons per-capita per day (gpcd), the bulk sale large users average per-capita daily demand is 141 gpcd, and the City s composite (retail plus wholesale) average per-capita daily demand is 120 gpcd. Note that these per-capita demands are based on finished water production and therefore they implicitly include unaccounted water losses. Page: 6/9

13 Finished Water Demand Projections Projected finished water demands for the City s retail and wholesale service areas were estimated based on a per-capita coefficient approach. The daily per-capita water demands estimated in Table 4 were assumed to be constant through The finished water demand projections through 2030 were estimated as the product of the population projections and the average daily per-capita water demands. Table 5 presents the finished water demand projections of the City s retail and wholesale service areas. A copy of the presentation and the estimates provided by the SFWMD to the City are included in Appendix A of this report. Table 6 shows that the average day finished water demand projections of the City estimated by the two sources differ, the SFWMD s values are 7.1 percent lower for 2020, and 10.3 percent lower for The methodology used by the SFWMD to estimate these projections is not known to Malcolm Pirnie. However, it is recommended that the SFWMD use the forecasts estimated in Table 5 above for the 2012 LEC plan update. Page: 8/9
