22 Utah Pipeline Association October 2010 Chevron Pipe Line Company We are committed to operating and maintaining our pipeline systems in a safe and environmentally sound manner. Safety is always a top priority in any activity undertaken by our company. Chevron Pipe Line Company (CPL), headquartered in Houston, Texas, is an indirect wholly owned subsidiary of Chevron Corporation (Chevron). Chevron Pipe Line Company operates on its own behalf and for its affiliated companies, pipeline assets that transport crude oil, refined petroleum products, liquefied petroleum gas, natural gas and chemicals within the United States. Volumes in the company's network of approximately 10,800 miles of pipe reach nearly 2.2 million barrels and 1.4 billion cubic feet (Bcf) of natural gas on a daily basis. Chevron Pipe Line Company moves additional volumes through joint ventures with other companies. 25 The Nephi City Gas system is owned and operated by Nephi City. The system was established in Nephi City Gas Department supplies natural gas to the residents within the incorporated areas of Nephi City, as well as residents in the unincorporated areas of eastern Juab County. Nephi City takes delivery of its gas from Questar pipeline at the Payson Gate Station located up Payson Canyon. The gas is then transported on a main line operated by Nephi City. This main line passes thru the communities of Payson, Spring Lake, Santaquin, Mona, Nephi, and terminating at Levan. The Main line also provides gas to the Town of Mona and the City of Levan. The Nephi City Gas Department currently serves 1973 meters and provides approximately 300,000 Decatherms of natural gas to its customers annually. 27 Safety First Eagle Mountain City s Gas Department is committed to safe operating practices. Part of that commitment includes informing the public about how to recognize and respond to a gas emergency. This manual contains important information about pipeline safety and damage prevention. Location of Pipelines Pipeline markers are placed to indicate the approximate location of high pressure natural gas pipelines. Gas pipelines are buried in roadways and along rights-of-way acquired by Eagle Mountain City. Pipeline markers have the city s name and emergency phone number and are usually found near roads, fences, and other utility line crossings. Conversely, most Eagle Mountain City natural gas distribution lines are not marked, except for temporary markings in some cases. These distribution lines are buried underground with service laterals and meters installed for commercial and residential customers. Images of the pipeline markers used by Eagle Mountain City are shown below: Call Before You Dig Before you excavate or do other construction, always call first to have your gas lines located. A national Call Before You Dig number, 811, has been established to help protect the public from accidentally hitting underground utility lines. Call 811 at least two days in advance of excavating and you will automatically be transferred to a local call center. You will be provided with free information on the location of buried lines or utilities. The direct number for the Utah call center is
28 Natural Gas Facts Eagle Mountain City s natural gas department would like the public to be aware of the following facts about natural gas: Natual Gas is non-toxic. Natural Gas is colorless When natural gas is ignited, it burns with a clean, blue flame. It is one of the cleanest burning fuels. Natural Gas is lighter than air If natural gas escapes, it dissipates rapidly. Natural Gas contributes to a cleaner environment As the cleanest burning fossil fuel available, it helps improve air and water quality by producing virtually no harmful pollutants when burned. Natural Gas has narrow combustion limits Typical natural gas is flammable in 4 to 14 percent natural gas in air mixture. In a confined space, a 4 to 14 percent mixture can be explosive. Eagle Mountain City uses both coated steel and plastic natural gas pipelines. The steel pipelines may have pressures from 35 pounds per square inch to 1,200 pounds per square inch and can be up to 8 inches in diameter. Plastic pipelines may have pressures up to 45 pounds per square inch and can be up to 8 inches in diameter. Plastic lines may have a coated copper wire running parallel to the natural gas line. The wire is to aid in locating. Pipeline Rights-of-Way Parcels of land in which pipelines are installed are known as rights-of-way. Encroachments on Eagle Mountain City s rights-of-way can provide obstacles to our inspections, maintenance, or replacement of our facilities, and can affect our ability to respond to an emergency increasing public safety risks. The area on either side of a pipeline within a right-of-way should be clear of fences, shrubs, trees, other structures, or anything that would impede us from accessing our pipelines. If you have questions about rights-of-way, please call Earthquake Safety Measures Although modern natural gas pipelines have shown that they are very resistant to earthquake related damage, it is important to be prepared in the event of an earthquake. A common type of damage during an earthquake are broken gas or water lines from an unsecured water heater. It is important to secure your water heater to the floor or wall to prevent it from moving or falling over during an earthquake. In the event of an earthquake, one does not need to automatically turn off your gas at the meter. If any of the following conditions exist, you should turn off your gas at the meter following an earthquake: (1) if there is structural damage to your home; (2) if you smell natural gas; (3) if there is a fire; or (4) if you hear gas leaking. NEVER SHUT OFF THE GAS IF DOING SO PUTS YOU IN DANGER. The meter shut-off valve is located next to the meter. Use a wrench to turn the valve a quarter turn in either direction to the off position (so it is horizontal, like a minus sign). If you do have to turn off your meter following an earthquake, do not attempt to turn it back on by yourself. This should only be done by a qualified professional. It is important to be prepared generally in the event of an earthquake, including having at least a 72 hour supply of water for each family member, flashlights with extra batteries, food, a first aid kit, a radio, and a family emergency plan that has been communicated to each family member.
