REQUESTED SOLID WASTE FUNDS: $200,000. The grant request is to purchase equipment to increase diversion of waste materials which are problematic or difficult to handle at the BMR and for use in Denton s upcoming Landfill Mining Operations. To achieve greater efficiencies and materials reduction in processing mattresses, various bulky items, yard trimmings, C&D materials and materials recovered from the landfill mining operations, only two of the pieces of equipment will be purchased with the requested grant: a slow-speed shredder and a high-speed grinder. PROJECT IMPACT: Please write a brief description on how the geographic area of the proposed project will be affected; how the project will advance the goals of the Planning for Sustainable Materials Management in North Central Texas regional plan; demonstrating regional models; transferability; etc. Both pieces of equipment requested for grant funding will allow staff to increase the regions recycling rate and divert mattresses, various bulky items, yard trimmings and C&D materials from being buried in the landfill. There are many retailers in the City of Denton and surrounding communities that sell mattresses and various bulky items including couches, tables, chairs, washers and dryers. Many of these businesses are LEED certified, requiring them to meet certain recycling criteria. This project will help these companies to meet their recycling and diversion goals. Each day different communities, counties and public/private businesses bring their residential and commercial waste streams to our facility. Once this material is processed using both pieces of equipment the metal will be recycled at the local market, wood will be used for fuel and compost feedstock and the cotton fibers will be used as bioreactor feedstock. PROJECT GOALS: Please write a brief description of the goals of the proposed project. This project will focus on educating the local community, businesses and the region on how to recycle this problematic and difficult waste stream. Both pieces of equipment listed above will be an integral part of a ongoing materials processing operation that is part of the operations of our facility. 7 Detailed Project Description: Detailed Project Description: The Solid Waste & Recycling Department (SWRD) diverts yard trimmings through residential curbside recycling and citizen drop off sites. Onsite composting operation annually diverts approximately 35,500 tons of green waste and sludge. The Building Materials Recovery (BMR) operation at the City s landfill receives approximately 65,000 tons annually. Roll-off trucks transport C&D materials to the BMR sorting facility where material is manually separated by staff into roll-off containers. Materials diverted from the landfill include wooden pallets, concrete, asphalt, processed lumber, metals, electronics and cardboard. The grant request is to purchase equipment to increase diversion of waste materials which are problematic or difficult to handle at the BMR and for use in Denton s upcoming Landfill Mining Operations. To achieve greater efficiencies and materials reduction in processing mattresses, various bulky items, yard trimmings, C&D materials and materials recovered from the landfill mining operations, only two pieces of equipment will be purchased: a slow-speed shredder and a high-speed grinder. Shredder: The SWRD continuously strives to increase materials recovery and waste diversion in all operations. Denton County has experienced substantial growth in the last several years contributing to an increase in the amount of tires, mattresses, bulky items and other problematic wastes. Contributors to this waste stream include the upcoming landfill mining operations, residential, commercial, and C&D material. The shredder breaks these items down into a size that can be recycled or processed further using the grinder. This shredder will allow both the BMR and landfill mining operation to process and divert items that are currently being buried in the landfill. Once the shredder is purchased, the BMR operation will begin manually sorting these items from the various waste streams for processing. The landfill mining operation will excavate and process an old landfill site, recycling the commodities and reclaiming the airspace. A large amount of tires, mattresses and bulky items are projected to be recovered. Both operations will stockpile these materials in a storage area for daily processing. The shredder will reduce the size of these items. Further processing through the grinder will reduce the size for a more efficient extraction of commodities. Recyclable materials that will be recovered include tires, mattress interior metal springs, cotton fibers and wood. The metal will be recycled, and cotton fibers will be used for bio-reactor feedstock. Wood will be further processed with the grinder to a 4 minus material and used for compost and mulching. Grinder: The grinder will process yard trimmings, lumber and various C&D material collected through the BMR and landfill mining operations. The BMR operation serves as the processor to customers who elect not to source separate C&D materials at their construction and/or demolition site. The landfill mining operation will produce a large amount of wood that will need to be ground into a 4 minus material. Additionally, tires, yard trimmings, and clean wood materials will be salvaged from containers and trucks entering Denton s landfill from a multi-county service area for disposal by private citizens, private and public haulers. This processed material will be used in various applications such as: erosion control materials, mulch product production, fuel feedstock and composting feedstock. Materials that are collected from both the BMR and landfill mining operation will be stockpiled and processed daily using the grinder. The SWRD will fund the non-grant funded portion of the costs to purchase and shredder and grinder. Description of how your project meets or supports the regional goal(s) and objectives: Both pieces of equipment will allow staff to increase the regions recycling rate and divert mattresses, various bulky items, yard trimmings and C&D materials from being buried in the landfill. This project strongly encourages public and private sector partnership, and will focus on keeping these items out of the landfill and to reduce illegal dumping. Feasibility and Implementation: (40 points for Local Government Projects; 30 points for Regional Collaborative Projects) We are implementing stages of waste diversion of mattresses, yard trimmings, lumber and various bulky items from local and regional sources. Staff has established dedicated accounts to purchase both the shredder and grinder. This project is scheduled to begin operations in June It is projected the mining of initial landfill cell will take 7-9 years to complete. When mining is complete the operation will move to cell 1 which is a subtitle D landfill. This will be an ongoing project that will follow behind the landfill disposal operations by many years. The City received two grants for support equipment including multiple roll-off containers (2008 NCTCOG grant), and a screener for our BMR operation (2010 NCTCOG grant). The requested grant funds are important to the financial success of diverting the items listed

8 above. Each piece of equipment will cost approximately $570,000. This grant represents an important part of the total amount that the City has committed to spend on these two pieces of equipment. Addressing Needs and Demonstrating Results: (45 points for Local Government Projects; 35 points for Regional Collaborative Projects) Approximately 800 tons of waste are received at our facility per day. Staff will work with surrounding counties to develop inter-local agreements and businesses for recycling mattresses and various bulky items. Some of these businesses include Goodwill, Salvation Army and retailers that sell various bulky items. These items are currently not recycled and are hauled to and buried at the landfill consuming airspace. The City's recycling program will focus on educating local businesses, college students and citizens on how these items can be diverted from being buried in the landfill. When the mining operations start in 2016, the shredder and grinder will represent 2 of the pieces of mining equipment that will be used to process mattresses and various bulky items. Staff will submit quarterly reports to the NCTCOG on diversion rates of each piece. The City will keep spreadsheets showing volumes processed through both the shredder and grinder. Presentations will be prepared to update the community and various organizations including the NCTCOG, SWANA and the TCEQ on the project s success. Regional Advancement of Materials Management: (15 points for Local Government Projects; 10 points for Regional Collaborative Projects) On Jan 1, 2015, the U.S. population was approximately 320 million people disposing 23 million tons of yard trimmings each year and million mattresses according to U.S. Census Bureau, Green Living Tips and the EPA. The City of Denton is a fast growing community situated north of the Dallas/Ft Worth metroplex with a population of approximately 125,000. Construction permits for new single and multi-family residential developments and commercial enterprises are being issued daily, which reflects continued growth within the city limits and the city s extra-territorial jurisdictional boundaries. The City has adopted a Preferred Growth Concept that encourages a shift to mixed-use development that will allow residents to walk to work or neighborhood shopping centers, thereby decreasing greenhouse gases. Denton s population includes approximately 51,000 college students from The University of North Texas and Texas Woman s University. Twice a year college students move in and out of dorms and apartments leaving behind mattresses and bulky items that are collected by City crews. This currently makes up a large portion of the waste that enters our facility and is consuming valuable air space and is problematic or difficult to handle. Staff has developed educational programs to reach out to these individuals to educate them on how these items can be recycled at our facility. These programs include tours of the landfill, BMR, and the upcoming mining operation, allowing school children, college students, citizens and businesses to see all the resource recovery operations at our facility. Materials will be diverted from the, mining operation, BMR operation and the landfill disposal operation once both pieces of equipment are purchased. The landfill mining site will begin on the west side of a pre-subtitle D landfill cell, 1590, which had an intermediate cover placed on it in the late 90s. The equipment staging area will be located on top of this cell and is currently under construction. It will stage pieces of equipment to be used alongside the shredder and grinder for processing mattresses, yard trimmings, lumber and various bulky items. We project the mining of 1590 will take 7-9 years to complete. Once this location is mined the operation will move to cell 1 which is a subtitle D landfill. This will allow the mining operation to be an ongoing operation that will lag behind the landfill disposal operations by many years. This will allow for adequate time for the extraction of methane for powering our onsite generators before the cell is mined for the commodities. The BMR site serves as both a citizen s drop off location and a C&D materials recovery site. This site will remain in operation for the life of the facility. Both the BMR and mining operation will demand high output and reliability from each piece of equipment involved in daily processing. Staff will include in the specifications on all pieces of equipment a 72 clock hour downtime limit. The shredder will be able to process approximately tons of C&D material in an hour. The grinder will be able to process approximately the same volume of material that has been size reduced by the shredder. Both pieces of equipment must be purchased together. The shredder and grinder work in unison in the mining processing line and the shredder is a size reduction piece of equipment that will feed the grinder. We project the total startup cost of the upcoming landfill mining operation to be between 3-4 million dollars. Staff demands each existing and future piece of equipment to operate at high efficiency levels with minimal breakdown. This grant will assist the City staff to help meet community and state recycling and waste diversion goals and assist the City of Denton to continually enhance the ability to handle hard to manage waste streams and possibly reduce the need for a new landfill location in the future.

Between June 15, 2016 and July 1, City staff has decided upon a bidder to forward to the Public Utilities Board and City Council for recommendation of award of the bid August/2016-September/ Proceed with purchasing the equipment. 1. Notification to the bidder/bidders of the Councils recommendation that they be awarded the bid, and that the Mobile Slow Speed Shredder and the Mobile High Speed Grinder. 1. September/ Notify the winning bidder/bidders, and schedule delivery and a receipt date of the Shredder and Grinder. 1. Provide payment to the bidder/bidders upon delivery and acceptance of the portable screen plant by the City of Denton. 1. November/ Complete the purchase order, receive the processing equipment, and provide payment to the successful bidder. 1. Submit quarterly status reports to the NCTCOG. 1.
