8 Case Study No. 2: The St Helena Tunnel Story - Background Upgraded highway was to follow existing highway: Class A style highway upgrade posted speed of 80 km 8% grades slope stability issues Very strong community division over the initial Bangalow to Ewingsdale route Truck noise concerns on St Helena hill Should RTA/ RMS review the alignment? 8

Tunnel breakthrough, January 2014 Higher standard & more consistent link between Ballina and Border. 11 Case Study No. 2: The St Helena Tunnel Story - Learnings Had a good baseline to compare to A cheaper option is not necessarily the better option but need to demonstrate legitimacy and support for the alternative Whole of life considered albeit further work required: Operational costs of tunnel Include full risks for both options Need to listen to the community: they have a good idea of public value for money their views can change over time engineering community had views 11

25 Case Study No. 6 : A Changing Design Standards Story Process & Outcome Use of New E7 Embankment Treatment on projects RMS SWTC has range of ground treatments but did not cover situation when you have dry and firm existing ground: reduces the need for other more expensive ground treatments reduces time and risk exposure with an open excavation in periods of wet weather reduces spoil handling and disposal risks Business case prepared for: Outlined advantages: Established measures to make sure performance requirements are met Established public value Tested & obtained support for change with key stakeholders within RMS Being Implemented on new Pacific Highway projects Requires RMS partners to do the right thing 25
