Northeast States Lead U.S. in Gas Efficiency Investments 9 Northeast states = $544 million investment in 2015 Equal to 39% of U.S. total of $1.4 billion NY State investments total $196 million, 2 nd highest in U.S. Source: ACEEE, 2016 State Energy Efficiency Scorecard, released Sept

Gas Customer Base in Region Continues to Grow Natural Gas = +1 million Heating Oil = -1.4 Million 8.

New York City Clean Heat Initiative NYC Clean Heat initiative encourages phasing out the use of #4 and #6 oil in city buildings (and #2 oil as well). Since 2011, Con Edison has converted more than 5,000 large city buildings to gas on its system. Con Edison has spent more than $360 million on gas infrastructure in connection with the conversion program since The utility plans to invest an additional $400 million during the next four years. Since 2011, National Grid has converted ~500 buildings from #6 and #4 oil to natural gas, and is in the process of converting 82 more with another 219 buildings still eligible for conversion, in its NYC footprint in Brooklyn, Queens, and Staten Island. 9.

Backbone of NY Power System Natural gas = 55% of current operating capacity and about 65% of proposed new generation capacity. Fast-starting natural gas-fired generation enables and supports increasing role for renewables on the grid. 10.

Projected Power Sector Additions by Fuel Type GENERATOR PROPOSALS IN THE ISO NEW ENGLAND QUEUE Percentage, Sept NEW YORK ISO SYSTEM, 2016 Proposed Power Projects by Fuel Type Megawatts 6,000 Wind, 40 Natural Gas, 53 5,000 4,000 3,000 Gas = approx. 65% Other, 7 2,000 1,000 0 Natural Gas Dual Fuel Wind Other PJM, 2015 Queued Capacity by Fuel Type, Percentage 11.

Constraints 16.

Comparative Advantage New York State, in its 2015 Energy Plan, observed: Projected prices reflect continued industry success in tapping the nation's extensive shale gas resources. With its nearness to the Marcellus Shale basin, New York should participate in prices lower than those experienced from 2000 through 2010 and more similar to those of the last few years. 20.

Proposed Projects in Region 21.

The Impacts of Delay Price volatility. Reliability. Environmental impacts backsliding. General economic impacts. Uncertain business environment. 22.

Conclusions Gas utilities in NY continue to see growth on systems and to plan infrastructure investments to meet that growth. Natural gas continues to be essential part of state s power system and will balance / enable increasing renewable additions. Additional pipeline infrastructure needed to meet NY s gas demand. 23.
