1 Terms of Reference Market Mapping and Value Chain Analysis for Recycling Schemes in Za atari Camp Za atari Camp Za atari is a refugee camp in Jordan, located 10 km east of Mafraq which is gradually evolving into a permanent settlement. It was first opened on July 28, 2012 to host Syrians fleeing the violence in the ongoing Syrian civil war that erupted in The current estimated population of Zaatari camp is 79,225 refugees. One out of five households is headed by women. The camp features market-like structures along the main street where goods like vegetables, basic household equipment and clothes can be purchased. Background of the project Since 2015, the Oxfam GB has been implementing a Recycling Pilot Project to improve livelihoods and create employment opportunities for Syrian Refugees living in Za atari Camp. Oxfam plans to expand and replicate the successful elements of the pilot project in all districts of Za atari Camp and possibly into the host communities. The objective of this project; To improve the livelihood of Syrian women and men living in Za atari camp through improvement of short term resilience, while increasing knowledge and practice of environmentally sustainable waste management. Expected results of the project are to have; Syrian men and women participating in Income Generation Activities (IGAs) improve their levels of income through the selling or repurposing into marketable goods of recyclable materials. Syrian men, women and children in 12 Za atari camp districts have improved knowledge of and practices associated with sustainable waste management, supporting the effective implementation of the IGAs Produce from community gardens and greenhouses in Za atari to provide a supplementary food source for participating households Approximately 750m3 of solid waste is removed from Za atari camp per week. Waste is generated and stored in the short term at household level, from where families periodically empty their household bins into public dumpsters spread throughout the district. Dumpsters are emptied at least once per day by a contractor managed by ACTED. In addition, teams of Solid Waste cleaners are present within the camp to collect any rubbish accumulating on streets or in public areas. Despite good system in place to manage solid waste, the sheer size and scale of the operation to remove solid waste requires resources which sometimes may be limited. The additional volume of waste generated by the camp also puts pressure on Za atari town s landfill site, which is filling at a greater rate than anticipated. The amount of waste produced also represents a significant waste of potential resources. Within the 750m3 of solid waste removed from the camp each week there is a significant amount of plastic, paper, metal and organic material which could be recycled where facilities exist. Oxfam has contributed to addressing some of the Solid Waste Management challenges through implementation of a Recycling Pilot in one district of Za atari Camp. This has contributed in reducing pressure on the contractor collecting waste, the local amenities and ensuring a more reliable and efficient waste collection service. Oxfam has secured funding to scale up the Recycling Pilot, and this project could reduce the overall volume of waste to be transported to landfill, meaning less pressure on Solid Waste Contractors and a potentially provide a more efficient service to remove recyclable solid waste. There is an opportunity to increase access to livelihood opportunities of Syrian Refugees living in Za atari Camp through collection sorting and sale of recyclable material. 1

2 Through this assessment Oxfam intends to support the recycling enterprises through Market Mapping and Value Chain Analysis of Recyclable Waste collected by Syrian Refugees in Za atari Camp. This assessment is mainly to develop the value chain and understand the waste market system better for Oxfam to be able to adequately support or mobilise resources for the recycling schemes in Za atari camp. List of key Stakeholders UNICEF UNHCR ACTED JEN SRAD Ministry of Environment Ministry of Municipal Affairs Ministry of Industry, Trade and Supply Jordan Enterprise Development Corporation Chambers of Industry and Commerce Purpose of the research OXFAM intends to recruit a consultant to conduct a Market Mapping and Value Chain Analysis for Recycling Schemes in Za atari camp. The major activities for the recycling schemes are collection, sorting and sale of the recyclable material to the Private Sector. In this assignment the consultant will undertake research to map the market system and value chain analysis through conducting of desk review, baseline surveys, interviews, and field visits. It has been learnt from different researches and studies that certain factors are very important for the success of proper access to markets as well as micro-level enterprises i.e. Quality of product (quality inputs, standard production and processing skills), market demand, competitiveness and compatibility, easy availability of raw material/inputs and market trends/polarity etc. Thus, it is essential that before launching micro-level enterprises, more significantly those to be managed by community based producer organizations, an extensive market assessment and mapping be conducted. The proposed study will focus on analysis of the current market models as well as the value chain of plastic, cardboard, metals/aluminium and other recyclable material collected in Za atari camp. The assessment would specifically involve conducting a field survey, interviews with stakeholders, market survey and looking at the market environment, value chain and market services. It would also involve review and analysis of policies that affect market access including relevant Government policies, market liberalization, institutions for credit, insurance, transport etc. The context in Zaatari Refugee camp has transitioned from an emergency refugee context to a protracted refugee context. Zaatari has grown into a bustling city with a population of over 79,225 people, all of whom demand access to basic services and amenities. As a result, programming in the camp needs to transition away from short term humanitarian programming, towards longer term approaches more closely aligned with urban planning, development and service delivery. Recycling is considered as an opportunity for efficient resource management and improves access to income through sale of recyclable material. This research will contribute to development of sustainable approaches in waste collection and will design a marketing plan that takes into consideration all possible changes in market prices, waste stream quantities for recycling and work rate of collectors to improve the daily operations of the recycling scheme established by Oxfam in Za atari camp. The consultant will need to coordinate with the Recycling Desk Research and Feasibility Study consultant for consistency of data. 2

3 Objectives of the research: (1) Plan and conduct a Market Assessment and Waste Value Chain Analysis focusing on: - identification of major local, regional and, if applicable, distant markets for waste materials - assessment of waste material size of markets, volume of sales, market integration/segmentation - Identify and assess potential sources of price fluctuation (example of crude oil price drop) - Provide a comprehensive assessment of local waste market structure and enabling environment (e.g. security issues or policies affecting market access) - Map market actors in waste management sector (consumers, sellers, traders, middle-men, employers) behaviour - Identify existing procurement mechanisms, market requirements (standards, conditions for delivery) and prices, wage rates and employment conditions. (2) Marketing planning identifying key short, medium and long term opportunities to increase demand for waste materials produced by Recycling Schemes in Za atari camp (3) To understand interdependence of different actors along the Municipal Solid Waste Market system and how their activities are supplementing or negatively affecting each other. Key tasks: The specific tasks are to conduct: 1. Market Mapping Map local potential markets of plastic, cardboard, metals/aluminium and other recyclable materials Market System maps which describe the movement of recyclable material in the market system in Jordan from Za atari Camp and the surrounding areas to local, national and regional markets. These market system maps should be descriptive of the market integration/segmentation. The Market system maps should include; I. The market environment: legal framework for regulating the solid waste management sector in relation to engagement of Syrians in income generation activities, institutions, norms & trends II. The market chain: market actors and their linkages III. Key infrastructure, inputs and market support services Analyze current market trends in terms of market demand and supply, pricescheduling mechanisms, market determinant factors, supply chains and government market regulatory and control mechanisms Analyze possible potential risks the project beneficiaries may face in market and suggest possible mitigation measures Come up with innovative and possibly market accepted packing, processing or producing and marketing models that the recycling schemes can adopt to increase profits 3

4 Explore micro financing institutions, banks, cooperatives and other institutions in the area and illustrate how the Recycling Schemes can be linked with them Understand the informal waste picking activities ongoing in Za atari and how the project can be linked to informal waste picking activities 2. Value Chain Analysis of plastic, cardboard, metals and aluminium Understand the existing market situation and nature of bargain taking place between different market players within the market system mapped (relationships, attitudes and behaviours). Understand the capacity of buyers for recyclable material in accessing services, credit, information and resources. Suggest improvements in the value chain system for ensuring direct linkages of the beneficiaries engaged in recycling activities in Za atari camp with the major markets and increased incomes from their produces Scope for expanding productions and value-addition through processing or product improvement of municipal solid waste Economic analysis of solid waste value chains to assess value chain performance in terms of economic efficiency. This includes determining the value added along the stages of the value chain, the cost of production and, to the extent possible, the income of operators SWOT analysis of the Recycling schemes set up by Oxfam in Za atari camp 3. Marketing strategy development Develop market strategy derived from research of the local market Short term and long terms plans for marketing recyclable material Identify market gaps and provide concrete suggests for how Oxfam can support recycling scheme groups engaged in recycling in Za atari camp 4. Draft a Market Analysis and Value Chain Analysis report, which includes an executive summary and practical recommendations that can be used to inform Oxfam s intervention in Za atari camp and ensure viability, appropriateness, and ultimately sustainability. Deliverables: Preliminary report that reflects achievement of all the above mentioned tasks Presentation on preliminary report/findings Interim report after incorporation of comments Final report Methodology: Applicants should provide a description of their proposed methodology for meeting the objectives of the research project as part of their technical expression of interest. It is anticipated that the proposal will include a mixture of primary and secondary data collection methods. Given the need to conduct the research within a short time frame (Approximately 2 to 3 Months), it is anticipated that samples in each district will be used during the research. The sample will incorporate a different range of social, geographical and economic backgrounds. 4

5 Applications should include: A cover letter detailing interest in the project and relevant experience CV(s) of consultant(s) A proposed work plan including budget and data collection modalities A sample of relevant written work The shortlisted candidates will be requested to submit a proposal and budget for the assessment Essential Qualifications: - University degree in Marketing, Business Studies, Development Studies, Social Sciences, Environmental Science, Natural Resources Management, Urban Planning, Labour Economics, Socio-Economic Studies, Statistics or other related fields. - Minimum of 10 years of relevant field experience within one or more of the following areas: SMEs Development, Market System Analysis and Development, EMMA, Solid Waste Management Recycling, Market System Analysis and Development, Cash for Work Programmes, Market Strategy Development - Demonstrated publications record, in livelihoods or Solid Waste Managementrelated fields - Experience in designing programming that includes two or more of the following: Market Support, Market Based Interventions, Solid Waste Management, Environmental/Natural Resource Management, Waste Value Chain Development (WVCD), Employment Promotion, Entrepreneurship Building, Private Sector Development, Local Economic Recovery/Poverty-Reduction Strategies, Urban and Peri-Urban Small Business Development, Market System Development, - Demonstrated experience in leading assessments, including experience in livelihoods and Solid Waste Management assessments, Value Chain Analysis, conducting assessments in transitional contexts and with established assessment and analytical tools. - Excellent analytical and communication skills - Ability to work as part of a multi-cultural, international team - Experience working with diverse groups of stakeholders including INGOs, private sector and government authorities. - Basic computer skills including excel, power point and word Desirable: - Ability to work in Arabic and English - Experience working in Jordan and the Middle East - High appreciation of the Jordanian Solid Waste Management sector - International consultants that are non-arabic speaking are encouraged to partner with a local consultant.
