The Hamburg Climate Action Strategy Peter Lindlahr Free and Hanseatic City of Hamburg Coordination Centre for Climate Issues Strategies for Transforming to a Green Economy: The Hamburg Approach Helsinki, November, 5th, 2009

Sustainable Urban Development and Climate Action Strategy The Hamburg approach as European Green Capital 2011 Reorganize energy supply sustainably Realize climate protection in practice Provide economic stimuli Climate protection becomes reality: Some 220 of about 340 projects and measures have been realized or are underway Energy supply in Hamburg shifts towards combined heat and power, renewable energy and improved energy efficiency The city expands its collaboration with Hamburg businesses through joint projects

Sustainable Urban Development and Climate Action Strategy The Criteria of Good Governance annual CO 2 -emissions will decrease by 2 M tons by 2012 and by 40 % by 2020 extra annual funding of 25 M Euro (100 M Euro up to 2012) well-balanced centralized / decentralized decision-making (metropolitan region) turning climate action into job generation in engineering and manufacturing businesses two-folded strategy of subsidies and regulation ( push-and-pull )

Comprehensive Climate Policy needs funding 2008/2009 Budget Broken Down

Setting a Public Example in Sustainable Urban Development and Climate Action The Drivers of Change (# 1) Retrofitting of public buildings Example Roof renovation and photovoltaic array at Kampnagel Cultural Centre Step 1 Retrofitting roof of former warehouse 90 % less heat loss Step 2 Installing photovoltaic array on 14,500 feet² roofing Example Police and fire stations Comprehensive program for 30 locations already realized in 5 locations Aim: Synergies with other construction projects

Setting a Public Example in Hamburg s Public Transport The Drivers of Change (# 2) Automatic driving recommendations for energyefficient train operation Return of braking energy into the electricity network Energy storage systems New lightweight construction vehicle concept Fuel-cell powered hydrogen buses are 100% environmentally compatible and operate at low noise emission rates HOCHBAHN operates nine fuel cell powered buses in the regular daily inner-city traffic thus constituting the largest hydrogen powered bus fleet in Europe

Setting a Public Example in smart energy concepts The Drivers of Change (# 3) ICT enables smart solutions: Innovation through smart grid-, smart home- and smart metering-projects ICT as energy efficient key technology ( green in ICT ) ICT supports and enables a comprehensive energy efficiency strategy ( green through ICT )

Setting a Public Example in diversification of funding programs The Drivers of Change (# 4) Potential energy savings for historic buildings Funding program by Subsidized retrofitting in 2008 Compatibility of conservation with National Energy Saving Regulation (EnEV) Aim of report: Produce results for a strategy to retrofit historic buildings Status quo: from 11/2008 to 05/2009 series of measurements at exemplary buildings High building standards for subsidies No longer cap on apartment leases

Setting a Public Example in advanced energy production The Drivers of Change (# 5) Focusing on CHP Principle: No heat without power, no power without heat! Realization of the results from a report on potentials of CHP (heat capacities of 1-20 MW and >20 MW) and the decentralized (virtual) power station system Implementation of up to 100 gas driven power generation units with CHP technology (replacing the local heating capacity and providing electricity to the grid). Located in social and public institutions such as kindergardens etc. Connectivity by central governance

The Urban Development Strategy HafenCity Hamburg: Ecological Sustainability Strategies in a Large-Scale Urban Development Project 10

HafenCity Eco Label Categories Stimulation of competition and market processes by awarding an eco-label and conferring an environmental award certification of buildings promotion of energy efficiency as part of the sale of plots residential buildings < 60 kwh/a m² or < 40 kwh/a m² commercial buildings < 190 kwh/a m² or < 100 kwh/a m² 11

Sustainable Urban Planning Approach HafenCity Heat Generation The Challenge: How to create an innovative concept for renewable heat? The Solution: Heat for the buildings in the east-side-area (1 million m²) will be co-generated from biomass + gas driven fuel cells + heat pumps The Results: The CO 2 bench mark will be 89 g/kwh. (instead of the 175 g/kwh- standard in the west-end area and far below the limitation of 120g/Kwh set in the tender)

Sustainable Urban Planning Approach The City Paradigm in the World of Tomorrow: IBA 2013 Wilhelmsburg New Centre

Greening our economies : Collaboration With Businesses (I) Enterprises for Resource Protection Extension of existing program: From start (2001) until today Annual savings of t Public funding 11 M Euro Private Investment 107 M Euro New since 2008: Network efficient cooling Aim: reduce energy consumption in refrigerating plants By October 2008 six projects had already been realized. 14

Innovative approaches in the local economies Collaboration With Businesses (II) Example Funding program Innovation Areas are energy production and conversion development of resource friendly products, processes and services Managed by Innovation Endowment Hamburg 15

Climate Change Management Example Comprehensive strategy for adaptation to climate change Comprehensive strategy to avoid zur Vermeidung von antagonisms and conflicts of interest Workshops and commissioning of an external contractor in preparation Example Modelling of city climate Basis: reliable predictions adaptation of urban planning and architecture to the effect of climate change feasability study for modelling the city climate 16
