2 Re-introduce Passenger Rail Service on FEC Corridor (85 miles) Improve Freight Capacity and SIS hub connectivity in south Florida Provide integrated, cost-effective regional mobility options to: Mitigate congestion along densely populated southeast coast Create jobs and prosperity for South Floridians Create conditions for economic growth, redevelopment, real estate and Transit-Oriented Developments (TOD) Leverage Existing Transportation Corridor SFECC is a regional integrated, cost-effective transit alternative that connects the dense eastern communities together and serves as a catalyst for economic growth.
3 85-Mile SFECC Study involves three distinct phases to obtain federal Record of Decision (ROD): Phase 1 Alternatives Development/Screening Freight Assessment Conceptual Definition of Alternatives DPEIS Draft Programmatic Environmental Impact Statement AA Alternative Analysis ESR Environmental Screening Report Phase 2 Alternatives Development/Detailed Screening Detailed Definition of Alternatives/LPA LPA Locally Preferred Alternative Phase 3 Project Definition/Phased Implementation Identification of cost-effective projects Phased Implementation Plan for the 85 miles Environmental Clearance/NEPA - DEIS NEPA National Environmental Policy Act DEIS Draft Environmental Impact Statement FEIS Final Environmental Impact Statement
4 Operates on shared track with freight trains Four services integrated with Tri-Rail Mix of express and local service 15 minute headway (peak), 30 minute headway (off-peak) Running time 2:05 hrs Up to 52 potential stations Ridership: 59,200 total daily ridership (Phase 2 forecasts 2030) FEC service only: TriRail service only: FEC and TriRail (integrated): 38,500 daily riders 11,000 daily riders 9,700 daily riders
5 Regional Rail on FEC is recommended Alignment/Mode Broward MPO and Palm Beach MPO adopted supporting resolutions included as Illustrative Project in 2035 LRTP Miami-Dade MPO resolution deferred for future decision included SFECC Planning in 2035 LRTP as Priority 1 level highest SFRTA/Tri-Rail and SEFTC (Tri-county Regional MPO body) adopted supporting resolutions Over 30 Resolutions of Support to date from: Treasure Coast and South Florida Regional Planning Councils Palm Beach County League of Cities; Miami-Dade MPO Committees including Freight Advisory Committee; Municipalities including: City of Miami, North Miami, Town of Jupiter, Deerfield Beach, Pompano Beach, Ft. Lauderdale, Aventura; Miami DDA and others. Numerous Comp Plan Amendments adopted and pending to support land use changes around stations
6 Improves existing freight rail network infrastructure Increases mobility and mitigates traffic congestion in dense eastern corridor of south Florida Leverages existing transportation corridor JOB creation construction jobs and economic benefits 72,159 new jobs statewide with $3.7 billion in economic impact Implements land use policies consistent with dense urban areas along FEC Corridor - strong Transit-Oriented Development (TOD) potential Potential for 369,325 new jobs statewide with $14.7 billion in economic benefit Economic growth and redevelopment benefits - increased property values and tax revenues $16.2 to $19.4 billion in new TOD assessed values in south Florida $89.3 to $107.2 million in gross annual property tax revenue to local governments Note: Figures are from Phase 2 LPA estimates of economic benefits generated; report available at
