4 \ Executive Summay The Tille Copoation Inc. (Tille) poposes to opeate a sand and gavel mine on the site of a domant uneclaimed gavel mine in the City of Scandia Washington County Minnesota. The 114-ace site (Zavoal Site o Site) is located along St. Coix Tail Noth (State Tunk Highway [TH] 95) nea its intesection with TH 97 (Figue 1). Tille poposes to mine and eclaim 64 aces of the 114-ace Site pedominately on potions of the Site that wee peviously distubed by mining. An 8-ace aea that has not been peviously mined is included in the poposed mining aea. Tille is also poposing to estoe appoximately 4 aces of the peviously mined aea located within the St. Coix National Scenic Riveway and USA Scenic Easement Aea. This technical memoandum pesents the evaluations completed fo Task 21 Taffic. It identifies potential envionmental impacts elated to the Poject altenatives and identifies measues that could avoid minimize o mitigate fo these potential impacts. This wok was conducted as pat of the Envionmental Impact Statement (EIS) pocess to be completed unde Minn. R The taffic evaluation task includes analysis of existing and altenative taffic opeations impacts to the key oadway netwok seving the existing Scandia Mine and the Zavoal Site. The study aea is bounded by Manning Tail 228th Steet TH 95 and TH 97. The oadway links evaluated in the study aea included TH 97 TH 95 Manning Avenue Lofton Avenue and Olinda Tail. The Poject scope incopoates the poposed Zavoal Site opeation and includes the following EIS altenatives: Altenative 1 Tille s Pefeed Altenative. Mining and eclamation would occu ove a 5 to 10-yea peiod. Altenative 2 No-Build Altenative. Altenative 3 Reduced Timefame. Mining and eclamation would occu ove an up to 5-yea peiod. The following goals ae included unde Task 21 Taffic: Data Collection obtained fom Minnesota Depatment of Tanspotation (Mn/DOT) City of Scandia Washington County and Tille to povide input into the altenative analysis. Taffic Analysis and Evaluation using Mn/DOT data and the Tille mining and eclamation plans fo the altenatives evaluate the impacts of tucking opeations to TH 97 and the study oadway system. Safety Evaluation using Mn/DOT and Depatment of Public Safety (DPS) cash data evaluate the cash epots and make ecommendations as needed. This task includes a geneal oadway opeations evaluation. Mitigation Measues the taffic and safety analysis identifies ecommendations to be included in the EIS. ES-1

5 The following ae key findings fom the taffic analysis and opeations task effots: The existing oadway netwok is sufficient to handle the daily taffic volumes in the aea. TH 97 and TH 95 ae state highways designed to accommodate egional taffic. The peak hou tuck volumes ae also within the capacity of the oadways. A eduction in daily tuck taffic volume was calculated unde the poposed build altenatives (Altenatives1 and 3). The evaluation included the highest volume that could be hauled to the Scandia Mine unde peak conditions. The following is a list of potential mitigation measues that may be included as pat of the EIS pocess: Constuct the new diveway access diectly acoss fom TH 97. This is a equied item by Mn/DOT fo safe access. Constuct a nothbound ight tun lane on TH 95 In ode to ensue that additional tuck taffic would not esult fom hauling fom the Zavoal Site at peak demand concuently with othe sites the numbe of tucks hauling add-ock to the Scandia Mine could be limited to the pojected maximum level of 280 tucks o 560 tips pe day o below and documentation could be equied. Relocate the small tail unning along TH 95 and e-establish the tail connection. The City of Scandia Tail Plan should be coodinated with Mn/DOT to povide a safe bicycle oute and avoid conflicts with vehicle taffic on TH 97 (at the 55 mph speed limit). Conside Tille s contibution to tail constuction and econnection as mitigation. Tuck waning signs that ae compliant with the Minnesota Manual on Unifom Taffic Contol Devices (MMUTCD) ae ecommended on TH 95 to advise dives of tucks cossing TH 97 in and out of the poposed Zavoal Site. The installation of waning flashes is anothe option but should be discussed with Mn/DOT to evaluate the safety impacts. ES-2

6 \ 1.0 Poject Backgound AECOM is completing tasks to analyze the potential fo envionmental impacts and to identify mitigation measues fo potential impacts fom the identified altenatives elated to the Zavoal Popety Mining and Reclamation Poject. This is pat of the EIS pocess to be completed unde Minn. R This technical memoandum pesents the analysis and evaluation completed fo Task 21 Taffic. The altenatives to be addessed in the EIS ae summaized below. This Taffic Opeations and Safety Evaluation Technical Memoandum addesses the thee altenatives (focusing on the build altenatives ) Altenative 1: Applicant s Pefeed Altenative 5 to 10-Yea Opeation Zavoal Site Activities The mining and eclamation would be conducted in phases with a Poject duation of up to 10 yeas unde this altenative. Poposed site pepaation mining and eclamation phasing ae included in Appendix B. In geneal eclamation of the Site would poceed in incements as aeas of mining ae completed. The eclamation plan poposes that peimete aeas be sloped and inteio aeas backfilled and gaded to eclamation gades. Topsoil o othe oganic mateial would be applied to these aeas and vegetation established to educe eosion. The Envionmental Assessment Woksheet (EAW) pepaed ealie fo the Poject poposed that the peviously mined aea within the St. Coix Riveway be estoed duing the final phase of mining opeations at the Site. Tille s lette to the City (Apil ) poposed evising the eclamation and phasing plan to include eclamation of the aea within the St. Coix Riveway and scenic easement aeas duing the fist yeas of opeation. This technical memoandum theefoe evaluates the Poject scenaio that includes eclamation of the St. Coix Riveway and scenic easement aeas duing the fist 5 yeas of mining opeations on the Site Scandia Mine Activities Raw aggegate mateial mined at the Site would pimaily be tanspoted to the Scandia Mine. The Scandia Mine cuently uses o pocesses aggegate mateial fom the Scandia Mine and mateials that ae tanspoted to the Scandia Mine fom vaious locations most ecently Chisago Minnesota and Polk counties Wisconsin. Tille has indicated that the mateials tanspoted fom the Zavoal Site would eplace mateials hauled to the Scandia Mine fom Chisago County and Polk County. The following activities would occu at the Scandia Mine: Aggegate mateial bought in fom the Zavoal Site (add-ock) would be blended with aggegate mateial mined at the Scandia Mine fo use in the poduction of hot mix asphalt. A potion of the aggegate mateial tanspoted to the Scandia Mine may be pocessed as needed though a seies of cushes sceens conveyos wash decks and classifies to poduce commecial gade constuction aggegates. 1

7 The finished constuction aggegate poducts would be stockpiled at the Scandia Mine until they ae hauled off-site by tucks to vaious constuction sites. The Scandia Mine opeates unde a Conditional Use Pemit (CUP) and an Annual Opeating Pemit (AOP) appoved by the City of Scandia. The pocessing activities listed above ae included in the activities authoized by these pemits. No changes in opeations at the Scandia Mine ae expected Altenative 2: No-Build Altenative The No-Build altenative is based on the existing use continuing at the Site. It would emain as an uneclaimed open space. Allowable futue uses of the Zavoal Site ae agicultual and ual esidential Altenative 3: Reduced Time Peiod - Up to 5-Yea Opeation This altenative focuses on the impacts of the poposed activities if the oveall time fame fo mining at the Zavoal Site is up to 5 yeas athe than up to 10 yeas as poposed in the Pefeed Altenative. This would esult in moe mining occuing fo moe weeks each yea and moe mateial being mined pe yea. Tille is poposing the following activities at the Zavoal Site with eithe of the build altenatives (Altenatives 1 and 3): Cleaing and gubbing the Site of vegetation as necessay. Removing ovebuden fom aeas to be mined and stockpiling the mateial on the Site fo potential futue use in eclamation. Excavating aw aggegate mateials. Using wate fom the existing well fo dust suppession. Stoing fuel and elated mateials such as oil anti-feeze gease and hydaulic fluid on the Site. Reclaiming the Site though gading placing topsoil o othe oganic mateial and seeding. Mining opeations would typically be conducted on a seasonal basis fom Apil though mid- Novembe. Mined aggegate mateial (pit-un and/o add-ock) would pimaily be hauled to Tille s Scandia Mine nea Manning Avenue and 225th Steet fo use in mateial poduced at that Site. 2.0 Taffic Study Goals The taffic opeations and safety evaluation eviews the existing conditions in the study aea and detemines the impacts to the oadway system of the thee EIS altenatives fo the Zavoal Site. The tasks and goals ae to analyze the following conditions and pepae ecommendations/potential 2

8 mitigation that may be needed fo each altenative. The following tasks and goals ae included in the technical evaluation. Data Collection obtained fom Mn/DOT City of Scandia Washington County and Tille to povide input into the altenative analysis. Taffic Analysis and Evaluation using Mn/DOT data and the Tille mining and eclamation plans fo the altenatives evaluate the impacts of tucking opeations to TH 97 and the study oadway system. Data Collection The taffic opeations and evaluation included meetings and coodination with the City of Scandia and Tille to obtain and analyze data and pepae a technical pesentation to the Poject Advisoy Committee (PAC) on July This pesentation included an initial evaluation of the taffic impacts and povided an oppotunity fo PAC and citizen questions and input. Since that time thee have been subsequent meetings and updates to the altenative plans by Tille. These updates ae included in this memoandum. The following data collection was completed: Conducted site eviews of the oadway netwok in the study aea. Obtained updated mining plan documentation fom Tille dated Apil fo Altenatives 1 and 3. This did not change the planned daily taffic o outing to the Site and included. o Planned tuck volumes fom Tille fo Altenatives 1 and 3. o Planned employment o sevice data fo the Site (impact of additional vehicles). Obtained the most cuent 3 yeas of cash data fom Mn/DOT ( ). Standad pactice is to eview the most ecent 3 yeas of data. The initial evaluation included data fom 2006 though 2008; updating the data though 2010 (elease in June 2011) by Mn/DOT allowed AECOM to eview the entie time fame to identify any changed conditions. 3

10 Obtained taffic counts (link volumes) fom the following souces: o Aveage Annual Daily Taffic (AADT) data fom Mn/DOT. o Peak hou volumes (fom the Automated Taffic Recode on TH 97). o Existing tuck counts fom Mn/DOT Washington County and Tille. Attended a meeting with Mn/DOT Meto Distict City of Scandia and Tille epesentatives on May to discuss the status of the diveway pemit. Mn/DOT listed the following equiements in thei lette (included in Appendix B): o A nothbound TH 95 ight tun lane into the Zavoal Site would be equied. o A westbound acceleation lane would not be feasible to constuct exiting the diveway. o The diveway must be aligned with TH 97. This would have a minimal change in sight distance. o The tail on the southeast side of TH 95 is owned by Mn/DOT (unde eview by Mn/DOT Meto Distict staff) and would need to be elocated fo the tun lane. Collected oadway data including lane configuations speed limits taffic contol devices bicycle and pedestian facilities and othe featues. The City of Scandia has ecently published thei citywide tail plan. The plan is included in Appendix C Altenative Evaluation fo Taffic Opeations and Safety The two build altenatives include the same study aea haul facilities and oadway netwok. The main diffeence is the duation of the haul events (total yeas and numbe of weeks fo the addock haul). The impacts of the build altenatives on taffic opeations and safety wee evaluated on the following oadways: TH 97 fom Manning to TH 95 TH 95 fom 220th Steet to 209th Steet Manning & Lofton fom TH 97 to the Scandia Mine entance Intesections within the study limits 3.3. 11 Tille Mining and Reclamation Plans fo Zavoal Site 4.0 Findings 4.1. Data Collection The following ae key data collection updates: Cash data was updated fo the 2008 though 2010 yeas which ae the most ecent data available fom Mn/DOT. Tille povided data on the existing and planned tuck haul volumes fo all altenatives. AECOM and the City of Scandia eviewed this data and veified the infomation pesented in this epot coincides with the haul volume fom Tille s mining plan dated Apil Taffic Analysis and Opeations The following ae key findings fom the taffic analysis and opeations task effots: The existing oadway netwok is sufficient to handle the daily taffic volumes in the aea. Thee wee no cashes ecoded duing this time that involved semi-tailes o haul tucks. The TH 97 intesection with Lofton had the highest numbe of intesection cashes in the study aea but is not consideed a hazadous intesection. It would be advised to monito this intesection fo potential inceases in cashes duing mining opeations. The ight angle cashes ae most likely the esult of dives on Lofton misjudging the speed of vehicles on TH 97 befoe tuning. In 2006 thee was a fatal cash on TH 95 just noth of the intesection of TH 97 and TH 95 whee a pedestian was hit by a lage tuck. The cash was investigated by the State Patol and it was detemined that the pedestian made a judgment eo and did not get out of the path of the tuck. The tuck dive was not cited in the cash. 6

Taffic Analysis and Evaluation The taffic evaluation task includes analysis of existing and altenative taffic opeations impacts to the key oadway netwok seving the existing Scandia Mine and Zavoal Site. The study aea is bounded by Manning Tail 228th Steet TH 95 and TH 97. The oadway links to be evaluated in the study aea include TH 97 TH 95 Manning Avenue Lofton Avenue and Olinda Tail. The Wisconsin tucks typically coss the ive at TH 243 fom Polk County which is the closest ive cossing. Tuck also use TH 61 and Intestate (I)-35E as outes fom the west. 7

14 AADT volumes (Figue 3) have emained faily constant in the past seveal yeas on the main oadways. TH 95 and TH 97 ae two-lane state highways that ae designed fo highe speed taffic (55 mph speed limit) and egional tavel. They include bypass lanes in some aeas and tun lanes at some intesections. Appendix A includes data fo the existing intesections in the study aea. The intesections at TH 97 at Manning and Olinda ae fou-way stop intesections. TH 97 has stop sign contol at TH 95. None of the intesections in the study aea cay sufficient taffic volume to waant a taffic signal. The poposed haul oute is shown in Figue 4. This oute is poposed fo all access to the Zavoal Site unde the two build altenatives. The poposed oute would haul add-ock diectly fom the Zavoal Site to the Scandia Mine on TH 97 instead of using seveal outes along TH 97 TH 95 TH 243 and County Road 15. This would change the tavel patten by eplacing the cuent outes with the diect outes between the two sites. Unde the two build altenatives tuck taffic cuently taveling to and fom the Scandia Mine would be eplaced by the new oute. This would educe tuck volumes on TH 95 TH 243 and TH 97 (west of Manning). Tucks with othe egional and local destinations would continue to opeate on these oadways; howeve the oveall daily volumes would be educed significantly duing the mining season with the haul tucks now poviding diect access fom Zavoal to Scandia on TH 97. Mn/DOT completed oadway constuction impovement pojects on sections of TH 97 in 2007 and TH 95 in 2009 which ae impotant fo mobility and safety on the Tunk Highways. These wee pimaily pavement ehabilitation dainage and associated impovements fo safety and maintenance. Washington County does not have impovements planned in thei 5-Yea Capital Impovement Plan. The poposed City of Scandia Tail Plan pesents nea and long-tem impovement plans fo tails in the aea and connections to egional tails. The tails ae planned fo both pedestian and bicycle uses. Safety fo pedestian and bicycle uses is an impotant component in the tail planning pocess. The poposed tail on TH 97 is planned as an off-oad tail to be constucted in the longtem plan. The off-oad tail is ecommended as a safe option with the 55 mph speed limit and lage tucks. The poposed tail on TH 95 is also an off-oad tail. This is also ecommended as a safe option with the 55 mph speed limit and lage tucks. The tail cossing at TH 97 and TH 95 is in the long-tem plan and should be eviewed in coodination with taffic and intesection opeations. Advanced signing fo the tail cossing should be added. A tailhead is shown at TH 97 and TH 95. If the Zavoal Site is opeational the location of the tailhead should be eviewed due to the poximity of the hauling vehicles. This calculates to 167 to 200 tuckloads on a typical woking day (334 to 400 ound tuck tips). Tille has noted that poduction can vay and be lowe than the 167 tuckloads. Ou team detemined it appopiate to analyze a highe level of taffic volume to evaluate the potential impacts to the oadway system. The absolute maximum numbe of tucks in one woking day has been defined at 280 tucks (560 ound tips). This scenaio is unlikely because tucks would need to un at full houly capacity (28 loads pe hou) fo 10 consecutive hous to each this level. The oadway segments in the study aea fo cash data included: TH 97 fom Manning to Lofton TH 97 fom Lofton to Olinda TH 97 fom Olinda to TH 95 Lofton fom TH 97 to 228th Steet The intesections in the study aea fo cash data included: TH 97 & Manning TH 97 & Lofton TH 97 & Meadowbook TH 97 & Oakhill TH 97 & Olinda TH 97 & TH 95 The segment cashes ae elatively small in numbe and include un off oad and dee collision cashes. Segment cashes ae defined as cashes that occu on a section of oadway between intesections (but not including the intesection). These ae typical fo ual aeas. Thee appeas to be no majo contibuting factos in tems of oadway geomety and opeations. Mn/DOT has eviewed the sight distance at the TH 97 and TH 95 intesection and found no deficiencies. TH 97 was ehabilitated in 2007 and the sight distances met Mn/DOT standad equiements at the 55 mph speed limit. The TH 97 and Lofton intesection had the highest numbe of cashes duing the 3-yea peiod (12 cashes) including five ight angle cashes. The TH 97 and Lofton intesection was pat of Mn/DOT s esufacing poject. The cause of the cashes is likely due to dive eo by tuning in font of vehicles on TH 97. If thee ae concens about speeding on TH 97 this is an enfocement issue that equies the attention of the State Patol. 18

27 Thee was one fatal cash just noth of the TH 97 and TH 95 intesection in 2006 that involved a pedestian. This data was not povided in the initial cash epots and was found afte additional eseach extended the intesection seach aea. Ou team was notified of this cash at the PAC meeting by a esident who was concened because it was a pedestian stuck by a tuck. The State Patol investigated the cash and found that it was an eo by the pedestian in walking in font of the tuck and the dive was unable to stop in time. A eview of the data does not show involvement of semi-tucks in the aea cashes. The data captues actual cashes and does not ecod nea miss o othe close call data. 6.0 Potential Mitigation The following is a list of potential mitigation that may be included as pat of the Zavoal Site EIS pocess. Constuct the new diveway access diectly acoss fom TH 97. This is a equied item by Mn/DOT fo safe access. Constuct a nothbound ight tun lane on TH 95. This was listed as a equiement fo a diveway pemit by Mn/DOT. The tun lane should be consistent with the design of the existing left tun lane. This would also match the design on the southbound appoach. (The sight distance equiements wee met based on Mn/DOT eviews of the existing TH 97 and TH 95 intesection and the 2007 and 2009 ehabilitation pojects.) In ode to ensue that additional tuck taffic would not esult fom hauling fom the Zavoal Site at peak demand concuently with othe sites (Wisconsin Washington County Chisago County and othe Easten Minnesota locations) the numbe of tucks hauling addock to the Scandia Mine could be limited to the pojected maximum level of 280 tucks o 560 tips pe day o below and documentation could be equied. Relocate the small tail unning along TH 95 and e-establish the tail connection. The City of Scandia Tail Plan should be coodinated with Mn/DOT to povide a safe bicycle oute and avoid conflicts with vehicle taffic on TH 97 (at the 55 mph speed limit). Conside Tille s contibution to tail constuction and econnection as mitigation. Tuck waning signs that ae MMUTCD compliant ae ecommended on TH 95 to advise dives of tucks cossing TH 97 in and out of the poposed Zavoal Site. The installation of waning flashes is anothe option but should be discussed with Mn/DOT to evaluate the safety impacts. 22
