11 4 Progress of the LCMT Phase 4 Project - Case Selection- 2 September 2013 Invitation letter for nominations of LCMT Phase 4 Project was sent to eligible economies 30 September 2013 (Nomination Deadline) One candidate project was nominated; San Borja Town, Lima, Peru October 2013 Japan (Project Overseer) evaluates the nomination and will send out the recommendation to LCMT Task Force and EWG for endorsement November 2013 (at EWG 46) Official announcement of the case study for LCMT Phase 4 Project 9

12 Future Plan of the LCMT Phase 4 Project 5 November 2013 In principle Approval of Project Proposal of APEC Low-Carbon Model Town (LCMT) Project Phase 4 December 2013 BMC and SOM will assess Full Project Proposal of APEC Low-Carbon Model Town (LCMT) Project Phase 4 January February 2014 APEC project tender for LCMT Phase 4 will be posted on the APEC website February 2014 The Contract between APEC Secretariat and selected consultant will be signed and the F/S will officially start

13 11 5 Outcomes of the LCMT Phase 2 Project (1) - Area : 227 sq.m. - Population 53,769 people plus 6 times unregistered population - Tourists about 3,000 people per day - More than 400 hotels holding more than 16,000 rooms available for tourists. - Sub-marine cables with capacity of 128 MW - Electricity consumption : 521 GWh (2010) - Fuel consumption : 200 million liters (2010) - Fresh water demand is 18,000 22,000 m 3 /day - Almost 6,000 m 3 /day wastewater goes to the wastewater treatment system - More than 120 tones of municipal solid waste generated everyday (APEC Website)

17 Project Purpose The key objective of the Project is to provide a Feasibility Study on the Redevelopment witch deals with the existing urban districts in Da Nang (Viet Nam), with a large focus on Ngu Hanh Son District. This will be done by investigating CO2 reduction visions, and verifying how to develop attractive, low-carbon development plan. Ngu Hanh Son District is long skinny district between the East Sea and the Han River. This area is 39.12km2 and the population is approximately 70,667. 2

ICT Control - Optimized control of traffic flow due to an ITS (intelligent transportation system). etc. 2. 28 Four Viewpoints for Determining Guidelines With these ideas in mind, the following four points are established as a guideline (evaluation viewpoints) in order to create a low carbon town in Ngu Hanh Son District Viewpoint 1: measures by which a large volume of CO2 reductions are expected. Viewpoint 2: measures whose cost-effectiveness is large. Viewpoint 3: measures that may contribute to solving the area s current challenges in addition to global warming. (*1) Viewpoint 4: measures that may lead to sustainable development and increasing attractiveness. (*2) (*1) The main current challenges are Re-development, Sprawl, Deterioration of the landscape and Energy supply. (*2) The main attractiveness is Low carbon town, Resort beach, Tourism and Sustainable. 13
