3 About Mass Save Mass Save is an initiative sponsored by the Massachusetts Gas and Electric utilities and energy efficiency service providers, including Berkshire Gas, Cape Light Compact, Columbia Gas of Massachusetts, Liberty Utilities, National Grid, EVERSOURCE and Unitil. The sponsors of Mass Save work closely with the Massachusetts Department of Energy Resources to provide a wide range of services, incentives, trainings, and information promoting energy efficiency that help residents and businesses manage energy use and related costs. 4 Residential New Construction Program Single program that covers multiple fuel types, multiple utilities, and both commercial and residential meters. ICF is Program Administrators lead vendor for the program Has paths that apply to: Single Family and Low Rise Residential Buildings 3 Stories New construction or gut rehab } Low-Rise Path Mid and High-Rise Residential Buildings 4 stories and 5 units New construction and 50% rehab projects Launched March 2013 after 3 year pilot }High-Rise Path
5 Why Two Different Paths? Single Family and Low-Rise Multifamily Residential Building Code Development time (0.5-2 years) HVAC & DHW configurations typically residential Common areas of multifamily are not addressed Existing verification oversight infrastructure in place HERS Index energy modeling High-Rise Multifamily Commercial Building Code Development time (2-5 years) HVAC & DHW configurations often include commercial systems Common areas represent significant savings opportunities Currently no 3 rd party oversight organization

7 Overview & Requirements Projects must be located in Program Administrator (PA) electric and/or natural gas territory Incentives are determined by actual performance or by prescriptive measures Program technical trainings and marketing material are available In line with Stretch Code
8 Low-Rise Project Paths Prescriptive Option I High Efficiency HVAC and DHW, WaterSense Fixtures, all ducts in conditioned space, low air infiltration and mechanical ventilation. Other: Programmable Thermostats and high efficacy lighting. Low Rise Path 1-3 Stories Prescriptive Option II Same as above but with enhanced thermal envelope levels: R60 roof, R40 walls, R20 foundation, R10 slab Performance Option Continuation of the tiered Program design: 15%, 30% or 45% improvement or better over the 2012 MA UDRH and compliance with the Air Sealing and Insulation Section of either the EPA Thermal Enclosure Checklist
