5 District heating history in Denmark The history of Danish district heating is more than 100 years old and still very much a part of modern society and the future. What started as a way of getting rid of waste in an efficient way is today a billion dollar business and a cornerstone in the Danish energy system.

8 How district heating is done in Denmark How is it organized? How is it financed? How is it constructed? How is it operated?
9 How is it organized? With regard to ownership of plants in Denmark, there are various forms. The largest plants are owned by large energy companies, while smaller plants are typically owned by production companies, municipalities, or cooperative societies.
10 Danish District Heating Association Danish District Heating Association (Dansk Fjernvarme) was founded in 1957 with the aim of organizing Danish district heating companies; facilitate cooperation between these members and to promote their interests towards authorities and other organizations. Danish District Heating Association is financed by member s fees, which are calculated on the basis of members heat sales. Income from member s fees was 3.1 million in Further income is generated by meetings, training courses, publishing, projects etc. Total turnover in 2013 was almost 6.8 million.
11 Danish District Heating Association 408 members representing 99% of national DH-sale (63 % of all houses in DK are connected to district heating systems!!) From 100 consumers in villages 3 GWh/y To consumers in towns GWh/y 34 members are public utilities Supplying 49 % of district heating 356 members are private cooperatives Supplying 51 % of district heating
12 How is it organized? An example from Denmark: Marstal District Heating A cooperative owned by consumers The consumer, the customer and the owner is one and the same person. Annual production: Approx MWh heat MWh electricity

The highest authority: The General Meeting (all consumers have access and the right to vote) A General Meeting at least once a year Information meetings through the introduction of new technologies Example: The approval of the first solar plant from votes for the proposal and 0 against
14 How is it organized? All costumers The General Assembly All costumers have access The Board (5 members are elected by the General Assembly) Management and staff
15 How is it financed? Metering and billing system Payment for heat is most often divided on a fixed part (per installation) and a variable part (per gigajoule of consumption). Each individual unit both commercial and residential can be metered and monitored and billed according to the energy they use
16 How is it financed? Metering and billing system
17 How is it financed? Financing is a problem in many countries, but not in the district heating sector in Denmark. Most companies finance their investments in networks and CHP plants 100% by international credits at the lowest market based interest rate. Banks compete to offer the best conditions as long as they can see that the security is high
18 How is it financed? And security is high, due to following reasons: The national energy policy is stable The municipalities guarantee for loans, also to the consumer cooperatives The consumers are obliged to remain connected and to pay at least the fixed tariffs The proven technology and maintenance management ensure long lifetime The consultants provide know-how on feasibility studies and project implementation There are clear roles of responsibility and efficient decision-making in the companies
