5 Sharing knowledgeandbest Practices Paris, March 8th 2010: Conference on Access to Nuclear Energy President Sarkozy announced the creation of an International Institute for Nuclear Energy (in French, I2EN). This Institute represents the French offer of training on nuclear energy open to foreign students. French Ministries mandated me to establish I2EN Partnership between ministries, educational institutions, research organizations and industry Specificity of french education, both : Theorical courses Internships 5

7 Two main branches : Universities : organized according to the standard Bologna System : (L1-3 & M1-2). ( each year 60 European Credit Transfer System ECTS) Engineer schools : Most French engineers trained in special schools. To enter: a competitive exam (after a demanding training). A French title of engineer : considered equivalent to that of master (difference with most countries) Each of the two branches gives access to PhD studies Access for foreign students to: Universities via Bologna equivalence system Engineer schools, negotiated equivalence between school and foreign university INSTN : ( National Institute of Nuclear Sciences and Technologies) See below 7

11 I2EN: a window and a gate to French E&T system Response to international training requests originating from government agreements, institutional initiatives (IAEA, AEN ) or industrial relations, in particular those managed by AFNI (Agence France Nucléaire International) Information center for foreign students participating to international programs; provides orientation to the most appropriate French curricula and advise them during the selection, admission and installation processes Gate for foreign engineers (French and non French speaking) wishing to update, complement or enhance their qualification in subjects related to nuclear energy, towards all French professional training curricula Comprehensive panorama of French offer at each and every level of the nuclear energy high education system (Bachelor, Master, PhD), (web site under construction) French node of an European and international network of excellence centers for sustainable nuclear energy 11

18 Nuclear Energy Education: year status 35 master level curricula, 3 of which are already taught in English language : Universities & Engineering schools ; about 1000 students out of which 180 foreigners Several additional curricula prepared to be in English if needed A. Dedicated programs for nuclear reactor physics, nuclear operations and nuclear cycle engineering (Paris area) GA, INSTN, MNE, (Grenoble) INP, (Normandy) ENSICaen, (Brittany) EMNantes The three English language curricula belong to this group B. Programs focused on a very specific nuclear discipline Chemistry : ENSCP ParisTech, ENSCM, U.-Montpellier 2 Nuclear plant engineering : ENMSE Waste management (UJF-Valence) C. 21 Institut National des Sciences et Techniques Nucléaires INSTN Part of CEA, INSTN was created in 1956: high level courses in nuclear energy disciplines including training of nuclear physicians, radio-pharmacists and medical physicists The over 50 years old "Génie Atomique" curriculum has trained a large fraction of the French leading nuclear practitioners. Open to students having an engineering degree. Today "Génie Atomique" curriculum welcomes 100 graduates. Open to foreign French speaking students with similar pre-requisites It provides them with an extra diploma which certifies their qualification in nuclear engineering, operation of reactors, safety management, decommissioning, and waste management. 21

24 Train the trainers A new programme to train the teachers and instructors has been implemented by the major French nuclear energy stakeholders. It is devoted to the training of university faculty and scholars It is implemented in a close working relationship with them, on the basis of an in-depth analysis of the local education system. It usually consists of a three-phase course that includes visits and conferences at the chief French nuclear energy sites and facilities 24

30 ENSTTI Curriculum Induction to Nuclear Safety A course to approach the technical and cultural bases of nuclear safety, nuclear security and radiation protection for recently assigned professionals in Regulatory Bodies, TSO or Industry; next session 27 June-22 July, Munich-Germany. Tutoring Tutoring periods customized to each applicant s future work that may combine several technical fields(80 men/months in 2011); Personalized support continued through regular contacts with TSOs experts once the trainee returns to work. Courses for Specialist in-depth briefing on a particular field, covering topics in which TSOs have a unique experience; A way to improve and harmonize practices and strengthen experts 'network. 30
