1 : The roles of public corporations and environmental consulting firms Lee, Jinhyung Ph.D. in Economic Geography Visiting Researcher, Institution for Korean Regional Studies, Seoul National University

2 Eco-City Eco-City Aims to reconcile economic development with the protection of social and environmental balance Emphasized especially since the 1992 Rio Earth Summit Promoting diversity, independence, stability and circulation of natural ecological system Sustainable City, Low-Carbon City, Resilient City, Smart City, Etc. ESSD(Environmentally Sound and Sustainable Development): Development that meets the needs of the present without compromising the ability of future generations to meet their own needs (UNCED, 1987) Three dimensions - economic, social, and ecological sustainabilities should all be considered(park, 2002). Based on ecological modernization Place Marketing, City Branding: to sell the place image to tourists, residents, and firms with eco-images Urban Regeneration: new and fashionable goal, subsidies opportunities 2

13 The Structure of CDM Projects (1/2) Projects of Industrial firms Increasing the energy efficiency Reducing the greenhouse-gases in production processes The knowledge for GHG reduction is intangible and protected as a patent. Selling both electricity and CERs KEMCO(Korea Energy Management Corporation) supported power producer companies and public actors like KRCC(Korea Rural Community Corporation) and Korea Forest Service. 18 Policies for Promoting New-Renewable Energy and CDM The policies for promoting new-renewable energy projects led CDM project market expansion. Suppliers of new & renewable energy facilities had been increased. The participation of firms and the local knowledge accumulation was accelerated. Government Promoting new & renewable energy projects (FIT/RPS) The Early Stage of Korean CDM industry The Introduction of the Knowledge from ANNEX I countries Public Corporations and Consultancies The Growth of Korean CDM industry The local Accumulation of the Knowledge The Late Stage of Korean CDM industry The Application of the knowledge to other Non- Annex I Countries Introduced the CDM institution Supported project participants 18

19 Public Corporations & Consultancies for Low Carbon Green City Central Government Promoting Projects for Low Carbon Green Cities Making the GHG Reduction Industry Market Public Companies and consultancies are doing important roles to make Low Carbon Green Cities especially in the early stage They are diffusing the GHG reduction knowledge accumulated from the former institutions. Korean Low Carbon Green Cities (Local Governments) Conducting GHG Reduction Projects New & Renewable Energy Green Transportation Green Industry Process Low Carbon Recycled Resource Green Construction Carbon Sinks Central Government (Nationwide) Local Governments Competitiveness of GHG Reduction Industries Subsidies for Urban Regeneration Green Eco City Brand, City Marketing Private Actors Public Corporations and Consultancies Experience and Knowledge from Domestic GHG Reduction institutions and CDM Public Corporations Consultancies (Former) Project Participants (Former) Suppliers Knowledge diffusion from SMA to Korean Low Carbon Green Cities 19

20 Conclusions The model for the Eco City in Korea is the Low Carbon Green City from the Low Carbon Green Growth Agenda. The goal and measures of the Korean Low Carbon Green City policies are mainly focused in GHG reduction. Korea has accumulated the GHG reduction capability from conduction of domestic GHG reduction institutions and (unilateral) CDM GHG reduction project participant firms, consultancies, suppliers, and public corporations has accumulated the knowledge for the GHG reduction activities based on the spatial / social proximity in Seoul Metropolitan Area. The new-renewable energy promotion policies of the Government led the expansion of the GHG reduction project market and reinforced the knowledge accumulation processes. The industrial competitiveness of industries in the low carbon fields would be improved by the Low Carbon Green City policies which promotes low carbon(ghg reduction) project activities. Local Governments also could conduct the urban regeneration with the Low Carbon Green City subsidies of the central government. But social/ecological sustainabilities and the differentiated place image also have to be considered more. 20
