3 Chapter 1: Background Water is an important natural resource of Nepal. The immense quantity of water available in the country and its potentiality to supply water for domestic/industrial/animal husbandry use, to use for sanitation purpose, to generate hydro based power and to irrigate significant percentage of the total agricultural land, provide us the opportunity of overcoming the barriers of economic development in this beautiful Himalayan country. Whereas, it is expedient to make arrangements for the rational utilization, conservation, management and development of the water resources that are available in the Kingdom of Nepal in the form of surface water, underground water or in whatsoever form, and Whereas, it is expedient to make timely legal arrangement for determining beneficial uses of water resources, preventing environmental and other hazardous effects thereof and also for keeping water resources free from pollution. The responsibility of utilization and management of this resource lies in the Ministry of Water Resources, Ministry of Environment, Science and Technology, Ministry of Local Development and Ministry of housing and Physical Planning etc. Different organizations like Banks, Foreign Embassies, INGOs, IGOs, NGOs, private companies, consultants etc are supporting the work in very huge scale. In these most important tasks, local people are main stakeholders for proper implementation along with theirs proper operation and maintenance. Thus Share and Care Nepal has also made plans/policies/strategies for its proper utilization and management. 2.1 Overall Objectives Chapter 2: Objectives To make improved quality of life, environmental conditions and increased opportunities to improve rural livelihoods in the villages of Nepal through rational, equitable and sustainable use of water at local level. 2.2 Specific objectives To improve the access of safe drinking water supplies and sanitation services. To Increase the availability of irrigation services for the local villagers. To Increase the use of micro hydro (MH) power potentials for local people. To Increase the availability of water resources with improved institutional capacity for planning, management and use of resources in the villages. Chapter 3: Policies/Strategies 1. Work for development of policies, plan and implementation for conservation, regulation and utilization of water resources 2. Conduct survey, research and feasibility study of water resources and its utilization Water Resource Management Policy- Share and Care Nepal 2 of 5

4 3. Work for construction, operation and maintenance and promotion of multipurpose water resources project 4. Work for development of Human Resources and their capacity building 5. Work of activities related to Flood and River Training 6. Conduct study, research, feasibility study, construction, operation, maintenance and development of electricity development projects 7. Work for the matters related to electricity and its companies and corporations related to electricity 8. Work for promotion of private parties in electricity development 9. Conduct study, research and implementation of water resources including groundwater for its use in irrigation. 10. Conduct the work of construction, conservation, integrated use of irrigation facility (including programs related to farm irrigation and small irrigation) 11. Work for matters related to national and international level seminars, workshops and contacts 12. Work for matters related to bilateral and multilateral dialogues, agreements and understandings regarding water resources. 13. Work for matters related to tax on use of water. 14. Work for coordination of institutions related to water resources. 15. The above objective will be met by means of Integrated Water Resources Management, i.e. optimal development and use of available water resources, protection of scarce resources and tapping the economic value of water for the well-being and welfare of people using these resources. 16. Water will thus be used as means for balanced social and economic development to benefit rural communities. 17. Working approach for this will be: Holistic approach of comprehensive, multi-sector planning and preparation process; Bottom-up approach and community mobilization; Participatory approach and ownership promotion; Income generation and entrepreneurship promotion; Coordination and linkage with other ongoing sector projects; and Multiple uses of water and water resources management. 18. Preparation of comprehensive Water Use Master Plans for the targeted VDC 19. Preparation of implementation procedures and guidelines incorporating the prevailing situation, government policies, rules, and regulations, tenth development plan. 20. Work for establishment of Water Resources Development Fund in the working district. 21. Incorporation of Local Self-Governance Act and the National Strategy for Rural Infrastructure Development. 22. Establishment of Operation and Maintenance funds for each scheme 23. Incorporation of various types of income generating activities Chapter 4: Work to be done To carry out the different types of study work to prioritize the different water resource potentialities availability in the village and to do the water resource mapping. 5 To encourage and institutionalize the local people so that they could harvest and manage the water resources available in the village. To facilitate the selection of different projects of water supply schemes, irrigations and micro hydro in the village with the full participation of local people. To facilitate the work of surveying, designing/estimating, implementing and monitoring for the projects of W/S and sanitation, irrigations and micro hydro in the targeted place. To work for effective mobilization of locals in the proper functioning of different water resources projects so that it could ensure the proper ownership of those schemes. To struggle for the capacity development of locals in the sector of water resource management. To facilitate the people to be united in different water users associations so that they could benefit the government law of water users. To recommend the needed suggestions for effective promotion of water supply and sanitation schemes, irrigation schemes and MHPs to users and GoN. To work with different institutions such as GoN, IGOs, INGOs, NGOs, private companies and consultancies etc who are devoted for water resource management projects. To advocate for utilization of indigenous labor, skill and resources as well as foreign investment and technology for the development of hydropower To act for diversification of water resources utilization. To work for the sufficient use of water resources in the livelihood of local people.
