2 Division Mandates Supervise the drilling, operation, and maintenance of wells to prevent damage to life, health, property, and natural resources. Supervise and permit the owners/operators to utilize all methods and practices known to the industry for the purpose of increasing the ultimate recovery. To best meet oil and gas needs in this state, the supervisor shall administer this Division so as to encourage the wise development of oil and gas resources.
3 Senate Bill 4 With the passage of Senate Bill 4 (Pavley, 2013), California has new laws for the practice of well stimulation activities performed by oil and gas operators. Well stimulation practices are defined by Senate Bill 4 (SB 4) and include hydraulic fracturing and other treatments that increase the flow of hydrocarbons (oil and natural gas) to wells and then to the surface for recovery.

5 HISTORY The first successful hydraulic fracture treatment in an oil well was done in 1947 in Kansas. By 1955, over 100,000 wells in the US were hydraulically fractured. Hydraulic fracture stimulation is a relatively common practice employed in conventional reservoirs to increase productivity of oil, gas, geothermal, and water wells. Hydraulic fracturing of SHALE for unconventional gas production was developed by accident in the early 1990s.

9 HYDRAULIC FRACTURING or HYDRAULIC FRACTURE STIMULATION WHAT IT IS NOT: A drilling process. WHAT IT IS: A well stimulation process used to maximize the extraction of underground resources; including oil, natural gas, geothermal energy, and even water. Fluids, commonly made up of water and chemical additives, are pumped into a geologic formation at high pressure during hydraulic fracturing. When the pressure exceeds the rock strength, the fluids open or enlarge fractures that can extend several hundred feet away from the well. (US EPA)
