YEŞİL ENERJİ ELEKTRİK ÜRETİM SAN. TİC. A.Ş. POYRAZ HYDROELECTRIC POWER PLANT (HEPP) ENVIRONMENTAL MANAGEMENT PLAN (EMP) Kahramanmaras Province, Andirin District

PROJECT SPECIFIC ASPECTS FOR RENEWABLE ENERGY PROJECTS SMALL SCALE HYDRO MITIGATION PLAN Phase Issue Mitigating Measure Responsibility* Construction Disposal of vegetation from land clearing Vegetation debris from ROW clearences is to be stacked inside the ROW and removed on a regular basis. Wherever possible and safety is assured, villagers will be permitted to remove for their personal use at no charge. -During construction there will be no cut downs. Vibrations (from blasting) Use minimal blasting charges Infringement on critical habitats and conservation areas Advance notice (at least one week to local residents) Avoid time periods critical to local wildlife breeding periods Verify any impoundment does not flood critical areas or render them unusable by species of concern Select project site, transmission line route, access road route, construction camp-sites to avoid sensitive areas (other than residential), by at least 100 meters. -There will be no explosion during the construction. So there will be no vibrations due to blasting -An impoundment will be constrcuted near the tailrae channel to prevent flood water not to damage critical areas. In the powerhouse location, the area is private. These routes and sites are in minimum 100 meters away from sensitive areas. Protected or endangered fish and fishery migration, breeding and feeding patterns Project to include provision for fish migration and avoids elimination or-there is no need for the fish passes due to project type. alternation of protected or endangered fish species

Operation Sedimantation Forest protection measures in the upstream watershed -It is not a storaged project. So at the upstream of diversion weir there will be a small water rising. And this amount of rising has not an effect on forest. Erosion of River Banks Construct river bank protection systems (vegetation, stone, riprap etc.) -According to small rise of water the river banks are not in danger, and there is no necessarities to construct river bank protection systems. Upstream water quality changes (during filling) Remove all potentially contaminating materials (including vegetation) prior to filling (if a reservoir is included) -The water is continually moving during the operation so there will be no effect to the quality of water due to project. Water use downstream Dam operation to meet all downstream user needs -Ecological water will be released from the diversion weir due to DSI regulations. In the irrigation season needed amount of water for irrigation wiil be releaesd from headpond structure. Fish and Fishery migration, breeding and feeding patterns Dam operation to allow minimal change to fish/fishery migration, breeding and feeding patterns There is no need for the fish passes due to project characteristics.

MONITORING PLAN Phase/Issue What parameter is to be monitored? Where is the parameter to be monitored? How is the parameter to be monitored/ type of monitoring equipment? When is the parameter to be monitoredfrequency of measurement or continuous? Responsibility Construction Disposal of Vegetation debris, disposal vegetation from practices land clearing Vegetation disposal and/or storage site Visual Quarterly, greater frequency (e.g. Weekly) if improper practices are noted -During construction there will be no cut downs. Vibrations (from blasting) Blast charges amounts used minimal? Project site Local population provided Nearby population centers adequate waning? Local species habitats Blast periods selected to avoid local species breeding periods Visual Survey Ecological survey Before blast operation commences Before blast operation commences After initial blast -There will be no explosion during the construction. So there will be no vibrations due to blasting Infringement on critical habitats and conservation areas Impoundment area influence critical habitats? Site and off-sites avoid sensitive areas by at least 100 meters? Project site (including impounded areas) Project site location, off-site locations Visual/Survey Visual/Survey Prior to construction, after preliminary Prior to construction, after preliminary -An impoundment will be constrcuted near the tailrae channel to prevent flood water not to damage critical areas. In the powerhouse location, the area is private. These routes and sites are in minimum 100 meters away from sensitive areas. Protected or Does project include Project Site Visual/Survey Prior to construction, after preliminary endangered fish provision for fish migration and fishery migration, breeding and and avoid elimination or alternation of protectedor endangeredfish species? feeding patterns There is no need for the fish passes due to project characteristics.

Phase/Issue What parameter is to be monitored? Where is the parameter to be monitored? How is the parameter to be monitored/ type of monitoring equipment? When is the parameter to be monitoredfrequency of measurement or continuous? Responsibility Operation Sedimantation Forest Protection measures adequate Upstream watershed Visual Survey Quarterly -It is not a storaged project. So at the upstream of diversion weir there will be a small water rising. And this amount of rising has not an effect on forest. Erosion of River Banks Installation of river bank protection system Erosion Levels River banks upstream and down stream of dam site Visual Survey After completion of dam construction Annually, before/after rainy season -According to small rise of water the river banks are not in danger, and there is no necessarities to construct river bank protection systems. Upstream water quality changes (during filling) BOD 5 /COD, Ph, DO, suspended solids At least three points (near banks and midstream) and at least three depths. Biological or chemical (permanganate or chromate) oxidation testing, DO meter, turbidity At least three times during filling process (near begining, middle and near completion) -The water is continually moving during the operation so there will be no effect to the quality of water due to project. Water use downstream Downstream water availibility Downstream consumers Survey After dam operation is stabilized, then annually for three years if there are no issues. -Ecological water will be released from the diversion weir due to DSI regulations. In the irrigation season needed amount of water for irrigation wiil be releaesd from headpond structure. Fish and Fishery Any significant or migration, unpredicted changes to breeding and fish/fishery migration, feeding patterns breeding and feeding patterns? Upstream and downstream of dam Survey After dam operation is stabilized, then annually for three years if there are no issues. There is no need for the fish passes due to project characteristics. * Items indicated to be the responsibility of the contractor shall be specified in th bid documents.
