1 Stage-I (2x800 MW) Page 1 5 CHAPTER - VI ENVIRONMENTAL MONITORING PROGRAMME 6.0 OBJECTIVES Regular monitoring program the environmental parameters is essential to take into account the changes in the environment. The objectives post project environmental monitoring programme are, to verify the results the impact assessment study in particular with regards to new development, to follow the evolution the parameters which have been identified as critical, to check or assess the effectiveness the controlling measures, to establish a data base for future Impact Assessment studies. The monitoring various environmental parameters is necessary which is a part and parcel the environmental protection measures. is as important as that control pollution since the efficiency control measures can only be determined by monitoring. For effective implementation and mid term corrective measures monitoring and control program is essential. The scope environmental monitoring includes air quality, water and waste water quality, noise, soil characteristics, and ecology. 6.1 TECHNICAL ASPECTS OF ENVIRONMENTAL MONITORING A comprehensive monitoring programme is suggested in Table for the following major components environment Air Air quality monitoring shall be carried out as per CPCB guidelines at four locations in the study area in consultation with SPCB Stack Facilities for online monitoring PM, SO 2 and NO x shall be provided Further, Port holes shall be provided for stack monitoring for all stacks. The frequency and parameters monitoring for the proposed thermal power plant is given in Table Water and Wastewater The treated effluent should be collected and analyzed for physical-chemical, biological and heavy metal parameters. Treated domestic effluent from township and plant area

2 Stage-I (2x800 MW) Page Noise Soil shall be monitored. Water observation wells around the ash ponds shall also be monitored for assessing ground water quality. In addition to the monitoring treated waste water, regular monitoring the receiving bodies should also be undertaken in consultation with SPCB. The details are given in Table 6.1. The ambient noise monitoring should be carried out at six locations in nearby villages around the plant boundary. The industrial noise levels should be monitored for the work environment. The noise level inside the power plant near noise generating equipment shall be monitored continuously for 8 hours. The Leq value and frequency analysis should be done. The noise monitoring has to be done once in six months at all the individual equipment, which produces more than 90 db (A) noise level. The soil sampling around the ash disposal area should be carried at 4 locations once in three years Ecology Terrestrial Ecology The terrestrial ecology sampling near the air quality monitoring stations should be carried at 3 locations once in three years Aquatic Ecology The aquatic ecology sampling near surface water quality monitoring stations should be carried out at 2 locations once in three years. The project would have an analytical laboratory for regular monitoring various environmental parameters as described under Section 6.1. It is recommended that the laboratory should be equipped with the following equipment.

Fifteen Millions only.

5 Stage-I (2x800 MW) Page ENVIRONMENTAL ORGANISATIONAL SETUP The post operational monitoring programme will be under the supervision the Environmental Management Group (EMG) at the project site. The EMG at site will interact with State Pollution Control Board and other environmental regulatory bodies for all environmental related issues during operation the station. An Environmental Management Group (EMG) will be setup at Darlipali STPP. Deputy General Manager (EMG) would head this group who will be assisted by a Senior Manager (EMG) and other supporting staff. EMG will be responsible for the performance environmental management systems at the plant for the protection environment. EMG will have sufficient trained manpower and equipment for monitoring and other environmental related activities to ensure that statutory requirements are complied.
