1 REPORT TRANSITION TOWARDS EFFICIENT, LOW EMISSIONS AND RESILIENT BUILDINGS I. Synthesis of the discussions From the facilitators to the Champions The building sector, representing 223 billion built square meters, is one of the main sector concerned by climate change. Buildings represent 50% of the world assets value, 20% of GHG direct and indirect emissions, and are exposed to higher climate risks. Incremental energy efficiency investments in buildings, including appliances and lighting was USD 118 billion in This is less than 8.5% of the USD 4.6 trillion spent on construction and renovations of new and existing buildings globally. The building envelope, primarily with insulation and windows, accounts for the largest share of investments in building energy efficiency at USD 237 billion. The mobilization of the international building sector community against climate change gained visibility since the launch of the Global Alliance for Buildings and Construction (GABC) at COP21 during the first Building day. Today, 88 countries have included energy efficiency (EE) in building in their NDCs, 62 countries have building energy codes, and 84 countries have building energy certifications. The building sector s engagement to contribute dramatically to the implementation of Paris agreement objectives (i.e. well below 2-degree pathway and carbon neutrality) has been confirmed during COP22. Thanks to the support of the UNFCCC and the Moroccan presidency, this event included in the Global Climate Action Agenda (GCAA) has been facilitated by the GABC and enabled fruitful discussion and exchanges. The needs: the presentations and the discussions were focused on the following themes: - Deep renovation of the building stock of industrialized countries - Quick development of low energy buildings in emerging and developing countries - Cities at the forefront in market transformation for EE reinforcement in buildings - Costs and financing of upstream capacities for EE policies - Importance to develop services (ie guaranty) based on EE results: need for reliable and universal EE Metrics 1

2 - Development of new EE financing schemes: third party financing, ESCO, global facility for EE in building for emerging and developing countries The Buildings day was also the opportunity to present the «Global Status Report» in its preliminary format, and the Global Roadmap for the transition towards low-ghg and resilient real estate. The Global Status Report summarizes in its 2016 version the existing available data and information for a general stock take of the issues related to buildings and climate change. It is the preliminary version of the future Yearbook on the transition towards low-ghg and resilient real estate, which will track each year the progress made in the building sector. The Global Roadmap is the first version of a living document which summarizes the main overarching goals, steps and agenda that the global building sector could share. It creates a common vision and the framework for collaboration towards a low-ghg and resilient real estate pathway. The main supporting initiatives include: Global Alliance for Building and Construction, the climate coalition of state and non-state actors gathering a lot of other vital initiatives, such as: Building Energy Accelerator (WRI SE4all); Energy Efficiency in Building and Cement sustainable Initiative (WBCSD); NZE Building movement (WGBC) launched in June 2016; 10 YFPI on buildings The recommendations: the participants of this Building Action Day, after fruitful and rich discussions, have recommended to: 1. International level a. Recognize Building as a major sector concerned by climate change in every international fora; b. Reinforce the visibility of energy end-use sectors like the building sector in the UNFCCC process and CRF Inventories; c. Launch a plan for actions on low energy buildings in hot and tropical climate areas; d. Improve the collaboration between numerous building initiatives to improve the efficiency of actions taken in this field. 2. Finance level a. Improve access to finance, in particular for developing countries, and especially for upstream capacity building in EE; b. Improve the share of climate finance dedicated to EE in buildings, and especially from public funding like the Green Climate Fund (GCF) and Development Banks; 3. Public policies at national level a. Set up the appropriate energy end-use statistics; b. Set up the appropriate package of policies and measures and put forward the guidance for a transition for low-ghg and resilient building governance in each country in a participatory way (all actors of the value chain); c. Upscale the pace and effectiveness of renovation; d. Develop quick-wins measures, especially in countries with high new building activity, such as minimum standards for cooling equipment, cool roofs 2

3 II. Messages and initiatives to be presented at the High Level Panel Buildings, as a major economic sector and source of GHGs, is a priority sector for climate action. We have a unique opportunity. Given the rapid urbanisation and buildings extended life-span, failing to address buildings increasing energy use will lead to a lock-in of high-energy demand and emissions. This also may hinder energy access and sustainable energy. Political governance and finance (i.e. climate finance) channeled to this sector needs to be dramatically scaled up. Without this, future cost of action will be higher. For a global awareness it is important to set a full Building Action Day in the Global Climate Action Agenda at every COP. In this regard, a preparatory annual conference on building and climate could be organized by the host country of the COP. Three priorities stand out: 1. There is a need for enhanced EE deployment in new and existing buildings 2. Ambitious buildings EE and resilience targets should be integrated in NDCs and public policies through an inclusive approach along the value chain (local partnership) 3. There is a need for dedicated finance to support the development of enabling environments and investments II.1 There is a need for enhanced EE deployment in new and existing buildings 1.a Near zero energy and GHG emission Building for all The buildings sector is rapidly growing, globally 1. Standards and regulations for tropical and hot climates are needed to avoid lock-in, and can improve households wellbeing, and businesses growth. For this, countries need to put EE and resilience in new buildings at the forefront of climate policies; design actions plans to promote net zero buildings; promote cooperation between sectorial professions to implement strong regulations; promote EE solutions; and develop quick-win solutions, for instance cool-roof solutions or solar water heaters. 1.b Upscale deep renovation of buildings stock In developed countries, 80% of the building stock up to 2050 already exists. Achieving NDCs and avoiding energy scarcity and energy poverty will require substantial deep renovation efforts, which bring benefits to the local economy and ecological. This involves industrializing the existing building retrofit business models adapted for countries and specific buildings types and make support and advice available locally, to raise awareness and provide local means of financing buildings renovation. 1 By 2050, the building stock will almost double and add 200 billions square meters mainly in emerging and developing countries. 3

4 II.2 Ambitious buildings EE and resilience targets should be integrated in NDCs and public policies through an inclusive approach along the value chain (local partnership) The potential of the building sector to harness energy savings and GHG reductions has been recognized as essential by 88 countries to date in their NDCs, which represent about half of all nations. NDCs provide a unique opportunity for countries to set actions and targets for improving EE in the building sector. Governments should ensure these actions and targets are reflected in national policies. More needs to be done to encourage all countries to engage the building and construction sector in implementing NDCs. 1. The priority for countries, relevant local authorities and non-state actors is to fully detail a comprehensive policy that engages the building sector in achieving and exceeding climate goals communicated in their NDCs. 2. EE Building Public policies have to be consistent with urban planning policies as emphasized in the Habitat III conclusions. They specifically have to take into account the need for social and affordable housing and the informal sector issues. 3. The most efficient way to set up ambitious policies and codes is to do it in an inclusive manner, involving all actors of the fragmented building sector. All stakeholders could be efficiently mobilized thorugh national or local building alliances. 4. NDC support facilities need du include the building sector. II.3 Mainstream EE financing: there is a need for dedicated finance to support the development of enabling environments and investments Buildings represent 50% of global wealth. Energy efficiency can deliver 50% of the energy related GHG reductions required for the delivery of a 2-degree pathway. GABC panelists, in the COP22 Action Agenda dialogue session, identified that $560 billion is required in global EE investment flows. These do not need to be new investments ; in fact, the opportunity presented in buildings, and especially those not yet built, is to redirect the flow of existing finance and investments to simply deliver better, low carbon and more sustainable buildings and city infrastructure. Using case studies and drawing upon years of experience, the panelists and attendees debated the key elements required to finance low carbon buildings. These can be summarised as: - Enabling policy frameworks which provide the lowest general total cost and do not focus only on the low investment cost ; - Reduce the green premium (which was once 10% and is now 1-2%) to zero through green public sector procurement and the mandated delivery of low energy and carbon new buildings; - Increase technical and project development assistance (like that available from the GEF) and use it to deliver investment grade policy frameworks and greater amounts of private finance; - Train and qualify more professionals to provide renovations and with the tools (e.g. IFC s EDGE and others) to design low carbon and EE buildings for the future; 4

5 - Reduce the risk, or perceived risk, of the private sector through performance-based payments and rebate schemes, as well as risk-sharing facilities to lever private capital; - Have banks and finance providers tag the environmental characteristics of their assets to enable better data on relative investment performance of green buildings. 3.1 Finance the upstream capacity for Energy Efficiency in emerging and developing countries, especially in the building sector EE policies need major upstream capacities for: end energy use statistics; policies design and monitoring departments; animation of participatory process with private building stakeholders; control of regulation implementation. It is also importat to take into account that in the building sector the impacts are delayed by around 10 years between the first discussions on regulation with professionals and its full implementation. Countries that are politically engaged in the transition towards low-ghg and resilient buildings (i.e. members of the GABC) should have access to finance (i.e. climate finance) to help them covering the costs of the upstream capacity for EE. This cost represent a small margin of the energy consumption concerned. A program on EE in buildings, which matches technical assistance and investments is being prepared 3.2 Set up special financing schemes for EE in building Current investments to EE in buildings are not sufficient: these investments need to at least double by 2020 to be in line with the rise of EE expected for a well below 2-degree pathway. The restrictive factor is not the amount of global saving, but the evaluation of risk. To overcome this barrier, UNEP-FI and IPEEC already work together to put closer the EE and the finance community. The Climate Bonds Initiative also works for the mobilization of debt capital market for climate change solutions, especially for green propriety. Priority actions include: Develop a common evaluation universal risk pattern to analyze the risk of existing environmental labels/ certifications or energy evaluation; Promote the appointment of EE experts in finance institutions and development banks; Promote common data bases to track record of EE investment risk; Support the creation of multi-country, multi-partner facility funds or Initiatives for EE in buildings in emerging and developing countries, such as PEEB (Programme for EE in Buildings, a joint initiative by AFD, ADEME and GIZ, with the interest of Morocco, Senegal, Tunisia and Mexico expressed at COP22); Work through the G20 to gear investments. III. Actions to be engaged in short and mid-terms Next steps. In order to promote the position of the building sector in the work of the Parties to the Agreement, the following measures need to be taken into consideration: 5

6 In the short term (2017-COP23) Invite the Parties to: o join the GABC: use the e-platform, participate to the data collection system tracking the progress (yearly Global Status Report), contribute to the Global Roadmap ; o develop national strategies and to establish local alliances for buildings and construction gathering all local stakeholders and mobilizing all the value chain actors. o include ambitious building programs in their NDCs; o Give a better visibility to the building sector in the UNFCCC inventory methodology. The GABC will organize and encourage: o an IFI and development banks meeting dedicated to building and climate solutions (EE, resilience ); o a ministerial meeting of the relevant building and construction ministers dedicated to the transition towards efficient, zero emissions and resilient real estate; o the development of sub sectoral approach for near zero emissions buildings; In the Mid-term (2017 up to 2020) Provide the necessary assistance (funding, capacity building ) to fully implement Buildings NDCs or policies; Raise the level of ambition of NDCs concerning buildings in every country; Ensuring all countries have a long-term strategy to decarbonize the building sector; Establish a multi-partner multi-country assistance and innovation fund; Conduct a world campaign and training for net-zero energy buildings; Establish a common methodology for risk assessment of every energy and sustainable building labels. 6
