1 Bristol City Council The past, present and future of waste & recycling in Bristol A history of waste and recycling in Bristol From 1974: 2 Household Waste Recycling Centres opened. (In 2011, they now have a 75%+ recycling rate.) Late 1990s onwards: - A weekly source-separated dry recycling kerbside collection materials collected include paper, glass, cans, textiles, shoes, spectacles, car and household batteries, engine oil, metal cans, foil and aerosols. This resulted in a recycling rate of between 10-15%. - Home compost bins sold to residents at cost price. (Over 38,000 sold to date with an estimated 5,000+ tonnes of garden waste diverted each year.) - Mini Recycling Centres provided to flats, schools and halls of residence for paper, card, glass, cans and food. The service now covers over 32,000 flats and 38,000 pupils and contributes over 1,200 tonnes to our recycling rate. - Regular communications and education projects, including a schools waste education project and RIFE (Recycling In Flats Everyday). June 2005: Same day collections for refuse and recycling introduced, as well as one bin only and no side waste policies. This resulted in an increased recycling rate from 12.7% to 17.5%. From November 2005: Development of a network of 50 bring sites that collect mixed plastics, as well as 6 sites that collect waxed drinks cartons (Tetra Paks). These sites collect over 1,200 tonnes per annum. June - August 2006: Major service change for all residents, with the introduction of a weekly food and cardboard waste kerbside collection, (as well as an optional chargeable garden waste collection service), and a fortnightly collection for residual waste. This increased the recycling rates from 17.5% to 36.5%. From January 2009: Food waste and cardboard collections rolled out to schools, halls of residence and flats. From March 2010: Communal bins for recycling and refuse introduced in certain areas of the city with issues of limited off-street space for individual bins and sometimes also problems with litter and fly-tipping. 1
2 September 2009: A smaller residual waste bins policy introduced. (From 240 litre to 180 litre on a replacement only basis, although other sizes of bin available for larger households). April 2010: A pilot mixed plastics kerbside collection service launched to 10% of the city. Results show it collects approximately 300 tonnes of plastic per year. From November 2010: A small network of 3-in-1 on-street recycling bins developed for key city centre and high footfall areas. September 2011: New Earth Solutions s new MBT plant at Avonmouth officially opens. Just under two-thirds of Bristol s residual waste to be diverted here (approx 54,000 tonnes) instead of going to landfill, along with waste from the West of England partner authorities Bath & North East Somerset, South Gloucestershire and North Somerset. A new flagship waste contract A new 7 year waste & recycling collection contract with May Gurney is beginning on November 1 st 2011, which sets the contractor targets for residual waste reduction as well as further improving recycling rates. There are incentives if May Gurney meet the targets and penalties if they don t. The contract includes: A city-wide kerbside collection of mixed plastics and drinks cartons by July ALL residual waste bins to be replaced with smaller sizes (generally from a 240 litre to a 180 litre) by July Comprehensive 3-year communications and publicity campaign to increase resident participation in waste reduction and recycling. NB: See full details of the May Gurney contract on attached A5 sheet Facts and Figures The charts on the next pages illustrate the progress to date as a result of the above current services. In 2004/ 05, BCC had an overall recycling rate of 12.8%. For 2011/ 12, this will increase to at least 40.4% (it could be as high as 45% now the NES plant is up and running). Household waste arisings have decreased from 186,000 tonnes to 162,000 tonnes, whilst population has increased from 391,500 to 441,300. The NES MBT plant has only recently come on-line, so the current data for 2011/ 12 does not give the whole picture. The following table compares the recycling & other rates for September 2004 and September 2011 in order to give a more accurate picture of the current situation, as well as highlighting the improvements made in recent years: 2

5 HWRC Tonnage Recycled and Composted (04/ 05 on) 12, , , , HWRCs (recycled) HWRCs (composted) 4, , / / / / / / / /12 (full year estimate) The future for waste in Bristol There are a number of developments on the horizon for Bristol, from both Bristol City Council and other companies together bringing us a more sustainable future: Bristol City Council has ambitions to build a third household waste recycling centre in South Bristol. Earlier in 2011, Bristol City Council also signed a second waste disposal contract with SITA, which included provisions for the company to develop a further MBT-type & pyrolysis treatment facility from This will mean that Bristol City Council will be sending zero untreated waste to landfill within the next couple of years. SITA also has plans to develop a recycling plant that will create around 4.2 million litres of diesel each year by treating 6,000 tonnes of unwanted plastics. They already have planning permission for a treatment facility at Avonmouth that will see 100,000 tonnes of waste a year being turned into energy through gasification. Alongside the plant there will be a facility that will process 40,000 tonnes of recyclable waste, such as cans and bottles. They plan to submit a planning application to double the amount of waste to 80,000 tonnes. New Earth Solutions are currently developing a modular pyrolysis/gasification plant for their MBT plant at Avonmouth by early This will take the majority of the leftover waste that cannot be recycled or composted. 5
