Status of Mines Running Mines but presently production is stopped as per NGT Order. 2.2 Brief description of the nature of the project The proposed project is for riverbed mine from above mentioned plots sustainably and scientifically. Mining will be opencast and manual as per mining rules keeping all the nearby plots unaffected. Following geo-scientific methods are proposed to carry out the activity: Mining will be confined to extraction of sand in its existing form, from their allotted plots only. Mining of sand from their allotted plot (s) will be restricted to a maximum depth of 1 m from the surface. No drilling and blasting will be done. Approximately Cum ( Cft) riverbed sand will be extracted yearly. No mining activity will be undertaken during the monsoon season. In order to avoid environmental pollution or any accidental hazards, the mining activity will be restricted to daytime only. The operation will remain manual, using tools like shovel, spade, sieve etc.

5 2.3 Scope of the project and its Importance: Sand is used in almost any type of construction activity. Thus in correct times, where the focus of the governments is on improvement of basic infrastructure, both in rural and urban areas, there is a constant need for ensuing regular supply of these inputs. The production of sand will benefit to the state in the form of royalty. Apart from this project operation will provide employment directly and indirectly to the people residing in vicinity, thus improving the Socio-economic status of the area. 2.4 Employment Generation Due to the proposed sand mining there will be direct demand of 25 workers for the mining. There will be also indirect employment in transportation and handling. 3.0 PROJECT DESCRIPTION: 3.1 Type of project including interlinked and interdependent projects, if any This is an independent sand mining project. The proposed project is for the extraction of sand from the allotted plot(s) manually which will be used for any type of construction project / jobs. Other types of industries like steel, cement, red bricks etc are also linked with sand. Because in any types of construction jobs steel, cement, red bricks are equally required with sand. Taking into consideration, location of the project, this project does not pose any major adverse impact from the environmental point of view. 3.2 Location (map showing general location and project site) with coordinates. The mining lease area over 8.09 Ha (20 Acres) is located in survey of India Topo Sheet No. 73 M / 12, with co-ordinates Latitude : N to E, Longitude: E to E at Mouza: Kunjapur, Plot No: 2227 (P), 2269 (P), 2603 (P),JL: 112, Village: Kunjapur, Block : Indus, P.O & P.S. Indus, Dist. Bankura,, West Bengal. The proposed project activity will be carried out in the allotted plot(s). 3.3 Size or magnitude of operation The proposed mine has lease agreement over an area of 8.09 Ha (20 Acres ). As per EIA notification 2006 it is a Category B2 mines. Approximately Cum ( Cft) riverbed sand will be extracted yearly Total Reserve of the area is estimated as cum ~ Cft of sand. The life of mine is unlimited since the sand will be 100 % of the reserve yearly.

6 3.4 Project description with process details The proposed project is to sand mining from plot(s) under lease, sustainably and scientifically. Mining will be opencast and manual along the plot(s) keeping the nearby plot(s) unaffected. Following geo-scientific methods are proposed to carry out the activity: i. Mining will be confined to extraction of sand in its existing form, from their allotted plots only without involving any blasting. ii. Mining of sand from their allotted plot (s) will be restricted to a maximum depth of 1 m from the existing riverbed level. iii. Mining of sand from their allotted plot (s) will be restricted to 2 m above the ground water table in the area. iv. There will be no intersection in the mines. Thus no alteration of natural drainage pattern of the area is envisaged. v. During transportation the trucks will be covered and vehicles having PUC certificate. vi. Mining will not be done during the monsoon season. Regular health check-up will be done of the workers and safeguards like sprinkling of medicines/vaccination etc. against disease vectors will be undertaken. vii. Workers will be provided with drinking water and sanitation. viii. There are no civil structures within 15 m of the proposed excavation area. ix. No drilling and blasting is proposed. x. In order to avoid environmental pollution or any accidental hazards, the mining activity will be restricted to daytime only. xi. The operation will remain manual, using tools like shovel, spade, sieve etc. xii. Approximately Cum ( Cft) riverbed sand will be extracted yearly Method of developing as well as removal of allsorts of barriers from waterway of the River, before and After monsoon: The sand deposited as river bed material will be collected in its existing form with the help of Backhoe -Dumper Combination and as well as collection using boat and nets. Manual labour would be used to remove debris, boulders, rocks and any other barriers from waterway.

7 3.4.2 Method of Mining: i) Mining will be confined to extraction of sand in its existing form, from their allotted plots only without involving any blasting. ii) Mining of sand from their allotted plot (s) will be restricted to a maximum depth of 1 m from the existing riverbed level. iii) Mining of sand from their allotted plot (s) will be restricted to 2 m above the ground water table in the area. iv) There will be no intersection in the mines. The operation involves extraction of riverbed sand in its existing form. Here, the mined sand will be used as raw material for construction jobs. During transportation the trucks will be covered and vehicles having PUC certificate. Approximately Cum ( Cft) riverbed sand will be extracted yearly. 3.5A Plan of Restoration of Embankment / bank line damaged due to transportation of extracted riverbed materials: The approach road has been developed with proper slop using bolder. Pilling with wooden bally has also been made around the riverbed entry points Use of Minerals: The proposed project is for the extraction of sand from the allotted plot(s) manually which will be used for any type of construction project / jobs. Other types of industries like steel, cement, red bricks etc are also linked with sand. Because in any types of construction jobs steel, cement, red bricks are equally required with sand. Taking into consideration, location of the project, this project does not pose any major adverse impact from the environmental point of view.

8 3.6.2 Mineral Beneficiation: There will be no mineral beneficiation only to the extent of manual screening only if required. 3.7 Availability of water its source, energy/ power requirement and source Water Requirement: The water will be required only for drinking purposes. It is projected that not more than 25 laborers will be required for the proposed project. The total water requirement will be 1.5 KLD. Which will be met by River water / village tube well Power Requirement: All the activities will be carried out manually. The operation will be done in day time; hence there is no power requirement for the project at site Quantity of wastes including residual extracted materials left to be generated (liquid and solid) and scheme for their management/ disposal: Solid Waste Generation & its Disposal : The entire mineral extracted is saleable / useable. There will be no residual extracted materials left to be generated. The laborers from nearby villages will be hired to carry out work in day time only, hence there will be negligible waste generation, if any Liquide Effluent No liquid effluents will be generated at site except domestic about 1.2 Kl. 4. SITE ANALYSIS 4.1 Suitability for extraction taking into consideration general profile river stream, annual deposition factor and replenishment: The sand will be extracted from riverbed except monsoon season. The sand extracted from riverbed before monsoon are normally 100% during monsoon. 4.2 Connectivity: Nearest Railway Station Nearest railway station is Goghat about 15 Km (S) and Arambag, about 18 Km (SE) from the site.

9 4.2.2 Nearest Airport Nearest Airport is Kolkata about 88 km from the site Nearest Highway SH 2 : 7.5 Km.(S), SH Km (E), NH 16 : 35 Km (SW) from site. 4.3 Land form, land use and land ownership Land Form: The land is Darakeswar Riverbed Balughat. Land Use: Balughat Land Ownership: Govt. of West Bengal 4.4 Topography The proposed sand mine lease area is largely flat and plain. The maximum and minimum elevation of the area is 170 to 180 m amsl. The land profile nearby area comprises of thick covering of alluvial soil of clay texture which varies from sandy loam to loam soil which is medium alkaline, water soluble salt, calcarius up to few depth, moderately well drained moderate water holding capacity slope range 4-10%. 4.5 Existing land use pattern There is no forest land in the proposed mine lease area. The surface runoff water from some dry small nala periphery of the area finally connected to the River. The existing land use pattern of the nearby area is mostly agriculture. Presently land use of the lease area is Balughat. 4.6 Soil The soil type is sandy soil. The soil type of area is clayey loam. ph ranges from neutral to slight alkaline with all general characteristic of Indo Gangetic plain viz alluvial in nature, low conductivity and less carbon content. 4.7 Rainfall & Climatic conditions (District Bankura ) The oppressive dry summer is the characteristic of the district. The temperature may rise to 47 0 C in May and June. Temperature Range: The rainy season, also hot and highly humid, starts from the 15 th June and last up to September. Most of the rainfall occurs in July & August. Average Rainfall: 1341 mm. Winter starts for November and is very pleasant. It lasts up to February. Temperature Range: C. Maximum wind speeds is ~ 14 Km/hr. Predominant wind direction is SW & NE.

10 5. PLANNING : 5.1 Mining Plan The proposed project is to sand mine from plot(s) sustainably and scientifically. The riverbed sand will be excavated from the plot(s) as per mining rules and will be transported through covered trucks only. Mining will be done by Opencast Manual method keeping nearby plot(s) unaffected. Maximum depth of mining will be 1 m as per the prevailing rules. 5.2 Compliance of stipulation to safeguard hydro-morphological condition of rivers / Sl. 11 5.3 Population projection There is no permanent influx of the population anticipated, as the workers will be hired locally from nearby villages. Unemployment is very pervasive in the study area. The project will provide employment to around 25 people directly and persons indirectly in the project. It is expected that a large part of the investment in this project will trickle down to the local population. Hence there will be an overall improvement of socio-economic status of the people of surrounding areas. 5.4 Land use planning The land of the mine lease area is Balughat and there will be no change in land use after operation. The ultimate land use of the mine lease area will not change. Extracted mineral will be used in construction jobs, the workers will be hired locally and temporarily, no housing facility will be required. 5.5 Amenities/facilities to workers Temporary rest shelters, drinking water, first aid and sanitary facility will be made available to the mine workers. 6.0 PROPOSED INFRASTRUCTURE 6.1 Mining area (Processing Area) No processing area is proposed as the extracted sand will be directly loaded in to trucks.. The lease area is spread over 20 Acres (8.09 ha) in Mouza &Village: Kunjapur, Block : Indus, P.O & P.S. Indus, Dist. Bankura 6.2 Residential area (Non Processing Area) Not more than 25 workers will be needed for the project that will be hired from nearby villages, thus no housing facility is required. 6.3 Green Belt Compensating Plantation will be done in consultation with local body. If Govt. land is allotted then green belt will be developed on that land and soil binding grasses like Agave nector, Saccharum officinarum (Munja), Cassia tora (Charata), Opuntiaficus indica, Aloe vera (Gheekwar), Argemone maxicana, Euphorbia hirta will be planted.

12 6.4 Connectivity There is direct connectivity through village road up to the mine site. The area is well connected to SH 2 : 7.5 Km.(S), SH-7 : 8.6 Km (E), NH 16 : 35 Km (SW) from site. 6.5 Drinking Water Management In order to meet the drinking water requirement for site workers, River water / village tube well will be used. 6.6 Sewerage System Since the waste water from the mine will be only due to domestic usage which will be minimal thus no sewerage system is proposed at the mine site. 6.7 Toilet Facility Toilet facilities will be provided to the worker at the river bank. 6.8 Industrial Waste Management Since the workings are open cast, which is on a riverbed sand almost the entire excavation will be sold out hence, no waste management plan is required at the surface. 6.9 Solid Waste management No solid waste generation is expected from the mining operation Power Requirement & Supply/ Source All the activities will be carried out manually. The operation will be restricted to day time only; hence there is no power requirement for the project at site. 7.0 REHABILITATION AND RESETTLEMENT (R&R) PLAN 7.1 Policy to be adopted (Central/State) in respect of the project affected persons including home oustees, land oustees and landless labourers (a brief outline to be given). The lease area is a Balughat and as such no person is going to be displaced. There will be no compulsory land acquisition for this project and as such no R & R is required. This project is expected to provide a great relief to such local people by providing them with employment opportunities. Further, an effort will be made to stimulate a local rural economy (in consultation with the leader of these rural areas) so that the economic benefits of this project can be derived by people who are not directly employed on this project.

13 8.0 PROJECT SCHEDULE & COST ESTIMATES The project will be started with in one month from the date the area is lease out. It will run during day time only. The total cost of project would be approx Rs lakhs for 5 years. 9.0 ANALYSIS OF PROPOSAL: Overall the project will have positive and long term impact on environment. The project will also bring positive changes in terms of socio economic development by way of generating direct and indirect employment opportunities for the people of vicinity. Also the project will bring economic benefit to the state in terms of revenue generation. Apart from the financial benefits, this project will have a great positive social impact especially in this effected region, where the local population, in the nearby villages is still dependent on seasonal rice cultivation for their livelihood. This project can be a boon for the local population by providing them sustainable employment opportunity for their subsistence. Further, from the environmental point of view, this project will have minimal impact, as the project envisages opencast quarrying operations using manual methods & that too in an area which is remote and is surrounded by wasteland. Also there will be no conflict of interests for resources between the lessee and the local population.
