3 Introduction The Republic of Serbia has been a Party of the UN Framwork Convention on Climate Change UNFCCC since 2001 and Kyoto Protocol since 2008 as a developing country, As a non-annex I Party to the Convention Serbia has no commitments on the reductions of GHG emissions but still numerous obligations including submition of National Communication to the COP of the UNFCCC, which has been done in November GHG Inventory as a part of the Initial National Communication was prepared for the reference year 1990 and 1998 according to International Methodology: Revised 1996 IPCC Guidelines for National Greenhouse Gas Inventories, Tir 1 Method Good Practice Guidance and Uncertainty Management in National Greenhouse Gas Inventories, IPCC,
