3 A-3 Information about the project A3.1 Short description of the environmental problem Tivat and Kotor are coastal municipalities, both situated on the shores of the Bay of Boka. Tivat has no sewerage at all while in Kotor, an old town and a historical monument, only 50% of population is connected to sewage system. Wastewater causes marine water pollution, especially in the Bay of Boka which has a low rate of water exchange with the open sea. During the tourist season, population of the area increases twice or three times. A3.2 Origins and positive environmental impact of the project A3.2.1 Description of factors that inspired the project (driving forces) A3.2.2 Project main goal and objectives A3.2.3 expected positive environmental effects A3.2.4 Health impact of the project A3.2.5 Size of population benefiting from the project implementation A3.2.6 Scale of impact Pollution and negative impact on tourism, the main economic activity in the region and one of the country s priorities Reconstruction and rehabilitation of wastewater and sewage systems in the towns of Tivat and Kotor Reduction of water pollution in the Bay of Boka, and improvements in the quality of marine water Positive impacts expected due to improvements in the quality of bathing water Regional Local Country Cross border (County) Local A3.3 Project status Performance [%] Start [MM/YY] End [MM/YY] A Pre-feasibility study 100 4/ /2003 A Feasibility study 0 A Detail engineering designs 40 2 N/A N/A A EIA 0 A Permits 0 A Financing 0 A Procurements 0 A Construction 0 A Start of operation and training staff 0 A Operation 0 A Description of critical factors affecting project implementation: Financial constraints 2 Plans developed as a part of detailed urban and spatial plans in the area REReP 1.2 project (idea) template 2

4 PROJECT INFORMATION FORM Part B Water & Waste water B Technical and environmental information on project B-1 Project type B1.1 Project type Construction works B1.2 Technical description Construction of primary sewage system in Tivat, and construction of secondary and tertiary sewage systems in Kotor (with rehabilitation measures if necessary). Wastewater Master Plan Study for the Coastal Region of Montenegro was prepared in The Study contains strategies for long-term wastewater sector development and a short-term implementation programme. The Study also contains Priority Investment Plan (PIP) extracts from which are given below (for Tivat and Kotor municiplaities): Kotor The Municipality is situated around the inner part of the large Boka Kotorska Bay. This enclosed area is especially sensitive to pollution by nutrients. The aim is to evacuate and transport all wastewater from the municipality to the regional outfall in Trašte and into the open sea. The core of this system has already been constructed but its performance is unreliable. Short-term investments will mainly go to the rehabilitation of pumping stations to ensure smooth operation and to limit accidents. Relatively small investments are needed to intercept the short outfalls into the Bay. However, the existing sewage network requires expansion to stop all outfalls. The medium-term task is to expand the system to more urban areas. The long-term task is to construct a wastewater treatment plant. Tivat At present only a small part of the town is covered with a sewer network resulting in a serious public health hazard in residential areas. However, the network cannot be expanded immediately. The municipality lacks the framework of sewerage system and should urgently be connected to the regional system of Trašte. This primary system requires a huge initial investment. Without it very little can be done to improve the endangered public health conditions in the town. Costs of PIP for Tivat and Kotor municipalities (in EUR) Phase: Short-term Mid-term Long-term total PIP Kotor 2,600,000 6,800,000 16,100,000 25,500,000 Tivat 6,000,000 5,800,000 14,900,000 26,600,000 In line with the priorities identified in the Wastewater Master Plan Study, a number of interventions on Kotor sewerage network are implemented under an ongoing project financed by the USAID. These interventions include: - Improvement of three coastal pump stations (app $156,000) - Inspection of the Traste outfall (app $18,000) - Sewage reparation (app $25,000) B1.3 Project location(s) (exact address) Tivat and Kotor municipalities B1.4 Location from the environmental impact point of view (mark where appropriate) Hot spots Downtown area and/or specially protected areas Other densely populated areas REReP 1.2 project (idea) template 3
