Facts&Figures National gas transmission system operator (TSO) Established on the basis of the Directive of the European Parliament and the European Council 2003/55/EC Formed in April 2004, unbundled from PGNiG S.A. Joint-Stock Company, owned by the State Treasury as the only shareholder 2000 Employees Head Office in Warsaw 6 Regional Branches (Gdańsk, Poznań, Rembelszczyzna, Świerklany, Tarnów, Wrocław)
4 Polish Gas Transmission System Overview Transmission system elements (2008): km pipelines 14 compressor stations 55 gas nodes 970 exit points Main Characteristics: Polish gas system is connected with the European Gas Network system but only along the East-West direction. Gas imports practically only from Eastern direction. Gas Imports amounting to 70% of total national consumption (14 bcm p.a.) come from only one supplier. The remaining 30% is covered by national production.
5 Current Supply Situation Diversification of gas supplies directions will allow to balance and optimize the system in terms of planning further expansion and financing requirements Commercial sources of gas are currently diversified to limited extent, since the share of the prevailing direction of import amounts approx. 70% Physical sources of gas are also diversified, however current level is insufficient to ensure comfortable situation for further market development in Poland covered by national production. 6 Diversification of gas supply routes Security of Supply Strong and immediate need to develop new routes to enable diversification of gas supplies and greater security of supply: Decreasing the share of one supply direction Avoiding disruptions in gas deliveries in future Connecting the Polish network with other EU Countries will enable implementation of regional security and solidarity mechanisms as well as reverse flow at the event of crisis.

10 Diversification of gas supply routes Market Development Annual Gas Consumption Growing demand for natural gas in Poland Gas share in Polish energy market is much lower than an average in the EU (13% against 24%). Forecast of larger penetration among households, SMEs, commercial and services sector Development of gas power generation (increase of electricity demand and growing role of RES) Need of higher import gas flows as national production will remain stable 4-5 bcm/a(current entry points are overbooked) Physical diversification is currently insufficient to ensure further comfortable market development Balancing and optimizing the system in terms of planning further expansion and financing requirements New interconnections will integrate the Polish network in regional and EU scale contributing to the construction of internal gas market 14,1 bcm 17,1 bcm Annual Electricity Demand 141 TWh 169 TWh RES in Power Generation 5% 20% Source: Polish Ministry of Economy, European Commission
11 LNG Terminal Świnoujście LNG Terminal located in the Port of Świnoujście Project developed by SPV Polskie LNG (PLNG) wholly owned by GAZ-SYSTEM S.A. One jetty for LNG tankers will be constructed (second one possible if justified) LNG Terminal s regas capacity: Phase I: 5.0 bcm / 3,7 Mt LNG/year (2014) Phase II: 7.5 bcm / 5,6 Mt LNG/year (2020) LNG storage capacity: 2 tanks m3 LNG each LNG loading infrastructure for trucks and railcars up to tons/year. Operation date: 2013/2014
12 LNG Terminal Świnoujście Estimated cost: EUR 600 M Project is eligible for the Community support within the framework of the European Energy Program for Recovery (EEPR) with the financial envelope of EUR 80 M. Application submitted to the European Commission, currently under evaluation Agreement for arrangement of financing via banks consortium signed in August 2009 Interest of European Financial institutions to provide financing Development Current Activities: Study phase (LNG Terminal Location and Feasibility Study) The project obtained all necessary environmental decisions FEED performed Open Season Procedure undergoing Launched in June 2009 Building permission granted July 2009 Selection of General Contractor and Investor s Supervisor - undergoing
13 Baltic Pipe Project was analysed within the Open Season procedure terminated in July without bids from the market participants Baltic Pipe is one of the elements that would enable to establish a new gas transportation route from Norwegian Continental Shelf (NCS) to European Market: NCS SKANLED (or other project) Danish Transmission System Baltic Pipe Poland Effective Interconnection of Baltic Region with the rest of the EU (Priority Project defined in the Baltic Energy Markets Interconnection Plan 06/2009) Project will integrate the markets at a regional and EU scale (joining NW and SSE Gas Regions Baltic Pipe may enhance the Security of Supply in Sweden and Denmark by offering new sources of gas (spare capacities and flexibility of LNG Terminal in Poland) NCS DTS Skanled Baltic Pipe
14 Baltic Pipe Project characteristics Project of common EU interest TENE support already granted with 2008 decision (application filed within 2009 call for proposals) Project is eligible for the support within the EEPR Application for EEPR funds submitted to the European Commission currently under assessment) The total offshore pipeline length will be approximately km, depending on selection of landfall location. Possibility of bi-directional flows enabled Recent activities: Route Survey Espoo convention notification Other preparatory undertakings Open Season Procedure Process finished after Phase I with no bids placed by market participants New procedure will be announced if the market shows an interest to transport gas via this connection
15 Development of Interconnections Poland- Czech Rep. Connection Enhancing Poland-Germany Connection New bi-directional connection iintegrating the gas systems of both countries which will diversify and ensure stable gas supplies to end customers Increase of safety of systems operations Project developed in cooperation with Czech TSO Open Season Procedure concluded Commencement of operations: 2011 Extension of existing interconnection between the gas systems of both countries Increase of safety of systems operations Possibility of increased flows from Western direction in case of crisis Capacity increase: 0,5 bcm p.a. Commencement of operations: 2012 Both projects are included in the GTE+ Reverse Flow Study Projects eligible for the EEPR support (applications to the EC submitted, under evaluation)
